Additional comments have been included from the action letter following the July 20th ARB meeting. The following revisions are requested to make the proposal consistent with those conditions as well as the Entrance Corridor design criteria. 3. Revise the building elevations to clearly identify overall height of all unit types. Rev. 1: Comment not vet fully addressed. Address the following: a) b) are only two stories, have a 40' height. 5. Revise the maximum proposed building height on the site plan cover sheet to match the actual height, then the height note on the cover sheet of the site plan needs to be revised to correctly state this. However, if that was in error, and all the villas are 29'-8.5" in height then this comment has been addressed. 7. Ensure that the rear elevations for units 1 through 22 show fenestration and architectural details sufficient to establish an appropriate appearance for the EC. Rev. 1: Comment addressed. See comments in #27 below. 8. Revise the side elevations of townhouse units 1, 84, and 100 and villa unit 71 to incorporate sufficient detail to eliminate blankness. Rev. 1: Comment not vet fully addressed. Address the following: a) See comments on #27 below. b) Ensure that unit 71 incorporates all of the details shown on the side elevation. The front elevations for units 61 through 63, which are the only front elevations provided for the villas, do not show the stone detailing at the entrance that is shown in the side elevation of unit 71. The front elevations for units 61 through 63 should be updated to include the added architectural details shown in the side elevations for the villa units. Page 1 of 4 9. Revise the rear elevations of units 64 through 71, and 76 through 83 to incorporate sufficient detail to eliminate blankness. Rev. 1: Comment not vet fully addressed. See comments in #27 below. 10. Provide the standard window glass note in the architectural drawings: Visible light transmittance (VLT) shall not drop below40%. Visible light reflectance (VLR) shall not exceed 30%. Specifications on the proposed window glass should be submitted with the application for final review. 12. Revise the site plan to show the wooden privacy fence on the south property line on all sheets. Provide a fence detail in the plan. Indicate size, materials, and colors. Rev. 1: Comment not vet fully addressed. See comments in #27 (b) below and revise the site plan notes and details in reference to the privacy fences to address this comment. 15. Add the standard mechanical equipment note to the architectural plans: 'Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." Rev. 1: Comment not vet fully addressed. Add the required visibility note to the elevations of the following units: 23 through 42, 50 through 63 and 84 through 100. 16. Revise all sheets of the landscape plan to show all existing utilities and utility drainage easements. Ensure all landscaping does not conflict with the utilities or their easements. 18. Revise the street trees along the EC to be large deciduous trees of 3'W caliper and provide sufficient landscaping area, outside of the utility easements, to ensure they do not conflict with the existing or proposed easements. Rev. 1: Comment not vet fully addressed. Address the following: a) b) c) Please note that large shade trees cannot be over the underground storage facility. Increase the number of large shade trees in the southern portion of Route 20 by two. The 35' EC average minimum spacing must be met. Ensure that the placement of the street trees in the northern portion of Route 20 are not in too close a proximity of the asphalt shared use path along the right of way. They should be at least 3' from the path. 20. Revise spacing of the large shade trees along the interior roads to meet the 40' on center minimum spacing. Add one additional tree to the west side of Berwyn Lane, two trees to the east side of Berwyn Lane and two trees to the south and west side of Loyola Way. Rev. 1: Comment not vet fully addressed. Internal street tree placement has been significantly altered since the last submission. The 40' minimum spacing along interior roads is not being met. It appears that there are additional opportunities to increase the numbers of trees provided. Address the following: a) Add one large shade tree in the northeastern portion of Berwyn Lane. b) Add one large shade tree in the southeastern portion of Berwyn Lane. c) Add two large shade trees in the north side of the east portion of Daphin Drive that is lust off of Route 20. A total of three are required in that area. d) Add one large shade tree in the south side of the east portion of Daphin Drive that is lust off of Route 20. e) Add one large shade tree in the north side of the middle portion of Daphin Drive near the dog park. f) Add one large shade tree in the north side of the western portion of Daphin Drive. g) Add one large shade tree to the south side of the western portion of Daphin Drive. h) Add five large shade trees in the southwest side of Loyola Way. Page 2 of 4 Add landscape easements where trees are located outside of the right of way and in private lots. In order to add some of the above trees additional landscape easements will be required and must be added to the site plan. site plan. 21. Revise the trees along pedestrian ways to be medium shade trees of 2'/2" caliper and ensure that all portions of the pedestrian ways have trees proposed along them. Rev. 1: Comment not vet fully addressed. Address the following: a) Add two medium shade trees along both portions of the "Community Park" trails. b) Add six medium shade trees along the pedestrian pathway between the dog park and lots 20 through 28. These were provided in the last submission but appear to have been removed. 27. Bring side and rear elevations to the ARB for review in a work session or as an "other business" item prior to final approval. Rev. 1: Comment not vet fully addressed. Address the following conditions from 7/20/2020 ARB meeting: a) The elevations reviewed in the 7/20/20 presentation may be approved assuming the submittal of additional detail on windows and trim show appropriate dimensions for rake and window trim. b) Vinyl may not be used for the fence proposed along the southern property line. c) The Arctic white color may not be used for units 1-22, 71, 84 and 100. d) Frontage planting in regular, linear format is acceptable. 28. [New Comment] If it would be beneficial, a virtual meeting can be held with staff (ARB, Engineering & Planning) to discuss how to address these remaining comments. Within 15 days of the date of this letter, please send me a letter (by email is acceptable) indicating whether you will or will not proceed v%fith these revisions. If you choose not to proceed v%fith these revisions, staff will be unable to approve your application. If you choose to proceed with the revisions, please forward me one paper set, as well as digital versions, of revised drawings together with a memo summarizing the revisions you've made. Your decision to make the revisions will suspend the 60-day review period associated with your original submittal. However, I expect to complete the review of your revised proposal within 2 weeks of your re - submittal. If you have any questions about this action, please contact me as soon as possible.
