PUBLIC HEAR INGS:
8. Proposed issuance of general obligation school bonds of Albemarle C ounty in the estimated maximum
principal amount of $11,930,000. The purpos e of the proposed bonds is to finance capital projects for public
s chools.
9. CPA 2004002. Pantops Master Plan. Propos ed amendment s t hat would modify the Land Us e Plan
s ect ion of the Albemarle Count y Comprehens ive Plan for Neighborhood 3 (P ant ops ) w ith new land use
policies, guidelines, recommendations, goals & strategies for future development w ithin the Pantops
D evelopment Area, w hich includes an amendment to the boundary of Neighborhood 3 (Pantops) to remove a
parcel (Wheeler Property, approx . 77 acres, Tax Map 62 Parc el 31). The amendment will include a guide
t hat identif ies the purpose & major findings & rec ommendations res ulting from the Pantops mas ter plan
s tudy ; prov ide s trategies for implementing the propos ed Pantops mas ter plan, inc luding s trat egies f or
t rans portation, park s and rec reat ion, illus trated on t he map ent itled “Pantops Mast er Plan Green
I nfrast rut ure”, redev elopment , f unding improv ements, & f or implementing the plan; & prov ide guidelines for
t he form of dev elopment within the Pantops dev elopment area through narrat iv es , maps , and illus trations.
This amendment als o will es tablish new comprehens ive plan land us e designations (Urban Mix ed Us e,
Employ ment Mixed Us e, Commerc ial Mixed Us e, Ins tit utional, Parks , and Green Spac e) for the Pantops
development area & c hange ex ist ing des ignations throughout the Pantops dev elopment area, as shown on
t he map entitled " Pantops Mas ter Plan: Framework Plan (Land Use).
10. ZMA 2005015. Hollymead Town C enter Area A1 (Signs #15,51,53,73). PR OPOSAL: Rez one 31 acres
from R A Rural Areas (agricultural, forestal, and fishery uses; residential dens ity (0.5 unit/ac re)) to PDMC
Planned District Mixed Commercial (largescale commercial us es; and residential by special us e permit (15
units/ acre)) to allow for 278,000 square feet of office retail. MAGISTERIAL DISTR ICT: Rio. The
C omprehensiv e Plan's Town Center designation is accompanied with the "Conceptual Mas ter Plan &
D esign Guidelines for the Hollymead Town Center".
11. SP2005027. Hollymead Town Center Area A D rive Up W indow for Bank (Signs #15,51,53,73).
PR OPOSAL: D riveup banking facility with three lanes. ZONIN G C ATEGOR Y/GEN ERAL USAGE: A
rezoning applic ation has been submitted to rezone these parcels from RA Rural Areas agric ultural,
forestal, and fis hery uses; res idential density (0.5 unit/acre) to PDMC Planned Development Mixed
C ommercial (largescale commercial uses; and residential by special use permit 15 units/ acre).

12. ZMA 2007001. Hollymead Town C enter Area A2 (Signs #93,94). PROPOSA L: Rezone approximately
45 acres from RA zoning district which allows agricultural, forestal, and fishery uses, residential density (0.5
unit/acre); and to rezone approximately .5 ac res from C1 Commercial whic h allows retail sales and service
uses, and residential use by special use permit (15 units/ac re); and to rezone approximately .4 acres from
N MD Neighborhood Model District zoning district which allow s residential (334 units/acre) mix ed with
c ommercial, service and industrial uses; and to rezone approx imately 3,000 s quare feet from PDMC
Planned Development Mixed Commercial which allow s larges cale commercial uses, and res idential by
s pecial use permit (15 units/ ac re); to N MD N eighborhood Model District zoning district which allow s
residential (334 units/acre) mix ed with commercial, service and industrial uses . The applic ation proposes up
to 1,258 dwelling units. PROFFERS: Yes. MAGISTERIAL DISTRICT: Rio.
13. ZMA 200500017. B iscuit Run. PROPOSA L: R ezone approximately 828 ac res from R1 Res idential (1
unit/acre), and R2 Residential (2 units/acre) D istricts to NMD Neighborhood Model D istrict which allows
residential (3 34 units/acre) mixed w ith commercial, service and industrial us es. Number proposed
residential units: maximum 3,100. A maximum of 150,000 square feet of Commercial uses are proposed
