The following are responses to your questions.
A. Site Plan Comments:
1. Comment #3 - The "General Construction Notes for Site Plans" found in Chapter 9 of the
Albemarle County Design Standards Manual Section CD -10 is a requirement imposed by
the County Design Manual and required on all Site development plans in Albemarle
County. The first item in the list is the only one that refers to work in VDOT right of Way,
which does not apply to the site as you've noticed. However, the rest of the items in CD-
10 are relevant to all site developments in Albemarle County. The entire boilerplate is
required on all site development plans. For additional clarification as to the County
Design Manual requirements, please contact the Chief of Engineering, (Mr. Jack Kelsey).
2. Comment #4 — Section 18 - 18 of the current codebook is for Residential, R -15
developments. Section 18 - 4 is for General Regulations and is the area of the codebook
I've referred.
3. I've attached a resubmittal form for your use.
4. Water Protection fees and applications are required prior to review. Stormwater
Maintenance Agreements are required after approval. The $4200.00 amount for
Contribution to the Rio Basin will be paid after the approval of the plan and prior to
receiving a grading permit from the County.
I hope this clarifies some of your frustration with the County Process. Please contact Mr. Bill Fritz
or Mr. Glenn Brooks for further clarifications of Albemarle County Requirements.

Dear Max,
The following are questions about your comments.
A. Site plan comments:
COMMENT 3: "General Construction Notes for Site Plans" address construction in an
existing public right -of -way and a permit from VDOT. This project is not adjacent to
any public right of way and is not relevant to this project. I do not believe this should
be added to the plans.
COMMENT4: Plan appears to require loading space. rCounty code Sections 18-
4.12.13.b,c; 18- 4.12.15e; 18- 4.12.181. 1 checked Section 18 which applies to a
Residential 15 Zoning. This is a Cl zoning. Also, Section 18 did not have
paragraphs 4.12..... Please advise.
I understand this review will require thirty (30) days? Please verify. Do I send these responses to
you or to Planning? How many sets is required for resubmittal? I understand the stormwater fee
is not to be paid until the plans are approved. Is this correct? Please respond ASAP as I want to
resubmit ASAP.

Subject: SDP200500138 Speedee Oil @ The Gardens Final Site Plan
I have reviewed the preliminary site plan file for this project. Your
comments state "Approval based upon memo dated August 03, 2005 and is
subject to field inspection and verification ". I could find no memo from
you with that date but did find a letter from the applicant with that date
where he responded to your earlier site review comments with "Existing fire
hydrant in island at the intersection of Graden Boulevard and Southern
Travelway ". My question is this:
Was your comment an approval of the plan as submitted and do you need
anvthina additional before you will be able to sian the final site plan?
