Spring Hill Village — Final Site Plan (SDP201900068)
The final site plan for Spring Hill Village has been reviewed by Engineering. The following comments
will need to be addressed before approval:
1. WPO201900042 is approved, however this site plan does not match the WPO Plan. For
example, the grading behind the lots on the southern end of the property shows a retaining
wall on the WPO plan, but not on this site plan. The final site plan cannot be approved
unless it matches the WPO Plan. Please submit a WPO amendment to match this plan. Rev.
1: WPO amendment submitted. Must be approved before final site plan can be approved.
Rev. 2: Comment not addressed. However, WPO amendment is very close to approval.
a. As part of that WPO amendment, please include an over lot grading plan, as required by
proffer number 3 in ZMA201300017. Ensure all items a-j are met. Rev 1 Comment
addressed. Sheet 15 in the WPO Plan is an overlot grading plan
2. Road plan (SUB201900158) must be approved before final site plan can be approved. Rev.
1: Comment not addressed. Rev. 2: Comment not addressed.
3. Professional sea] should be signed and dated. Rev. 1: Comment addressed.
4. Private vs. public street labels need to match the road plan. Rev. 1: Comment addressed.
5. Perpendicular parking is not allowed on streets. Angled parking is allowed, but must follow
County Code 18-4.12.16. Rev. 1: Comment addressed.
6. Signed and sealed professional designs of the retaining walls must be provided before final
site plan can be approved. Rev. 1: Comment addressed, however, please ensure these plans
match the wall plans. Rev. 2: Comment addressed. Wall plans were submitted for building
permit and will be reviewed with that permit.
7. Grading on southern end of property needs to tie in further away from the property lines.
Some contours are even tying in outside of the property line. (this may change based on the
WPO, however, this comment is based on this plan submission) Rev. 1: Please double check
how all contours tie in on the existing topography. One specific example is contour 634 in
the northern end of the property. Rev. 2: Comment addressed.
8. Ensure all retaining walls are completely off of lots. Rev. 1: Comment not addressed. Rev.
2: Comment addressed, however, the wall easements must be recorded before this plan can
be approved.
9. Provide guardrail wherever necessary. The alley appears to need them. Rev. 1: Comment
addressed.
10. Grading must show positive drainage away from all houses/structures for the ls' 10 ft
around the entire house/structure. Rev. 1: Comment not addressed. Please check all areas,
especially lots along Loyola way. Provide spot shots showing positive drainage away from

house. Rev. 2: Comment addressed.
11. Grading must show positive drainage to inlets (create swales/flow paths/spot shots to the inlets,
not just arrows). Rev. 1: Comment addressed.
12. Yard inlets and drains must be in easements. Rev. 1: Comment addressed.
13. Velocity in storm drains should not exceed 15 ft/s. Rev. 1: Comment addressed.
14. Trees should be placed as far away from storm drains and inlets as possible. One example is lot

15. Rev. 2: Ensure the landscaping plan matches the WPO plan. The WPO plan shows
