Subject: SUB202000143 — Lewis and Clark Easement Drive — dated 07-08-20
The County of Albemarle Planning Division will grant or recommend approval of the
easement plat referenced above once the following comments have been addressed:
[Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]
Planning (Tori Kanellopoulos)
1. 14-302(A)(1) Name. Revise name of plat per Engineering comments. Also
include 'Lewis and Clark Drive' in the name of the plat.
2. 14-302(A)(4)(5) Easements. Revise easement labels per Engineering comments.
3. 14-302(A)(4)(5) Easements. A portion of one of the proposed landscaping
easement on Sheet 3 is shown on TMP 32-18B as well, however information and
a signature panel for TMP 32-18B is not included on Sheet 1. This easement is
not labeled on associated plat SUB202000157.
4. 14-302(A)(5) Public easements/ROW. On Sheets 3-5 and as a note on Sheet 1,
label the new public ROW as 'dedicated to public use'. Also label the ROW
dimensions (either variable width or a specific width).
5. 14-302(A)(5) Public easements. Engineering will provide a deed template for the
new public drainage easements. This deed must be reviewed by the County
Attorneys Office and Engineering, and then must be recorded with the plat.
6. 14-302(A)(4)(5) Easements. It appears a 5' ACSA access easement was shown
on the road plan. Was this easement already platted? Are any other ACSA
easements needed? Planning is trying to ensure all easements required by the
road plan are platted.
7. 14-302(B)(5) Zoning. Include that TMP 32-6R is subject to proffers per
ZMA2005-3 (these are the most up to date proffers). Also include that TMP 32-
6R is in the Entrance Corridor Overlay District.
8. 14-302(B)(10) Stream buffers. According to EngineeringNSMP comments,
stream buffers will be established on this parcel. Therefore, include the required
stream buffer note on the plat: "The stream buffer(s) shown hereon shall be
managed in accordance with the Albemarle County Water Protection Ordinance".
9. 14-317 Maintenance documents. Using the attached checklist, indicate where
(section #, paragraph #) in the private declaration the requirements of 14-317 are
met for landscape maintenance (street trees outside ROW). Ensure all
requirements of 14-317 are met. The checklist and private declaration will be
sent to the County Attorneys Office for review.
Engineering (John Anderson)
1. See attached review comment letter dated 08-31-20.
VDOT (Adam Moore)
1. No objection. See attached letter dated 08-27-20.
