HomeMy WebLinkAbout2010-05-10AMay 10, 2010 (Adjourned Meeting) (Page 1) An adjourned meeting of the Board of Supervisors of Albemarle County, Virginia, was held on May 10, 2010, at 4:00 p.m., Piedmont Virginia Community College, Dickerson Building, 501 College Drive, Charlottesville, Virginia. The meeting was adjourned from May 5, 2010. PRESENT: Mr. Lindsay G. Dorrier, Jr., Ms. Ann Mallek, Mr. Dennis S. Rooker, and Mr. Duane E. Snow. ABSENT: Mr. Kenneth C. Boyd and Mr. Rodney S. Thomas. OFFICERS PRESENT: Senior Deputy Clerk, Meagan Hoy. __________ In an invitation to the Board of Supervisors, Dr. Frank Friedman, President, Piedmont Virginia Community College, stated that each spring the PVCC Board meets with the leadership of one of the seven jurisdictions they serve. This year it is Albemarle County. Dr. Friedman stated that the meeting will begin with the meeting at 4:00 p.m. followed by dinner at 6:00 p.m. The purpose of this meeting is to discuss ways that PVCC can better serve the educational needs of Albemarle County. They will begin by reviewing the current programs and services provided by PVCC to Albemarle County residents. They will then engage in a dialogue with the goal of developing new or improved programs and services at PVCC. Participants in the dialogue will include the PVCC Board, Albemarle County Board of Supervisors, County Executive, Albemarle County School Board, and Albemarle County School Superintendent and other school personnel. In preparation for the dialogue, they were asked to think about the following: 1. How can PVCC and Albemarle County high schools continue to expand dual enrollment? 2. How can PVCC help the Albemarle County school system increase the college-going rate and the college success rate for high school graduates? 3. Are there employers in the county whom PVCC should visit to promote customized training for employees? How can PVCC assist the county in attaining its economic development goals? 4. How can PVCC improve marketing/communication about PVCC to citizens of Albemarle County? 5. Are there courses/programs PVCC should offer in Albemarle County that are not currently offered? _______________ SCHOOL BOARD MEMBERS PRESENT: Mr. Stephen Koleszar, Ms. Diantha McKeel, Ms. Barbara Massie Mouly, Ms. Pamela Moynihan, and Mr. Ronnie Price, Sr. SCHOOL BOARD MEMBERS ABSENT: Mr. Eric Strucko and Mr. Brian Wheeler. SCHOOL BOARD STAFF PRESENT: Dr. Pam Moran, Superintendent, Mr. Billy Haun, Assistant Superintendent for Student Learning, and Ms. Jennifer Johnston, School Board Clerk. PIEDMONT VIRGINIA COMMUNITY COLLEGE BOARD OF DIRECTORS: Ms. Laila Bare (Greene), Mr. Stanley Cook (Albemarle), Ms. Mary Loose DeViney (Charlottesville), Mr. Leonard F. Gardner (Fluvanna), Ms. Debbi Goodman (Albemarle), Ms. Deborah R. Harvey (Nelson), Mr. Peter T. Kleeman (Charlottesville), Mr. J. Walter Levering (Charlottesville), Ms. Suzanne W. Morse (Charlottesville), Mr. Paul Newland (Albemarle), and Ms. Ava Pippin (Louisa). PIEDMONT STAFF PRESENT: Dr. Frank Freidman, President, and Pat Buck, Assistant to the President and Special Projects Coordinator. __________ At 4:16 p.m., the meeting was called to order by Ms. Mallek, Chair of the Board of Supervisors, Mr. Price, Chair of the School Board and Mr. Levering, Chair of the PVCC Board. Dr. Freidman said that today, the PVCC Board and staff would like to hear from Albemarle officials about what they can do better to serve the needs to Albemarle County. Their goal is to make PVCC a better community college. Dr. Friedman then began his presentation with a PowerPoint outlining how PVCC serves Albemarle County. (A copy of the presentation is on file in the Clerk’s office.) The presentation included enrollment trends since 2005. He updated the Board on the creation of the Stultz Center for Business and Career Development. The building will provide an additional 9,000 sq. ft. of space, and five teaching spaces. The Kluge-Moses Science Building is also new to the PVCC campus and provides an additional 34,000 sq. ft. of learning space with four state of the art classrooms that are fully equipped for web delivery of classes. Labs are equipped for Biology, Microbiology and Biotechnology, Nursing, Emergency Medical Services, Surgical Technology, Gross Anatomy, Anatomy and Physiology, Sonography and Radiography. Health Care programs will also be offered. Dr. Friedman also provided an overview of various funding/tuition information. He commented that the burden of paying for higher education is moving from the state to the students. May 10, 2010 (Adjourned Meeting) (Page 2) He reviewed short term and long term initiatives. He stated that in the short-term, PVCC hopes to develop a child care center in partnership with UVA Health Systems. They hope to open an off campus facility in Greene County. Long term goals include expanding the Stultz Center, renovating the main PVCC Building, and building a student center on the current campus. He also updated the Boards on plans for a daycare center, in partnership with UVA Health Systems, that would be located on the PVCC campus. Following Dr. Friedman’s presentation, the group had a general discussion which included topics regarding State funding, sources of revenues, PVCC’s curriculum, the use of various kinds of social media, and demographics.
