Subject: [Non-DoD Source] Southwood Redevelopment - Non Reporting NWP or PCN
Hi Vinny,
We have a proposed residential development Project which includes the redevelopment of the Southwood area, in
Albemarle County. This project is within a site you confirmed back in April 2018 (NAO-2018-00054, attached). The only
proposed impacts associated with the project is —20 linear feet of stream impacts associated with the installation of a
stormwater outfall into the banks of a stream (see impact images below).

It is our belief that the project qualifies for authorization under the conditions of a non -reporting NWP 18. The impact
would not be classified as a special aquatic site as only impacts to the stream banks are proposed (not the stream
bed). In addition, the only species on IPAC is the NLEB [4(d) Rule] and DHR shows no known 106 resources on the site
(databases attached).
Would you be willing to comment on having the work proceed under the conditions of a non -reporting NWP 18 or the
need for aPCN?
