We see this sometimes with townhouses that have attached garages. The setbacks apply to other sides of a lot where the structures do not share a common wall. Hope that helps! The site plan shows flex use structures that are attached. The COD requires a 3' side and rear setback for flex use structures, but are they allowed to be attached? f All Flexible Use Structures shall be located in the rear or side of the lot Notwithstanding any other requirements of this Code of Development.
