Dear Mr. Reitelback
I have reviewed your comments dated June 10, 2020. Below you will find my response to the
individual comments.
COUNTY— FINAL SITE PLAN
7. [ZMA2006-14 COD] Include on the cover sheet in the area summaries the 5,227 square feet
of amenities that are required by the COD (11% of the area), as well as label that area on
the site plan layout sheet. Comment partially addressed. Identify on the site layout sheet the
individual square footage amounts for each of the preservation area, the conservation area,
and the amenity area (picnic tables and bench area).
The area of the preservation area, conservation area and amenities area has been added
to Sheet 3.
12. [32.7.2.31 Indicate on the site plan that the proposed sidewalk will connect with the existing
sidewalk to the north on TMP 60E-1, and depict the existing sidewalk adjacent to that
parcel. With the proposed widening of Hydraulic for the right -term taper, it appears some
of the existing sidewalk will also be removed. The new and existing sidewalks must tie
together. This proposed new sidewalk on the north side of the property appears to be
crossing slightly over the property line into TMP 6017-1, outside of the public right-of-way. is
there an easement or other recorded agreement permitting construction of this sidewalk on
the property of 6OF-1? In addition, include a note that the new sidewalk will tie in with the
existing sidewalk at the northern end of the construction limits.
The section of sidewalk on TMP 60E-1 has been removed from the plan. VDOT has given
approval of this small section of sidewalk being less than 5-feet wide.
19. [32.5.5] What is the hatched area depicted on the site plan adjacent to the parking spaces
under the building overhang? Label this area. Is it painted asphalt, a sidewalk, or something
else? Provide parking bumpers in those parking spaces under the building that are in front of
the hatched area to prevent parked cars from intruding into the hatched walking areas and
to keep the cars within the 9'x18' parking spaces.
Bumper blocks have been added to the parking spaces under the building.

Are the hatched areas in the north of the parking area and the middle -southeast corner of
the building proposed to connect with the sidewalks on the exterior of the building. Identify
if there are doors/stairwells or something else to connect those areas. As shown, they
appear to end without connecting to the sidewalks.
The location of the doors to the exterior have been added to the Layout Plan using
triangles.
21. [32.5.2(n)] The parking spaces cannot overhang the sidewalk at the northwestern corner of
the building. Revise. The two parking spaces at the farthest northwest corner of the building
continue to overhang a portion of the sidewalk that is not seven feet in width. Remove these
parking spaces or provide a sidewalk of at least seven feet in this location.
The parking spaces has been rearranged per submitted exhibits to County Planner. 2-feet
of overhang is provided and the sidewalk is 7-feet wide.
22. [32.7.9] Landscaping and screening. Additional street trees are needed along Hydraulic
Road. The frontage length requires 6.2 trees, so a minimum of 7 trees is needed along this
frontage. Also, identify which trees are being used to provide the street tree requirements.
This comment cannot be fully reviewed at this time as there are several trees and shrubs
missing identification on the landscape plan, along the southeastern frontage of the
property. They are only identified as "00." Ensure these are identified on the next submission
of the plan set. (Staff recognizes that these unidentified plants could be place -holders for
now until the ARB reviews this plan and provides comment on June 15th.)
The landscape labels have been updated to fix the issue with the double zeros.
24. [32.7.9] Landscaping and screening. Revise the canopy coverage table, as only those plants
exceeding five feet in height at ten years maturity can count toward the required canopy
coverage. In order to use the existing tree canopy located in the preservation area for a
reduction in the site coverage, complete the attached "Conservation Plan Checklist,"
including property owner and contract purchaser signatures as applicable, and include a
photocopy of this checklist on the landscape plan sheet.
The signed Conservation Checklist has been added to the landscape plan.
In addition, more clearly identify which of the four trees are proposed to be used for the
parking area landscaping. For parking lot landscaping, the ordinance states, "The plant
materials shall be located in reasonably dispersed planting islands within the parking area or
abutting areas." This landscaping also cannot be between the parking lot and the building. It
appears that two goldenrain trees and maybe the crape myrtle by the loading space are for
parking lot landscaping, but it is not clear what the fourth tree might be.
The fourth tree is the red maple near the entrance. The trees that are used are now noted
in the calculations.
31. [4.17] Outdoor Lighting. Several of the light fixtures need to be moved. Light "D" appears to
be located partly within the parking lot. In addition, the three "A" light fixtures appear to be

located within the 2-ft. overhang for the parking spaces. In order for 16 ft. parking spaces to
be approved with 2-ft. overhangs, the overhang space must be clear of all obstructions,
including lights, trees, and shrubs. The photometric plan depicts four "G" light fixtures, two
at the northern end of the building and two at the southern end of the building. The tables in
the top -left and middle -left of the plan sheet indicate that there are only two "G" lights
proposed. Revise this discrepancy.
The number of "G" lights has been updated.
32. There is a thin line depicted on sheet 3 between the parking spaces and the curb running
from the tear -drop shaped parking lot island north to the southern -most picnic table. What
is this line? Label it, as it may interfere with the required 2-foot overhang for those parking
spaces. (See next page for exhibit.)
The thin line has been removed.
COUNTY - INITIAL SITE PLAN
4. [32.5.2(d), 4.2.] Critical Slopes. Clearly depict and label all critical slopes onsite. Also, label
which slopes are proposed to be disturbed. Provide this information on the existing
conditions sheet, the grading sheet, and the site plan sheet. Also, provide critical slope area
calculations (total SF of critical slopes to be disturbed). Clarify whether any of the critical
slopes on the adjacent property to the north or near the right-of-way of Hydraulic Road are
to be disturbed. (There appears to be some disturbance of critical slopes within the right-of-
way. Also, there appears to be a need for disturbance of critical slopes on the adjacent
property within the proposed temporary construction easement.) If they are, include that
square footage within the amount proposed to be disturbed. Provide the deed book and
page number for the temporary construction easement located on TMP 60E-1. There is a
line that looks like a curb or something on TMP 60E-1 just north of the proposed retaining
wall (directly north of the '18" label). What is this element? Is it existing or proposed?
The lines north of the retaining wall is the existing curb on the adjacent property.
6. [ZMA2006-14 COD 20A.5.d] Amenities. Provide the required 14' wide concrete sidewalks
along the front of the site as depicted in the general development plan. The sidewalk does
not appear to be 14' wide in some areas, as there are steps and a front porch/stoop
included instead. These elements are not depicted on the general development plan. In
addition, these step/porch structures appear to be within the right-of-way. This comment is
satisfactorily addressed as depicted. However, staff also offers the option of providing a 3-4
foot planting strip between the sidewalk and the Hydraulic Road travel lanes, with concrete
sidewalk occupying the remaining 10-11 feet of space between the new planting strip and
the property line.
A grass strip has been provided between the proposed sidewalk and existing curb along
Hydraulic Road.
9. [ZMA2006-14 Proffer 2] Depict, label, and dimension the required bus shelter. Construction
of the bus shelter shall be completed prior to the issuance of the CO for the building. The
location of the bus shelter has been determined by the County's Transportation Planner,

Dan Butch (see attached review comments for the location). Location #1 is the preferred
location to locate the shelter but the County will accept location #2 as an alternative site if it
better suites the applicant. Please ensure the final site plan includes an additional sheet
which depicts the shelter's location, it's design, and any grading and construction required
to build the shelter. Also, if there is not adequate room in the right-of-way to locate the
shelter an offsite easement shall be obtained by the applicant and recorded in the Clerk's
office prior to final site plan approval. Provide the recordation information for the easement
on the site plan. This comment has not been addressed, as the required bus shelter does
not appear to be shown on the site plan. The construction of the bus shelter is required prior
to issuance of the certificate of occupancy for the proposed office building. It is
recommended that the applicant work with Daniel Butch (dbutch@albemarle.org), County
Transportation Planner, to determine the most appropriate location for this bus shelter.
The construction of the bus shelter is outside the scope of this FSP. BMC is working
directly with Daniel Butch.
12. [32.7.2.1] Vehicular Access to Site. Each entrance onto any public street shall be designed
and constructed as required by the standards of the Virginia Department of Transportation.
VDOT approval of the entrance to the site shall be required prior to final site plan approval.
Comment not addressed; VDOT must grant approval of the site plan prior to final site plan
approval. This comment has not been fully addressed and still applies.
Acknowledged.
15. [4.12.13(e), 4.12.19] Parking and Loading. Provide the required dumpster, dumpster pad,
and screening. To omit the required dumpster submit a waiver request application and
associated review fee. Provide the required information under Section 4.12.13(f) for County
consideration. Review and approval of this waiver shall be required prior to final site plan
approval. Comment not addressed. Provide a dumpster and required accessory elements,
including pad and screening. In addition, what are the trash containers at the southeast
corner of the building? With the next submittal of the site plan, provide an official request
addressed to the Zoning Administrator requesting the substitution of the proposed trash
containers for the required dumpster pad.
A letter to the Zoning Administrator has been submitted under a separate cover for this
request. A copy of the letter is included with this submission.
ALBEMARLE COUNTY ENGINEERING SERVICES (ENGINEER)
1. The VSMP plans will need to be approved before final site plan approval.
Acknowledged.
2. Sidewalk cannot be located in the 2' parking overhang. One of the spaces still overhangs a
portion of sidewalk that is not 7' wide. [18.4.12.16e, DSM]
The parking spaces have been rearranged to provide the required 2-foot overhang and 7-
foot sidewalk.

3. Show the guardrail and label/dimension the plans so that it is clear that the guardrail is not
in the 2' overhang, as scaling the plans has the wall 2' from the face of curb. The wall is also
shown as 2' wide from the bottom face to top back in the detail and as 1' wide on the layout
plan. Parking and overhangs are inspected by Zoning prior to issuance of a CO.
The retaining wall details have been included with this submission. Please see sheet 3
which show the dimensions of the vehicle and pedestrian barriers. The north portion of
wall -A has been changed to Redi-rock. The wall will have force protection blocks and cap
unit that serves as a vehicle barrier and the handrail is mounted to the top of the wall.
4. Show the Stormwater Management Facility Easement for the underground detention and
outlet pipe. A Deed of Dedication will need to be signed and recorded for this easement.
The Deed will be filled out by the County and forwarded to the applicant when the plat is
nearing approval and after the recording of the Stormwater Maintenance Agreement. This
will need to be recorded prior to site plan approval.
The proposed stormwater management easement is shown and labeled on Sheets 3, 4,
and 6.
VDOT
1. Please show and label the mill and overlay limits to adjacent travel lane on plan view. The
mill and overlay will extent to the opposite edge of the adjacent travel lane from the cut,
and encompass the entire length of cut out area. Modified WP-2 appears correct for this
application.
The mill and overlay limits have been adjusted so that it extends to the opposite edge of
the travel lane from the cut. The mill and overlay limit is shown on Sheets 3.
2. Maintenance of traffic Narrative on sheet 8 of 12 incorrectly states the Work Zone hours for
this road and area. Allowable work zone restrictions for Hydraulic Road and Georgetown are
8pm until 6am the following morning.
The hours of operation have been updated as requested.
3. The Access Management Exception (AM-E) is under review.
Acknowledged.
4. Please note that the final site plan must show conformance with the VDOT Road Design
Manual Appendices B (1) and F, as well as any other applicable standards, regulations, or
other requirements.

ACSA
Sheet 1
1. Place P.E. Stamp on Hydraulic Model Report.
PE stamp has been added and report submitted with this package.
2. RWSA approval required for additional easement and water connection.

3. Eliminate the following sheets from the ACSA submittal: 6, 7, 8, 10 and 11.

4. Provide profiles of existing and proposed water mains. Ensure 3 feet of cover is maintained
over existing water main.
Sheet 5 has been added to show the profiles of the existing water main.
Sheet 4
1. Water valves for fire hydrant and fire line shall be shifted closer to the sidewalk.
Water valves for the fire hydrant and fire line have been shifted so that they are closer to
the sidewalk.
2. Label fire line valve as the end of the ACSA's public water system.
A label has been added to show the end of the public water system at the fire line valve.
3. Based on fixture counts, a 1.5-inch meter will be required. Connection shall be made with
8"x4" TS&V. Refer to ACSA's Large Meter Service Line detail.
The water meter size has been updated as requested. The connection has been labeled as
requested.
Sheet 5
1. Show existing and proposed water mains on plan sheet.
The existing and proposed water mains are now shown on this sheet.
Sheet 9
1. Numerous trees are proposed in close proximity to the private sanitary sewer lateral.
The trees have been shifted so that the trunk of the tree is at least 10' from the sanitary
lateral.
Sheet 12
1. Provide Large Meter Service Line detail.
The detail has been added to Sheet 5.
2. Provide Typical Meter Vault (1 's" Meter) detail.
The detail has been added to Sheet S.
