Dear Ms. Nedostup,
We are requesting placement on the next available agenda of the Board of Supervisors.
In order to get ready for the BOS meeting, we request clarification on the next staff
report:
• Concept Plan Proffer b) has been updated to indicate that the connection at
Running Deer Drive can be either full access or emergency access at the
discretion of VDOT. The timing of the proffer has remained the same.
• Concept Plan Proffer c) has been added to indicate that construction traffic shall
be prohibited from using the Running Deer Drive entrance.
• Concept Plan Proffer i) has been updated to include the maximum number of
units.
• We would like to request that the reference to the water quality requirements be
removed from the staff report rather than struck through.
I would also like to formally withdraw the three modification requests for the street
standards (the curb/gutter, sidewalks, and planting strip along streets). We will be
providing curb/gutter, sidewalks and planting strips along all of the streets in the
development.
I have also made several changes to the plan to address the staff concerns listed in the
Staff Report.
• I have updated the mid -block trails to be a io' asphalt multi -use trail. The
remaining trails through the open area will be primitive trails. A description of
each trail type is located on the Cover Sheet (left hand side of the page). (Sheets
3,4 and 5)
• On the Cover Sheet, the typical section of roadway has been updated to be curb
and gutter streets with a sidewalk and planting strip.
• On the Cover Sheet, the typical section of the emergency access road will be a
rural road section with a shoulder/ditch cross-section. A note has been added to
the typical section to state that if VDOT indicates that the roadway connection to
Running Deer Drive should be a full access connection, the roadway cross-
section will be curb and gutter.

The following notes have been added to the Cover Sheet (left hand side of the
page):
• Lots shall not encroach into the stream buffer or preserved slope areas.
• Secondary vehicular access point at Running Deer Drive is to be installed
prior to the issuance of the 31st building permit. The vehicular access at
Running Deer Drive shall emergency access only unless a full vehicular
connection is required by VDOT.
• Two layers of erosion and sediment control measures shall be provided where
development abuts stream buffers.
• No grading and erosion control measures shall encroach into the stream
buffer except for the construction and/or improvement of stormwater
conveyance channels that may be required to comply with water quality
requirements.
• All construction traffic shall enter/exit the site through the main entrance on
Route 25o and will not be permitted to use the entrance at Running Deer
Drive.
The sidewalks and planting strips have been added to Sheet 4.
I have also provided a cross-section in the area of the stormwater management
pond along Route 250 to demonstrate how the enhanced extended detention
pond works with the io' multi -use path, landscaping and preserved steep slopes.
The cross-section is located on Sheet 4.
