The property, described as Tax Map 60, Parcel 78A, is located on Lambs Lane [Route # 9885] approximately 1 mile from the intersection of Lambs Road [Route # 657] and Hydraulic Road [Route #743] in the Jack Jouett Magisterial District. An adjacent property owner has requested Planning Commission review. DISCUSSION: The Site Review Committee has reviewed this application and recommends approval of the preliminary site plan. No waivers or modifications are required for this project. RECOMMENDATION: Staff recommends approval of the site plan subject to conditions. STAFF PERSON: David E. Pennock, AICP PLANNING COMMISSION: January 24, 2006 SITE PLAN: SDP -05 -137 Jouett -Greer Parking Reconfiguration PROPERTY OWNER: County of Albemarle School Board APPLICANT'S PROPOSAL: Request for review of a preliminary site plan by the Planning Commission in accordance with Section 32.4.2.6. An adjacent property owner has requested Planning Commission review of the proposal. This is a preliminary site plan for a revision and expansion to the parking areas and bus loops at Mary Carr Greer Elementary School and Jack Jouett Middle School (Attachment Q. The property is 216.69 acres zoned Rural Areas (RA) and Entrance Corridor (EC), and is described as Tax Map 60, Parcel 78A (Attachment B). It is located in the Jack Jouett Magisterial District on Lambs Lane [Route # 9885] approximately 1 mile from the intersection of Lambs Road [Route # 657] and Hydraulic Road [Route #743]. CHARACTER OF AREA: This is the site of three schools as well as associated parking, athletic fields, and maintenance facilities. The Georgetown Green development is located just south of the school complex. Olde Oak Court Condominiums and Oak Forest Subdivision are across Hydraulic Road from the school complex. PLANNING AND ZONING HISTORY: This property has been the subject of numerous site plans, subdivisions, variances, and special use permits. The most recent significant action to either of these schools was a major site plan amendment for Jack Jouett Middle School in 2001 (SDP- 2001 -127). COMPREHENSIVE PLAN: The Comprehensive Plan designates this property as Rural Areas in the RA -1. REASON FOR PLANNING COMMISSION REVIEW: This application has been appealed to the Planning Commission by an abutting property owner (Attachment D). STAFF COMMENT: This project has been reviewed by the Site Review Committee and can be approved subject to Planning Commission review. RECOMMENDED ACTION: Staff has reviewed this request for compliance with the provisions of the Zoning Ordinance and recommends approval of the preliminary site plan subject to the following conditions: The Current Development Division shall not accept submittal of the final site plan for signature until tentative final approvals for the following conditions have been obtained. The final site plan shall not be signed until the following conditions have been met: 1. Current Development Planner approval to include: a. Landscape Plan b. Lighting Plan 2 2. Current Development Engineer approval to include: a. Erosion and Sediment Control Plan. b. Stormwater Management Plan. 3. Albemarle County Building Official approval. 4. Fire and Rescue Division approval to include: a. Adequacy of proposed revisions to road network. 5. Architectural Review Board approval. 6. Virginia Department of Transportation approval of plans for all State maintained portions of the property and entrances into the site from these accessways. ATTACHMENTS: A. Vicinity Map B. Tax Map C.
