Bohler Engineering is pleased to submit on behalf of Federal Realty Investment Trust, the 3rd
Submission Major Site Plan for the Proposed Starbucks in Charlottesville, Virginia. The
following is our comment response letter addressing comments received from various offices.
Each comment is addressed and responded to as follows:
Planner — Christopher Perez
Comment 6: [4.12.13, 4.12.18, 32.5.2(n)] The existing loading area is being removed.
Relocate, dimension, and label this space.
Rev 2. Comment not addressed. Staff is unable to locate the relocated loading
area. Dimension and label this space.
Response 6: The proposed loading area outline has been dimensioned and called out on
Sheet C-301.
Comment 15: [32.5.2(p), 32.7.2.1] The proposed entrances shall be designed and constructed
as required by the standards of the Virginia Department of Transportation. VDOT
approval of the proposed entrances to the site shall be required prior to site plan
approval. Rev 2. Comment still relevant.
Response 15: Comment acknowledged. The submitted AM-E has been recommended for
approval by the residency and is awaiting approval from the District
Engineer.
Comment 17: [32.4.3.6, 32.4.3.2] The site plan shall not be approved until all SRC reviewers
have approved the plan. Their comments are referenced below and attached.

Comment 1: WPO202000018 plan must be approved before final site plan can be approved.
Rev. 1: Comment not addressed.
Response 1: Comment acknowledged.
Building Inspections —Michael Dellinger
Comment 1: C-101 has to address the ANSI standard under #1 of the accessibility design:
Add the following note to the general notes page:
Accessible parking spaces, access isles, and accessible route shall be installed
in accordance with ICC ANSI A117.1-09.
Response 1: The requested note has been added as Note #5 under "Accessibility Design
Guidelines" on Sheet C-101.
Comment 2: The following needs to be added to note 11 under demo notes: Add the following
note to the general notes page:
Buildings or structures built before January 1, 1985 must have an asbestos
survey performed in order to apply for a demolition permit. Asbestos removal
permits are required if positive for such from Albemarle County and VDOLI.
Contact VDOLI for their additional requirements and permits for demolition
projects at 540-562-3580 x131.
Response 2: The requested note has been added to Note #11 under "Demolition Notes"
on Sheet C-101.
Comment 3: The following needs to be added under drainage and utilities: Add the following
note to the general notes page:
Where the flood level rims of plumbing fixtures are below the elevation of the
manhole cover of the next upstream manhole in the public sewer, the fixtures
shall be protected by a backwater valve installed in the building drain, branch of
the building drain or horizontal branch serving such fixtures. Plumbing fixtures
having flood level rims above the elevation of the manhole cover of the next
upstream manhole in the public sewer shall not discharge through a backwater
valve."
Response 3: The requested note has been added to Note #14 under "Drainage and Utility
Notes" on Sheet C-101.
Fire Rescue — Shawn Maddox
Comment 1: The fire rescue review fee was not collected based on county view data.
Response 1: The fire rescue review fee has been submitted as requested.
Comment 2: A knox box will be require for the new restaurant. Simply add a note to the plan
indicating the requirement and that the location can be coordinated with the fire
marshal's office.
Response 2: Note #4 has been added to Sheet C-501 indicating that a knox box will be
required and must be coordinated with the Fire Marshall's Office.

Comment 3: Provide a ISO needed fire flow calculation for the structure.
Response 3: Note #2 has been added to Sheet C-501 indicating the ISO needed fire flow
calculation.
Comment 4: Provide a current available fire flow test for the site.
Response 4: Note #3 has been added to Sheet C-501 providing information on the
available fire flow for the site.
Department of Transportation —Adam Moore
Comment 1: Entrance spacing does not appear to meet the minimum per RDM, Appendix F,
pg. 26. Please submit an AM-E for review.
Response 1: The submitted AM-E has been recommended for approval by the residency
and is awaiting approval from the District Engineer.
Comment 2: Please show all entrances in the area for clarification. Please submit an AM-E
for review.
Response 2: The submitted AM-E has been recommended for approval by the residency
and is awaiting approval from the District Engineer.
Comment 3: SR 29 is a major arterial. Downstream corner clearance needs to be addressed
on Berkmar Drive. Existing entrance into site does not appear to meet the
minimum requirements and should be closed to traffic. Queuing into the site has
potential to affect traffic flows for both Berkmar Drive and Route 29 South.
Please submit an AM-E for review.
Response 3: The submitted AM-E has been recommended for approval by the residency
and is awaiting approval from the District Engineer.
Comment 4: Please show "mill and overlay" areas on plan view in accordance with WP-2.
Show limits of mill and overlay to adjacent travel lane. MOT plan is required for
closure of entrances and reconstruction. Please include the proposed mill and
overlay areas on the plan view page of the plan. MOT TTC-5.2 detail and notes
shown on this submittal do not appear adequate for the demolition and
construction equipment for work on the SR 29 corridor. At a minimum a lane will
be required to deliver the concrete for curb/gutter and sidewalk construction.
Response 4: Per detail WP-2, proposed mill and overlay has been added on Sheet C-301
to the area adjacent to SR 29 where the existing entrance is being removed.
MOT TTC-16.1 has been added to Sheet C-803 showing outside lane
closure for the mill and overlay in the area.
Comment 5: Note that the final plan must show conformance with the VDOT Road Design
Manual Appendices B(1) and F, as well as any other applicable standards,
regulations or other requirements.
Response 5: Comment acknowledged.
Comment 6: Please provide a comment response letter with each submission after the initial.
