Design Focused Engineering August 17, 2020 Paty Satemye County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia22902 RE: Response Letter #2 for SDP2018-03 Hansen Road Church — Letter of Revision #2 Dear Paty, Thank you for your review of the second Letter of Revision request for Hansen Road Church. This letter contains responses to County comments dated August 12, 2020. Our responses are as follows: 1. Responses to Paty Saternye, Planning, are attached 2. Responses to Emily Cox, Engineering, are attached Planning Paty Satemye 1. Please note that the proffer states: • That the "Owner shall dedicate a non-exclusive easement on and across the pedestrian path for public use." And that • "The property owner shall maintain the path improvements... " Based upon the zoning comment (and email on 6/5/2020), and the wording of the proffer, the order for approvals will be as follows: a) The LOR is approved showing the proposed trail improvements but no easement. Rev. 1: Comment not yet fully addressed. The trail location appears to disagree with the location shown in the submitted easement plat. Ensure that the trail is shown in the correct location on the LOR. b) The trail is built to meet all of the requirements specified in the proffer. Rev. 1: Comment not yet fully addressed. The easement location, as shown in the submitted plat, does not correspond with the trail location shown in this LOR. As specified, the trail must be built, and surveyed, and the easement location be the 6' along the trail. One or both of the easement plat and the LOR will need to be revised. c) The easement plat is revised to show the exact location of the 6' easement over the as -built location of the trail. A maintenance agreement is drafted, submitted with the easement plat and approved with the owner of the parcel maintaining the trail, guaranteeing the maintenance of the path and ZMA compliance. The easement plat is approved and then both the plat and the maintenance agreement are recorded. Rev. 1: Comment not yet fully addressed. The easement plat and legal document have been submitted and are under review. d) The CO for the building can be issued. Rev. 1: Comment still valid. RESPONSE: Acknowledged. The trail has been built and surveyed, and the LOR reflects the correct location of the trail. I have coordinated with Roudabush to update their plat to the correct as -built location of the trail and therefore the correct location of the 6' easement. To my knowledge, the plat and legal document have been resubmitted. Since the eastern portion of the trail has been revised since the last LOP, additional sheets are now included to show the changes to grading and landscaping. 912 E. Approval from all reviewers is require before approval of the LOR. RESPONSE: Acknowledged. All comments have been addressed. 9. Rev. 1 [New Comment] Add the new bollard light fixture to the "Schedule" on the Lighting Plan sheet and include a specification sheet for the bollard lighting to the site plan. Ensure that the specification sheet includes both a picture and the technical information for the fixture. RESPONSE: The bollard light fixture has been added to the schedule and a specification sheet is now included. The narrative (# 15) was updated slightly to include that the specification sheet has been added. Engineering Emily Cox 1. Please provide signed engineered drawings for the retaining wall. RESPONSE: Included with this submittal are the signed engineered drawings for the retaining wall, which were also sent via email on August 10, 2020. 2. Show confirmation that new retaining wall is already covered by a building permit. RESPONSE: A building permit application has been submitted, but Jennifer Smith informed us that this LOR must be approved before the building permit may be obtained.
