(bethanyga.roudabush.com) From: Mariah Gleason Division: Community Development — Planning Date: July 29, 2020 Subject: SUB202000114 Whittington Phase A — Easement The County of Albemarle Planning Division will recommend approval of the plat referenced above once the following comments, and those provided by other Site Review Committee, SRC, members, have been satisfactorily addressed. The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on frnther review. [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [14-317] Instrument evidencing maintenance. Provide an instrument evidencing the maintenance of the proposed easement areas. If maintenance is assigned to a party or entity other than the property owners — such as an HOA — please be aware that confirmation will be needed from said party or entity to verify that the continued maintenance of this easement is acceptable. These documents will need to be submitted for review/approval by the County Attorney's Office once the plat is found to satisfy all other review comments. 2. [14-302(B)(5)] Zoning. Revise Note 4 to address the "subject parcels" instead of the "project". 3. [14-302(B)(10)] Stream buffer. Show and note that TMP 90G-01-79 contains a stream buffer (as consistent with the recorded plat DB 4433 PG 540) and include the following note: "The stream buffer shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." 4. [Comment] Existing structures. Show the location of the existing structure on TMP 90G-01-79. This building appears to be located less than 30ft from the proposed easement. 5. [14-303(E)] Dimensions. As noted by the Engineering reviewer, divide curve C3 into two separate curves, using the monument between TMP 90G-01-78 and TMP 90G-01-79 as the division point. 6. [14-302(A)] Vicinity map. On the Vicinity map, identify the site area and include a scale and north arrow. 7. [14-302(B)(1)] Resubmission. Reminder that revised plats must include the original date of drawing and the revision date(s) of each subsequent version of the plat. Revise vicinity map to clearly identify project location. 2. Edit /delete F =30' scale (upper -right) since graphic scale on VI is smaller. 3. Provide vicinity map scale, likely F = 2000'. 4. Flood Hazard Note: [County code] Sec. 30.3.2 - Flood insurance rate map and flood insurance study. V2 `The flood hazard overlay district shall be composed of all areas of the county within the special flood hazard areas delineated on the Flood Insurance Rate Map for Albemarle County, Virginia and Incorporated Areas and the Independent City of Charlottesville, most recently amended effective on and after May 16, 2016 (the "Flood Insurance Rate Map"), and the Flood Insurance Study for Albemarle County and Incorporated Areas and the Independent City of Charlottesville prepared by the Federal Emergency Management Agency, most recently amended effective on and after May 16, 2016 (the "Flood Insurance Study"), and includes all subsequent revisions and amendments to the Flood Insurance Rate Map and Flood Insurance Study. The Flood Insurance Rate Map and the Flood Insurance Study are incorporated herein by reference. The Flood Insurance Rate Map, including all of the special flood hazard area zones designated thereon, is hereby adopted as the zoning map of the flood hazard overlay district.' Plats [plat notes] should be based on [or reference] the 2016 FHtM boundaries. 5. Show existing structures (or partial structures) that should be visible in this view, at this scale. 6. Provide evidence of consenting ACSA approval for co -locating 21' emergency access easement with(in) existing ACSA easement (consent to overlap). 7. C3 curve length =88.80', should be shown as 2 separate curves since a parcel boundary breaks this curve. Line segments /curve lengths conventionally end at boundaries, and do not span a boundary. Please provide two separate curves to replace C3 on parcels 78 and 79. 8. Provide Area (SF) of each 21' Emergency Access Easement. 9. Deed bk.-pg. 4433-565 10' Access Esmt. not 10' Access sewer easement. Unless this existing 10' Access Esmt. is a sewer access easement, revise label consistent with easement at bk.-pg. 4433-565. [ Reviewer believes this 10' Access is a pedestrian trail access. ] 10. 21' Emergency Access Easement must be built to support Fire -Rescue apparatus. Given this, provide temporary construction easement (in addition to access easement) needed to construct elements of Emergency Access (whether grass -pavers or suitable equivalent). Note: this may affect ACSA consent approval. Engineering anticipates temporary construction easements will need to extend beyond limits of proposed 21' Emergency Access easement. Letters of entry (LOE), signed /notarized (by each owner) may substitute for linework, and plat curve /line tables. Yet plat linework showing temporary construction easements may be simpler, since each owner must sign the plat.
