Design Focused Engineering July 31, 2020 Adam Moore, PE VDOT - Charlottesville Residency 701 VDOT Way Charlottesville, VA 22911 RE: Response Letter #1 for SUB202000098 Galaxie Farm Road Plan — VDOT Dear Adam, Thank you for your review of the Road Plans for Galaxie Farm Subdivision. This letter contains responses to VDOT comments dated June 23, 2020. Our responses are as follows: 1. Please provide left turn lane analyses for Route 20. Turn lane warrants included. 2. CG-12's will be needed at all intersections for crosswalks. Also they must be aligned to direct pedestrian traffic directly to the corresponding ramp. CG-12's provided for all intersections, they are aligned at narrow & perpendicular sections of the intersections. 3. Road B 1 vertical curve, PVI sta. 10+28.00, K value does not meet min., K value. For a crest curve with a design speed of 25 mph, needs to be a K value of 12. And PVI sta. 11+50.40 the min., standard K value for a sag curve with a design speed of 25 mph, needs to be a K value of 26, please adjust accordingly. Please adjust Road D as well the sag and crest curves do not meet the min., K value standards. Road B vertical curves revised to fully comply with VDOT standards for a 25 mph road. Since this street is expected to handle future traffic which would likely put the daily trip count over 400, crest K of 12 and sag K of 26 have been provided. For Road D, since trip count < 100, AASHTO Guidelines for Very Low Volume Local Roads were used to determine sight distance. Sheet 35 of this book states that a sight distance of 125' is appropriate for this scenario. 4. Recommend bump outs, for parking especially at intersections. If no parking please label on plans and typical section. Please rcf - to VDOT's Road Design Manual appendix 13(1)-7; geometric design standards for residci id mixed use subdivision streets (GS-SSAR.) Bump -outs provided for Road B parking. Road A, B1, D, and E are no parking (signage added) and Road C does not need bump -outs as there are no intersections near the area suitable for parking. 5. Please label streets if public or prn are. Pubf etprivate labels added. 6. Please provide bollards at the end of road F. Show geometry and recommend reinforced turf. Road F no longer exists, however bollards have been provided for fire access road. 912 E. High Sr. Charlottesville, VA 22902 1434.227.5140 1 shimp-engineering.com All cul-de-sac's for circular turnarounds on short low volume residential cul-de-sac streets the 45ft., minimum radius may be reduced to 30 ft., when specifically approved by locality in consultation with emergency services. Please provide documentation on approval from emergency services. Documentation pending. 8. Please provide drainage calculation tables on the plan set. To-do. 9. Please provide sight distance lines and profiles on plan sheets. Sight distance lines and profiles provided. 10. Please plot HGL on storm sewer profiles. HGL plots are forthcoming, achievement of open channel flow in all storm sewer suggests HGL results will not pose an immediate design concern. 11. All proposed drainage structures outside of right of way, will need permanent drainage easements. Drainage easements added. 12. The sides of the cul-de-sac at Road B 1 should be temporary easement to be vacated when/if the road is extended. The sides of the Road Bl culdesac have been revised to be public access easements instead of ROW.
