Subject: SUB202000131 — Lochlyn Hill Phase IV — Final Subdivision Plat
The County of Albemarle Planning Division will grant or recommend approval of the Final Plat
referenced above once the following comments have been addressed: [Each comment is
preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless
otherwise specified.] If no action is taken within 6 months of receiving these review comments,
the application will be deemed withdrawn.
Planning (Tori Kanellopoulos):
1. 14-317 Private maintenance agreements. Private maintenance agreements are needed
for the following private improvements and must meet the requirements of 14-317. A
template and checklist, to be filled out by the applicant, are attached.
a. Required improvements that must be covered by a private maintenance
agreement: private alleys; open space; and private sanitary sewer.
2. 14-302(A)(4)(6)/14-303(E) Alleys and easements. Alleys must be labeled as "private
alley easement'. The site and road plans indicate these are 23' wide, while the plat
shows 24'. Show the easement dimensions on the plat as well.
3. 14-302(A)(4)(5) Easement information. SS/E-2 needs to be clarified. Part of this
easement is existing, however the portion shown along Lots 145-148 appears to be new.
It is shown as both existing conditions and proposed easements. Only existing
easements should be shown on the existing conditions sheet; the revised easement
should be on the easement sheet (4).
4. 14-302(A)(4)(5) Easement information. Indicate if the proposed drainage easements are
private or public. They appear to all be pubic but should be specifically labeled as such.
5. 14-302(A)(7) Existing lot lines. A dimension for the existing parcel boundaries appears to
be missing ("overall" above Lot E).
6. 14-302(B)(8) Setbacks. The minimum side setback for R-4 per 18-4.19 is 5' minimum.
7. 14-303(D) Acreage. Include the acreage of each existing lot (on Sheet 2) that is part of
the total 4.4595 acres being adjusted/subdivided.
8. 14-303(0) Signature panels. Revise signature panels to also include TMP's 61A-4 and
61A-5, as the access easement being vacated is also on these lots.
9. [14-303(T)] Special lots: Include the special lots note for the open space lots. "Lot Xis a
special lot established solely for (insert purpose for the special lot as identified in the
definition of special lot in section 14-106)."
10. 18-15.4.3 R-4 and bonus factors. Label the affordable units required for this R-4 cluster
and bonus development.
11. Comment Please note the City of Charlottesville will need to sign the final plat.
12. Additional applications: The following applications and approvals are required prior to
final site plat approval:
a. 14-403, 14-235, 14-311 and 18-4.6.1 Road Plan approval will be required prior to
final plat approval.
b. 18-32.7.4.1: Approval of a VSMP Plan is required prior to final plat approval. See
Engineering comments. Coordinate directly with David James
(diames2(a)albemarle.orcg). SWM facilities appear to be off -site and located in the
City of Charlottesville. It appears previous approval for Phase 1 may have
required coordination with DCR.
Engineering (David James):
1. The lot numbers should match the site plan lot numbers for consistency.
2. Show sight distance easement along Pen Park Ln at the Nicholson St intersection. Sight
distance line was requested to be shown (missing) from the site plan review.
3. Correct plat to reflect curb radius change of 25' in the cul-de-sac per requested change
on the site plan review.
4. Sheet 4 — Please label the drainage line beginning off Lot 137 & ending at the
connection off Lot 149 as 'private'.
5. Record plat and drainage deed.
VDOT (Adam Moore):
1. See attached letter dated August 21, 2020.
ACSA (Richard Nelson):
1. Comments will be sent directly to applicant.
Fire/Rescue (Shawn Maddox):
1. Please ensure there is enough room for 96' cul-de-sac.
Inspections (Michael Dellinger):
1. Add the following note to the general notes page:
a. Retaining walls greater than 3 feet in height require a separate building permit.
Walls exceeding 4 feet in height require a stamped engineered design also.
Walls require inspections as outlined in the USBC.
2. Add the following note to the general notes page:
a. ALL water lines, sewer lines, and fire lines from the main to the structure MUST
have a visual inspection performed by the building department.
3. Add the following note to the general notes page:
a. Where the flood level rims of plumbing fixtures are below the elevation of the
manhole cover of the next upstream manhole in the public sewer, the fixtures
shall be protected by a backwater valve installed in the building drain, branch of
the building drain or horizontal branch serving such fixtures. Plumbing fixtures
having flood level rims above the elevation of the manhole cover of the next
upstream manhole in the public sewer shall not discharge through a backwater
valve.
4. Note to developer: Due to required distances from lot lines and structures as required by
the NFPA, underground propane tanks may be prohibited. Plan accordingly.
E911 (Brian Becker):
1. Critical Issues: The proposed road names "Evans Alley" and "Ellison Alley" are not
acceptable.
2. Comments: The proposed road name "Evans Alley' is not an acceptable road name
because it does not originate off the existing Evans Circle. The proposed road name
"Ellison Alley" is not acceptable because it does not originate off the existing Ellison St.
Per the Albemarle County Road Naming and Property Numbering Manual, Part 1.4.a
(page 10 of the PDF):
a. "A proposed road name which duplicates an existing or reserved road name
withing a United States Postal Service zip code that is located in Albemarle
County or the City of Charlottesville shall not be approved. An exception may be
made for dead end streets which have the same name as the road from which
they originate (e.g., "Amberfield Court" which originates from "Amberfield
Drive")."
3. Please provide this office with alternate road names for review. You may wish to consult
the Albemarle County Master Road Names Directory (link below) to see the list of
existing road names.
