Public Hearings:
17. Stagnant W ater Ordinance. Intent to adopt an ordinance to amend Chapter 7, Health and Safety, of the
Albemarle County Code by adding a new Article V, D ivision 2. Stagnant W ater. The proposed ordinance
w ould establish provisions prohibiting any stagnant water, one inch of depth or more, in any s wimming pool,
hot tub, or container, which is not fully enclosed in a building, house or other structure and whic h is neither
moving by artific ial or natural means, nor chemically treated nor filtered so as to prevent the growth of
mosquito larv ae. The proposed ordinance would also establish provisions for the removal of such stagnant
w ater and penalties for any violations. (Ron Higgins)
18. ZTA201500004. Phase I Route 29 Solutions B usiness Package (Temporary Signs). Intent to adopt an
ordinance amending Secs. 4.15.2, D efinitions, 4.15.4A, Signs authorized by temporary sign permit, 4.15.7,
prohibited signs and sign characteristics, and 30.6.5, Development exempt from requirement to obtain
c ertificate of appropriateness, of Chapter 18, Zoning, of the Albemarle County Code. This ordinance would
amend Sec. 4.15.2 by amending the definition of temporary s ign; amend Sec. 4.15.4A to allow a second
c lass of temporary sign permit where the temporary sign replac es a permanent sign required to be removed
by the Virginia Department of Transportation (VDOT) in conjunc tion with certain described c ons truction
projects, and the temporary s ign permit would be valid until project construction is completed or a permanent
s ign is installed; amend Sec. 4.15.7 to correct the crossreference to Sec. 4.15.4A, and amend Sec. 30.6.5
to add an exemption from the requirement for a new certificate of appropriateness (CA) where the same or a
new permanent sign is erected that complies w ith CA, where the prior sign was required to be removed by
