Box 408 Charlottesville, VA 22902 RE: OFFICIAL DETERMINATION OF USE, TECHNICAL TRAINING & OFFICES Service Dogs of Virginia -a non-profit, disabilities services organization CLE201100204 Dear Ms. Law We have determined that activities identified in your above referenced application for zoning clearance are included in the use categories in the zoning ordinance that are designated as" technical training" and "administrative, business or professional office" rather than "commercial kennel Such uses are allowed in the Highway Commercial (HC) and Light Industrial (LI) zoning districts. We understand that you focus on providing service dogs to clients with various disabilities (other than seeing eye dogs) and train the client in working with their individually trained dog. We find that your business compares more directly to a professional practice offering therapy to individuals and occasionally to small groups. We have reached this decision for the following reasons: -no dogs are kept or boarded at the facility overnight or for "day care". -all dogs are kept by an individual at their home and trained up from puppies (until they are 18 months old) before they are deemed fit for becoming a service dog. -primarily, the training activity at your headquarters is of people with the dogs (trainers & recipients), which includes having dogs participate as required. -"service dogs" in training have all of the rights to public access that are afforded any seeing eye dogs, which facilitates the off -site nature of some of the training. "Service Dogs of Virginia" is primarily a "disability services organization", which can operate out of an office with incidental space used for meetings and training of individuals and groups. If you are aggrieved by this determination, you have a right to appeal it within thirty (30) days of this, notice, in accordance with Virginia Code § 15.2-2311. If you do not file a timely appeal, this determination shall be final and unappealable. An appeal may be taken only by filing an appeal application with the Zoning Administrator and the Board of Zoning Appeals, in accordance with § 34.3 of the Zoning Ordinance, along with a fee of $240 plus the actual cost of advertising the appeal for public hearing. At 18 months of age, dogs are returned to SDV for Advanced Training. During this time, the dogs are assessed to be matched with the appropriate person on the waiting list. It costs Service Dogs OF Virginia approximately $20,000 per year to purchase, raise, train, and place a home service dog. This figure does not Include providing follow up over the 8.10 year working life of a service, dog. There Is a S25 application fee and a $500 foe for supplies at the time of placement. SDV relies entirely on funding tram individuals, local service dubs, corporele sponsors, foundation grants, and fundrelsing events. We do not charge our clients beyond the application and placement fee, but we do ask them to help us achieve our fundraising goals. Guide Dogs assist people who are blind orvisually Impaired, Therapy dogs are usually the personal pet of their owner and visit individuals in places such as hospitals or nursing homes. A Service Dog Is the permanent companion of a person with a disability that enables them to live with greater Independence. What types of Service Dogs does SDV train? Physical Assistance Dogs— Our clients are people who require the use of a wheelchair full or pad time, or who have a disability that Involves balance or motor coordination. Clients must be cognitively able to manage a dog and benefit from the type of assistance a dog can provide. They must also demonstrate an ability to meet the needs of the dog. Children must be at least 10 years old and have adequate adult support whether from parents or an aide or both. Autism Dogs —Autism Service Dogs are matched with a child between the ages of two and ten and their primary purpose is to Improve a child's safety. We work with parents and educators to Incorporate the dog Into the child's overall educational plan and believe that the greatest success comes from the fullest use of the dog's skill and training. Autism Service Doge can be, used to help Improve a child's communication skills, forth social bands, ease difficult transitions, and more. Diabetic Aled Dogs —Beginning with a pilot program in 2009, with two dogs, Service Dogs of Virginia Is (mining dogs to detect and "alert to low blood sugar for clients Will Type 1 Diabetes. By alerting when blood sugar is dropping, dogs can prevent an extreme low from happening and permit a person to manage their blood sugar in a timely manner. Future candidates for a diabetic alert dog will need to demonstrate good current managermerd practices and verily that existing systems need to be supplemented. No, we find it more successful to work with dogs already in our training program. These dogs have already passed our temperament requirements and our stringent health requirements, and we are able to match each particular dog's strengths to best fit our clients' needs. We have built long-atendthg partnerships with several breeders to ensure not only healthy dogs, but sound Iemparment as well. What breeds do you use, and what characterlstles do you lock for? We primarily use Labrador Retrievers (as do most service, dog providers), and sometimes Greet Danes, Golden turnovers or rescue dogs (on a case -by -case basis).
