APPROVAL FROM THE INSPECTOR ON THE PROJECT.
4. INSTALLATION OF 7HE PROPOSED CONSTRUCTION ENTRANCE SHALL OCCUR NEXT. THE CONTRACTOR SHALL
APPLY CONSTRUCTION ROAD STABILIZATION AS NEEDED. CONTRACTOR SHALL ENSURE THE CONSTRUCTION
ENTRANCE DRAINS TO AN ADEQUATE E&S MEASURE. A NEARBY SEDIMENT TRAPPING DEVICE IS PROPOSED
TO HANDLE SMALL, FLASH WASHOFFS FROM CONSTRUCTION VEHICLES. CONSTRUCTION ENTRANCE TO BE
INSTALLED WHERE CONSTRUCTION VEHICLE ROUTES INTERSECT PAVED PUBLIC ROADS, PROVISIONS SHALL BE
MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT BY (VEHICULAR) TRACKING ONTO THE PAVED SURFACE.
WHERE SEDIMENTS TRANSPORTED ONTO A PUBLIC ROAD SURFACE, 7HE ROAD SHALL BE CLEANED
THOROUGHLY AT 7HE END OF EACH DAY. SEDIMENT SHALL BE REMOVED FROM THE ROADS BY SHOVELING
OR SWEEPING AND TRANSPORTING TO A SEDIMENT CONTROL DISPOSAL AREA. STREET WASHING SHALL BE
ALLOWED ONLY AFTER SEDIMENT IS REMOVED IN THIS MANNER.
5. THE IN177AL ESC CONSTRUCTION MEASURES, AS SHOWN ON 7HE PHASE I EROSION & SEDIMENT CONTROL
PLAN, SHALL BE INSTALLED NEXT. THE CONTRACTOR SHALL BEGIN BY INSTALLING THE PERIMETER SILT
FENCE AND TREE PROTECTION. PERIMETER MEASURES INTENDED TO TRAP SEDIMENT SHALL BE
CONSTRUCTED AS A FIRST STEP WITH ANY LAND DISTURBANCE ACTIVITY AND SHALL BE MADE FUNCTIONAL

6. ONCE THE PERIMETER EROSION CONTROL MEASURES HAVE BEEN INSTALLED, AND THE COUNTY INSPECTOR
HAS APPROVED THESE MEASURES, THE CONTRACTOR CAN BEGIN LIGHT CLEARING. THE CONTRACTOR SHALL
BEGIN BY CLEARING THE AREAS REQUIRED TO ACCESS THE LOCATIONS OF SEDIMENT BASIN AND l7S
CONTRIBU7NG DIVERSIONS. INSTALLATION OF SEDIMENT BASIN #1 SHALL IMMEDIATELY FOLLOW THE
SELEC77VE CLEARING. FOLLOWING THE INSTALLATION OF THE BASIN, THE CONTRACTOR SHALL INSTALL ITS
DIVERSIONS ANY REMAINING EROSION CONTROL ITEMS AS SHOWN ON THE PHASE I EROSION CONTROL PLAN

7 ONCE ALL THE PHASE I EROSION CONTROL 17EMS HAVE BEEN INSTALLED & ARE OPERATIONAL, DRAINAGE IS
PROPERLY CONVEYED TO THESE MEASURES, AND THE ESC INSPECTOR HAS GRANTED APPROVAL, THE
CONTRACTOR CAN BEGIN CLEARING THE REMAINDER OF THE SITE. TEMPORARY SEEDING, PERMANENT
SEEDING AND DUST CONTROL SHALL BE IMPLEMENTED AS REQUIRED.
8. AFTER CLEARING THE PROPOSED AREAS, THE CONTRACTOR CAN PROCEED TO PHASE l/ OF THE EROSION &
SEDIMENT CONTROL PLAN. THE CONTRACTOR SHALL BEGIN ROUGH GRADING THE S17F TO THE CONTOURS
SHOWN ON THE PHASE IT EROSION & SEDIMENT CONTROL PLAN. AS THE ROUGH GRADING OCCURS THE
CONTRACTOR SHALL MAINTAIN, AND MODIFY AS NECESSARY, THE PERIMETER DIVERSIONS FEEDING THE
SEDIMENT BASIN THESE DIVERSIONS SHALL REMAIN FUNCTIONAL AS LONG AS POSSIBLE AND SHALL NOT BE
MODIFIED OR REMOVED WITHOUT PRIOR APPROVAL FROM THE ESC INSPECTOR. MEASURES INTENDED TO TRAP
SEDIMENT SHALL BE CONSTRUCTED AS A FIRST STEP WI7H ANY LAND DISTURBANCE ACTIVITY AND SHALL
BE MADE FUNCTIONAL BEFORE UPSLOPE LAND DISTURBANCE TAKES PLACE.
9. ONCE THE S17E IS ROUGH GRADED THE CONTRACTOR CAN BEGIN INSTALLATION OF THE UTILITIES CURB
AND GUTTER, AND ROADS. INLET PR07EC77ON SHALL ALSO BE INSTALLED AS THE STORM SEWER IS
CONS7RUC7ED. INLET PR07ECT70N SHALL BE INSPECTED AFTER EACH RAINFALL EVENT AND REPAIRS SHALL
BE MADE AS NEEDED. IF THE STONE FILTER BECOMES CLOGGED WITH SEDIMENT SO THAT IT NO LONGER
ADEQUATELY PERFORMS l7S FUNCTION, THE STONE MUST BE PULLED AWAY AND CLEANED AND/OR
REPLACED.
10. INSTALL THE CULVERT FOR THE EMERGENCY ACCESSWAY.
10.1. CONTRACTOR SHALL INSTALL AND MAINTAIN A STREAM FLOW DIVERSION PER DIVERSION CHANNEL
CROSSING VESCH DETAIL 3.25-1 DURING EN77RE CULVERT CONSTRUCTION OPERATION.
10.2. SILT FENCE SHALL BE INSTALLED ON BOTH SIDES OF THE PROPOSED STREAM DIVERSION CHANNEL.
THE CONSTRACTOR SHALL INSTALL AND ADJUST SILT FENCE AS NECESSARY TO PREVENT SOIL FROM
ENTERING STREAM. RIPRAP SHALL BE PROVIDED WITHIN THE EXISTING STREAM BED AT THE 7RANSI77ON
FROM THE EXIS77NG STREAMBED TO THE PROPOSED DIVERSION CHANNEL, AND AT THE TRANSITION
BACK FROM THE DIVERSION CHANNEL TO THE EXIS77NG S7REAMBED. AN APPROVED FLOW BARRIER
(SANDBAGS, PLYWOOD, JERSEY BARRIER, OR EQUIVALENT) WILL BE INSTALLED BEHIND THE RIPRAP
TRANSITION.
10.3. 774E DIVERSION CHANNEL CROSSING MUST BE OPERATIONAL BEFORE WORK IS PERFORMED IN 7HE
STREAM (CONSTRUCTION OF DIVERSION SHALL BE PERFORMED lN THE DRY).
10.4. ONCE 7HE STREAM IS DIVERTED, THE CONTRACTOR SHALL INSTALL THE PROPOSED CULVERT.
10.5. UPON COMPLETION OF THE CULVERT INSTALLATION, AND WITH INSPECTOR APPROVAL, THE CONTRACTOR
SHALL REMOVE THE STREAM DIVERSION AND ALLOW STREAM FLOW TO RESUME 7HROUGH THE CULVERT.
11. 7HE CONTRACTOR SHALL INSTALL ANY REMAINING EROSION CONTROL ITEMS AS SHOWN ON 7HE PHASE 1/
EROSION CONTROL PLAN. TEMPORARY SEEDING, PERMANENT SEEDING AND DUST CONTROL SHALL BE
IMPLEMENTED AS REQUIRED.
12. PERMANENT OR TEMPORARY SOIL STABILIZATION SHALL BE APPLIED TO DENUDED AREAS WITHIN SEVEN
DAYS AFTER FINAL GRADE IS REACHED ON ANY PORTION OF THE S17E. TEMPORARY SOIL STABILIZATION
SHALL BE APPLIED WITHIN SEVEN DAYS TO DENUDED AREAS THAT MAY NOT BE AT FINAL GRADE BUT WILL
REMAIN DORMANT UNDISTURBED FOR LONGER THAN 30 DAYS PERMANENT STABILIZATION SHALL BE
(UNDISTURBED)
APPLIED TO AREAS THAT ARE TO BE LEFT DORMANT FOR MORE 77-IAN ONE YEAR.
13. ONCE PHASE lI OF CONS7RUC77ON IS COMPLETE, THE S17E IS STABILIZED AND THE INSPECTOR HAS GIVEN
APPROVAL, 7HE CONTRACTOR CAN THEN CONVERT SEDIMENT BASIN #1 INTO THE PROPOSED SWU FACILITY.
AT THE 77M£ OF SEDIMENT BASIN #I's CONVERSION THE INLETS, AND ANY P07EN77AL ASBUILT YARD
DRAINS, SHALL BE MADE OPERATIONAL. AFTER THE BASIN'S CONVERSION THE CONTRACTOR CAN REMOVE
IHE REMAINING EROSION & SEDIMENT CONTROL MEASURES. NO ITEM SHALL BE REMOVED THROUGHOUT ALL
PHASES OF CONSTRUCTION, UNLESS THE UPSTREAM AREAS ARE STABILIZED AND THE INSPECTOR GIVES
PERMISSION.
14. THE CONTRACTOR SHALL MAINTAIN ALL EROSION CONTROL MEASURES AS SPECIFIED IN THE VIRGINIA

FACILITY PLANTING SPECIFICATIONS:
1. THE DETENTION BASIN SHALL HAVE TURF GROUND COVER; SUCH AS GRASS, MULCH OR SOME OTHER FORM OF A VEGETATIVE GROUNDCOVER. LANDSCAPING
BEYOND THIS IS OPTIONAL AND IS NOT REQUIRED.
2. THE PROPOSED INTERIOR SIDE SLOPES OF THE BASIN SHALL BE A MAXIMUM OF 2:1 TO REDUCE THE RISK OF EROSION. THE PROPOSED FLOOR SLOPES SHALL BE
GRADED TO PROVIDE POSITIVE DRAINAGE AT ALL TIMES TO THE RISER STRUCTURE.
3. WOODY VEGETATION SHALL NOT BE PLANTED OR ALLOWED TO GROW WITHIN 15 FEET OF THE TOE OF THE EMBANKMENT NOR WITHIN 25 FEET OF THE
PRINCIPAL SPILLWAY STRUCTURE.
4. THE SOILS IN THE STORMWATER BUFFER AREA ARE OFTEN SEVERELY COMPACTED DURING THE CONSTRUCTION PROCESS, TO ENSURE STABILITY THE DENSITY
OF THESE COMPACTED SOILS CAN BE SO GREAT THAT IT EFFECTIVELY PREVENTS ROOT PENETRATION AND THEREFORE MAY LEAD TO PREMATURE MORTALITY
OR LOSS OF VIGOR. AS A RULE OF THUMB, PLANTING HOLES SHOULD BE THREE TIMES DEEPER AND WIDER THAN THE DIAMETER OF THE ROOTBALL FOR

HEALTHY, VIGOROUS, AND FREE FROM DEFECTS, DECAY, DISEASES, INSECT PEST EGGS, AND ALL FORMS OF INFESTATION. ALL PLANT MATERIAL SHALL BE
FRESH FREE FROM TRANSPLANT SHOCK OR VISIBLE WILT. PLANTS DEEMED UNHEALTHY WILL BE REJECTED.
10. ALL CONTAINER STOCK SHALL HAVE BEEN PROPAGATED IN A CONTAINER LONG ENOUGH FOR THE ROOT SYSTEM TO HAVE DEVELOPED SUFFICIENTLY TO HOLD
ITS SOIL. CONTAINER STOCK WITH POORLY DEVELOPED ROOT SYSTEMS WILL NOT BE ACCEPTED.
11. PLANTS NOT INSTALLED ON THE DAY OF ARRIVAL ON SITE SHALL BE STORED AND PROTECTED BY THE CONTAINER. OUTSIDE STORAGE AREAS WILL BE SHADED
AND PROTECTED FROM THE WIND AND SUN. PLANTS STORED ON SITE SHALL BE PROTECTED FROM ANY DRYING AT ALL TIMES BY COVERING THE BALLS OR
ROOTS WITH MOIST SAWDUST, WET BURLAP, WOOD CHIPS, SHREDDED BARK, PEAT MOSS, OR OTHER SIMILAR MULCHING MATERIAL.
12. THE OWNER RESERVES THE RIGHT TO SUBSTITUTE PLANT MATERIAL TYPE, SIZE AND/OR QUANTITY. ANY SUBSTITUTIONS MUST BE APPROVED BY THE
INSPECTOR INITIALLY, AND THEN THE DESIGNER.
13. MINOR FIELD ADJUSTMENTS MAYBE NECESSARY DUE TO SITE CONDITIONS EX: ROOTBALL AND UTILITY CONFLICT). MAJOR ADJUSTMENTS MUST BE
APPROVED BY THE DESIGNER,
14. NO PLANTING SHALL OCCUR WHEN THE SOIL IS FROZEN.
15. PLANT MATERIAL SHALL BE PLACED IN EXISTING SOIL WITH EACH PLANTING PIT EXCAVATED TO A SIZE SUFFICIENTTO CONTAIN THE ENTIRE ROOT BALL OR
ROOT MASS, WITHOUT CRAMPING ROOTSTOCK.
16. THE CONTRACTOR SHALL MAINTAIN A ONE 1 CALENDAR YEAR 90%CARE AND REPLACEMENT WARRANTY FOR ALL PLANTINGS. THE PERIOD OF CARE AND
REPLACEMENT SHALL BEGIN AFTER INSPECTION AND APPROVAL OF THE COMPLETE INSTALLATION OF ALL PLANTS AND CONTINUE FOR ONE CALENDAR YEAR.
17. THE CONTRACTOR IS RESPONSIBLE FOR REMOVAL AND DISPOSAL OF TRASH AND DEBRIS WITHIN THE LIMITS OF THE PLANTING ON A DAILY BASIS.
18. THE CONTRACTOR WILL NOT BE RESPONSIBLE FOR PLANT MATERIAL THAT HAS BEEN DAMAGED BY VANDALISM, FIRE, OR OTHER ACTIVITIES BEYOND THE
CONTRACTOR's CONTROL.
FACILITY CONSTRUCTION
1. THE DETENTION BASIN MAY SERVE AS A SEDIMENT BASIN AND/OR TRAP DURING PROJECT CONSTRUCTION. IF THIS IS DONE THE VOLUME SHALL BE BASED ON
THE MORE STRINGENT SIZING RULE (EROSION AND SEDIMENT CONTROL REQUIREMENTS VS. STORMWATER TREATMENT REQUIREMENTS). INSTALLATION OF
THE PERMANENT RISER SHALL BE INITIATED DURING THE CONSTRUCTION PHASE, AND DESIGN ELEVATIONS SHALL BE SET WITH FINAL CLEANOUT OF THE
SEDIMENT BASIN AND CONVERSION TO THE POST -CONSTRUCTION POND IN MIND. APPROPRIATE PROCEDURES SHALL BE IMPLEMENTED TO PREVENT
DISCHARGE OF TURBULENT WATERS WHEN THE BASIN IS BEING CONVERTED TO AN DETENTION BASIN.
2. THE DETENTION BASIN SHALL ONLY BE CONSTRUCTED AFTER THE CONTRIBUTING DRAINAGE AREA TO THE POND IS COMPLETELY STABILIZED. IF THE
PROPOSED POND SITE WILL BE USED AS A SEDIMENT TRAP OR BASIN DURING THE CONSTRUCTION PHASE THEN THE FACILITY WILL BE DEWATERED DREDGED
AND RE -GRADED TO DESIGN DIMENSIONS AFTER THE ORIGINAL SITE CONSTRUCTION IS COMPLETE:MODIFICATIONS SHALL BE MADE TO THE RISER ORIFICES
AND BARRELS AS REQUIRED SO THAT THEY ARE CONSISTENT WITH THE FINAL CONSTRUCTION SPECIFICATIONS.
3. THE CONTRACTOR SHALL ASSEMBLE CONSTRUCTION MATERIALS ON -SITE, MAKING SURE THEY MEET DESIGN SPECIFICATIONS AND ARE PREPARED AT STAGING
AREAS WHEN POSSIBLE.
4. THE CONTRACTOR SHALL CLEAR AND STRIP THE PROJECT AREA IF REQUIRED TO THE DESIRED SUB -GRADE.
5. INSTALL E&S CONTROLS PRIOR TO CONSTRUCTION OF THE BASIN, INCLUDING TEMPORARY DE -WATERING DEVICES AND STORMWATER DIVERSION PRACTICES.
ALLAREAS SURROUNDING THE BASIN THAT ARE GRADED OR DENUDED DURING CONSTRUCTION SHALL BE PLANTED WITH TURF GRASS, NATIVE PLANTINGS,
OR OTHER APPROVED METHODS OF SOIL STABILIZATION.
6. CONTRACTOR SHALL EXCAVATE THE CORE TRENCH AND INSTALLTHE SPILLWAY PIPE DURING THE ESC PHASE.
7. CONTRACTOR SHALL ALSO INSTALL THE RISER, OUTFLOW STRUCTURE AND/OR THE BARREL(s) WITH PERMANENT COLLARS DURING THE ESC PHASE TO ENSURE
THE TOP INVERT OFTHE OVERFLOW WEIR IS CONSTRUCTED LEVEL ATTHE DESIGN ELEVATION.
