Dear Ms. Nedostup:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced TIA as submitted by Shimp Engineering, dated 2
March 2020, revised 22 June 2020, and offers the following comments:
1. VDOT does not concur with the trip generation methodology in this report. The ITE
manuals provide a suitable industry standard measure. Outside of that estimates based on
actual counts may be appropriate. This report seems to suggest rough estimations based
on anecdotal trends/ratios at the existing school. This is not sufficient for this type of
analysis.
2. Site Trip Distribution Figures 3, 4 and 5 shows tips that do not match the values in Table
1 of the Trip Generation. Is the trip distribution methodology different from the Trip
Generation Methodology?
3. Do the applicable proffers relate only to the AM peak or should the PM peak hour have
been included in the analysis.
4. The 2028 Build Synchro and Sim Traffic files were not submitted for review. Synchro
and Sim Traffic analysis need to take into the account the impact on the un-signalized
intersection of the NB US 29 ramp and signalized intersection at Fontaine Ave @ Ray C
Hunt Dr.
5. 2028 Build, Table 2: add (FT) to the movement queue
6. As the impacts report has been through a number of revisions VDOT strongly
recommends compiling all updates into one single document that covers the various
scenarios and updates. Continuing to review documents that refer back to one of the
growing previous number of submittals is creating confusion.
