CALL TO ORDER
Mr. Wardell called the meeting to order at 1:02 p.m. and established a quorum.
DISCLOSURES
Mr. Wardell invited disclosures.
Mr. Binsted disclosed that his firm completed some interior renovations for Albemarle Countertop
Company, but there is currently no contractual agreement with them or any involvement in the project that
is being presented today, so there is no conflict.
There being no further disclosures, the meeting moved to the next item.
PUBLIC COMMENT
Mr. Wardell invited public comment. Hearing none, the meeting proceeded to the next agenda item.

REGULAR REVIEW ITEMS:
6a. ARB-2017-57: Albemarle Countertop Company — Preliminary Site Plan Review (TM/Parcel
061000000005A1)
Proposal: To renovate an existing building, to construct a building addition, and to renovate landscaping.
Location: 2817 Hydraulic Road
Motion: Mr. Binsted moved to approve the proposal with the following conditions:
1. Submit material/color samples for review.
2. Provide a treatment for the northern (right) elevation of the front (eastern) building bay to maintain a
connection to the renovated front elevation. Consider adding landscape or screening on the property for
the existing mechanical and electrical equipment.
3. Identify on the plans the existing vegetation at the east corner of the building/site.
4. Indicate on the elevation drawings the type of window glass proposed. Provide specs. Include the
standard window glass note on the elevation drawings and show that the criteria are being met. Window
glass in the Entrance Corridors should meet the following criteria: Visible light transmittance (VLT)
shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%.
5. Add the standard mechanical equipment note to the site and architectural drawings. Visibility of all
mechanical equipment from the Entrance Corridor shall be eliminated.
6. Indicate if any ground- or building -mounted equipment beyond that shown on sheet 7 is proposed.
7. Revise the site and architectural drawings to show all proposed ground- and building -mounted lighting.
Provide a complete lighting plan for review.
8. Provide a complete landscape schedule with the next submittal indicating a more diverse selection of
plant material.
9. Provide tree spacing appropriate for the species.
10. Add the standard plant health note to the plans. All site plantings of trees and shrubs shall be allowed
to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees
shall be pruned minimally and only to support the overall health of the plant.
11. Clearly indicate on the site plan the existing landscaping that is proposed to be removed.
12. Note that if any sign will be located in an easement, a letter of approval from the easement holder will
be required.
13. Provide larger samples of the proposed materials on site for final review and selection by the ARB.
14. Provide larger samples of the window framing material for staff review.
Mr. Van Der Werf seconded the motion.

7a. Work Session
ARB-2017-32: Springhill TownePlace Suites (TM/Parcel 061Z0030000200)
Proposal: To construct a 5-story, 192-unit hotel accommodating two hotel chains in one building, with a
parking deck and associated site improvements.
Location: 1301-1309 Seminole Trail, on the east side of Seminole Trail, approximately 400' north of
Westfield Road.

The ARB held a work session on building colors. After discussion, Mr. Van Der Werf made the following
motion:
Motion: Mr. Van Der Werf moved to approve the building colors as presented.
Mr. Binsted seconded the motion.
The motion carried by a vote of 3:0. (Stoner absent)
8. OTHER BUSINESS
a. T Mobile: Window Tinting
Staff reported on the request for T Mobile Window Tinting. After discussing the information, it was the
consensus of the ARB that a technical solution for using shades or blinds inside with a modification to the
security system should be pursued.
b. ARB-2017-42: Better Living Building Supply: Material Change
Staff reported on the proposed roof material change. After discussion, it was the consensus of the ARB that
the change from standing seam to ribbed metal for the shed roofs was acceptable.
c. HTC: Visibility of Block C6
Staff reported on the degree of visibility of Block C6 in the Hollymead Town Center and asked the ARB
for direction on how to process the review. After a brief discussion, it was the consensus of the ARB that
staff should handle the review administratively.
d. ARB-2017-70: Ashley Furniture: Countywide CofA
Mr. Binsted recused himself from ARB-2017-70 Ashley Furniture.
Staff reported that an application had been received for renovation of a portion of the Rio Hills Shopping
Center to accommodate Ashley Furniture. After a brief discussion, the ARB agreed that staff could handle
the review administratively.
e. Move Mural
Staff reported that a mural was proposed for the building at the southeast corner of the intersection of Rt.
29 and Greenbrier Drive, noting that a permit was not required for the work and, therefore, no ARB review
was required.
f. ARB-2017-43: Mechum's Trestle
Staff reported on two proposed changes for the Mechum's Trestle project: 1) a request to leave the red brick
at the base of the building unpainted, and 2) a request to move the dumpster from the approved location.
After a brief discussion, it was the consensus of the ARB that 1) the brick could be left unpainted, and 2)
the dumpster location near the west end of the EC frontage could be acceptable with supplemental planting
and screening, noting that the planting would need to be "robust" and provide adequate screening on "day
1".

g. Next ARB Meeting: August 7, 2017
The ARB members confirmed that they would be present for the August 7 meeting.
