8. Administration of the Housing Choice Voucher Program. To receive comments on Albemarle County’s
Plan for the administration of the H ousing Choice Voucher Program.
9. CPA 201100003. U rban Development Areas. Amend the Albemarle County Comprehens ive Plan to
modify the Grow th Management C hapter to include a description of urban development areas, designate
Places 29 South within the Places 29 Master Plan, and the R oute 250Route 20 area within the Pantops
Master Plan, as urban development areas that comply with the requirements of Virginia Code § 15.2
2223.1(B), and to correspondingly amend the Places 29 Mas ter Plan and the Pantops Master Plan to
identify the abov ereferenced areas as urban dev elopment areas and as priority areas within each master
plan.
10. ZMA 200900005. K roger Fuel Center w/Canopy (Signs #29&1). PROPOSAL: Rezone 30.985 acres
from Planned Dev elopmentShopping C enter (PD SC) zoning district which allow s shopping c enters, retail
s ales and service uses; and res idential by special use permit (15 units/acre) to Planned Dev elopment
Shopping Center (PDSC) to allow construction of a fuel center with a canopy. PROFFER S: NO.

11. 1003( ) – Agricultural and Forestal Districts. Ordinance to amend Division 2, Districts, of Article II,
D istricts of Statewide Signific anc e, of Chapter 3, Agricultural and Forestal Districts, of the Albemarle
C ounty Code, to add lands to c ertain districts and to make c orrections to c ertain district ordinances to
identify all those tax map parcels w ithin the districts, as specified below:
a) AFD20111. H atton AFD – District Review. The propos ed ordinance would amend Section 3215,
Hatton Agricultural and Forestal Dis tric t, to continue the district for all parcels identified in the
ordinance, and set the next district rev iew deadline date of July 6, 2021. It would als o identify
TMPs 13522C, 13522C1, 13522C2 and 1369 as being in the district (these parc els were created
from parcels already in the district), and w ould remove any parcels for w hich a request for
withdrawal is received before the Board acts on the proposed ordinance.
b) AFD20112. Totier Creek AFD – District Review. The proposed ordinance would amend Section 3
227, Totier Creek Agricultural and Fores tal District, to continue the dis trict for all parcels identified in
the ordinance, and set the next district review deadline date of July 6, 2021. It would also identify
TMPs 12170A, 12170B, 12170D, 12170E, 1343A, 1343B, 1343C , 1343D, 1343E, 1343F,
1343G, 1343H, 1343I, 1343J, 1343K and 1343L as being in the dis trict (these parcels w ere
created from parcels already in the district), would identify 1299 as being in the district (this parcel
is in the district but w as inadvertently deleted from Section 3227 in a prior ordinanc e), would show
TMPs 12170 and 13419 as no longer existing (land from these parcels w as distributed to other
parcels in the district), and would remov e TMPs 12170B and 13511 from the district, and any other
parcels for w hich a request for withdraw al is received before the Board acts on the proposed
ordinance.
12. 1103( ) – Agricultural and Forestal Districts. Ordinance to amend Division 2, Districts, of Article II,
D istricts of Statewide Signific anc e, of Chapter 3, Agricultural and Forestal Districts, of the Albemarle
C ounty Code, to add lands to c ertain districts and to make c orrections to c ertain district ordinances to
identify all those tax map parcels w ithin the districts, as specified below:
a) AFD20115. B lue Run AFD – Addition. The proposed ordinance would amend Sec tion 3208, Blue
Run Agricultural and Forestal Distric t, to identify TMP 5114 as being in the district (this parcel was
created from a parcel already in the dis trict), and would add TMP 5042A1 to the district.
b) AFD20114. Buck’s Elbow Mountain AFD – A ddition. The propos ed ordinance would amend
Section 3209.5, Buc k’s Elbow Mountain Agricultural and Forestal D istrict, to add TMP 3921R to
the dis tric t.
c ) AFD20113. Jacob’s Run AFD – Addition. The propos ed ordinance would amend Section 3218,
Jacob’s Run Agricultural and Forestal D istrict, to add TMP 19A31 to the district.
13. An ordinance to amend Chapter 4, A nimals and Fowl, of the Albemarle County Code, by amending
Article III, Impoundment, Section 4300, Duties of animal control officers; seizure and impoundment of
animals; notic e and hearing; disposition of animals. The ordinance would modify impoundment and
disposition procedures for companion and agricultural animals to comply with newly adopted provisions of
Virginia Code § 3.26569.
14. An ordinance to amend Chapter 11, Parks and Recreations Facilities, of the Albemarle C ounty Code,
by amending Sections 11301 through 11306 of Article III, W ater Supply Res ervoirs Utilized by the Rivanna
W ater and Sew er Authority. The ordinance would repeal the prohibition of c arrying a firearm within the
boundaries of the reservoirs utilized by the RWSA to comply w ith Virginia Code § 15.2915.
15. An ordinance to amend Chapter 15, Taxation, of the Albemarle County C ode, by amending Sections 15
600, Definitions, 15601, Impos ed; amount, and 15604, Duties of seller generally and by repealing Sec. 15
603, Telephone service, regarding utility taxes; by repealing Article XIV, Enhanc ed Emergenc y Telephone
Service Tax – E911; and by adding Sec. 151101.1, Exemption of certain personal property from taxation.
The ordinance w ould repeal local telecommunications taxes that are required to be repealed because of the
adoption of the Virginia Communications Sales and Use Tax Act, and would codify the exemption of certain
farm property from taxation, as authorized by Virginia Code § 58.13505.
