Senior Planner - Christopher Perez 1. [32.5.1(c), 32.7.8, 4.7] Lighting. Increase the width and boldness of all property lines so they are easily distinguishable from other lines on the plan. Width and boldness of all property lines have been increased on plans. 2. [32.5.2(n)] Outdoor Lighting. On the plan provide cut sheets for all proposed light fixtures. Ensure they are clearly labeled. All proposed light fixtures have been provided as new sheets to the Minor Site Plan Amendment and are labeled in the Luminaire Schedules. 3. [32.5.2(a), 32.7.8, 4.7] Lighting. On the cover sheet clearly label which parcels are included in the lighting plan. It is not clear which tax map parcels are part of the site plan amendment. Has been provided. 4. [32.7.8, 4.7] Lighting. Utilize a Light Loss Factor (LLF) of 1 for the revised lighting plan. List the LLF utilized on the plan. LLF was adjusted to 1 and noted on each photometric plan sheet. 5. [32.7.8, 4.7] Lighting. Identify and label the existing and the proposed light poles and light fixtures. Existing light poles and fixtures are designated by a screened back “X” on plan. Proposed light poles and fixtures are designated by a bold “X” on plan. You can also refer to the notes section of the luminaire schedules to see if the light fixture is existing or proposed. [32.5.2] On the cover sheet provide the following “SDP202000046 Moores Creek Wastewater Treatment Plant (Lighting Plan) - Minor Amendment”. Has been provided. 7. [32.4.3.6, 32.4.3.2] The site plan shall not be approved until all other reviewers have approved the plan. Their comments are referenced below and attached. Noted. ARB – Khris Taggart 1. Revise the plan to include manufacturer’s cut sheets for all light fixtures. All proposed cut sheets have been provided as new sheets in the sheet set. Nearly, all existing cut sheets have been provided in the sheet set. The cutsheets for the following lights could not be located by Moores Creek staff or Hazen and Sawyer staff. Photos have been provided for each light fixture model in place of a cutsheet. Please refer to the luminaire schedule for the light number callouts. • Light 285-288 - Existing W4250MH00 Metal Halide Fixture Please refer to Figure 1 provided by Moore’s Creek Staff. Meets full cutoff requirements. • Light 320 a/b – Existing small floodlight with unknown model number. It is assumed it does not surpass the 3000 lumen criteria. Please refer to Figure 2 for photo provided by Moores Creek Staff. • Light 321 a/b – Existing small floodlight with unknown model number. It is assumed it does not surpass the 3000 lumen criteria. Please refer to Figure 3 for photo provided by Moores Creek Staff. • Light 328 – Existing flagpole light. It is assumed it does not surpass the 3000 lumen criteria. A picture has been provided at the end of this document. Please refer to Figure 4 for photo. • Light 329 – Existing Flagpole light. It is assumed it does not surpass the 3000 lumen criteria. A picture has been provided at the end of this document. Please refer to Figure 4 for photo provided by Moores Creek Staff. • Lights 338-339 – Existing W4175MH00 Metal Halide Fixture. Please refer to Figure 1 provided by Moore’s Creek Staff. Meets full cutoff requirements. The W4175MH00 is the same model fixture as the W4250MH00 just a different rating. However, it is under a canopied area, so it meets the full cutoff requirement. • Lights 340-345 – Existing W4250MH00 Metal Halide Fixture. Please refer to Figure 1 provided by Moore’s Creek Staff. Please refer to Figure 1 provided by Moore’s Creek Staff. Meets full cutoff requirements. • Light 396 - Existing W4250MH00 Metal Halide Fixture. Please refer to Figure 1 provided by Moore’s Creek Staff. Meets full cutoff requirements. 2. County policy requires the photometrics to be calculated using a Light Loss Factor (LLF) of 1.0. Revise the plan to indicate that the LLF is 1.0 and revise the photometrics accordingly if an alternate LLF was used. LLF was adjusted to 1 and noted on each photometric plan sheet. 3. The lighting plan shows footcandle (fc) values higher than the Entrance Corridor standard maximum of 20 fc. Revise the plan so that the maximum fc value does not exceed 20 fc anywhere on site. Plan has been amended to meet the 20 fc requirement. 4. Revise the plan to distinguish between existing fixtures, proposed fixtures, and fixtures to be removed from the site. Existing light poles and fixtures are designated by a screened back “X” on plan. Proposed light poles and fixtures are designated by a bold “X” on plan. You can also refer to the notes section of the luminaire schedules to see if the light fixture is existing, proposed, or to be removed. 5. The property lines and tax map parcels included in the site plan amendment are not easily distinguishable. Revise the plan to increase the width and boldness of all property lines and clearly label all parcels included in the lighting plan. Width and boldness of all property lines have been increased on plans. Zoning – Lisa Green 1. Provide a cut sheet for each fixture and lamp to make sure they are full cutoff. Cut sheets have been provided for all proposed and most existing fixtures. Please refer to the response to Khris’s similar comment above for the missing cutsheets of existing fixtures. 2. Provide a list of fixtures and poles that were existing and an approximate date of the installation or replacement of the new lighting for each fixture. Has been amended. See Luminaire schedule for existing fixtures and poles, and approximate date of installation or replacement of new lighting for each fixture.
