This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final plat for all or a portion of the site within one (1) year after the date of this letter as provided in the Section 14-226 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final plat. The final plat will not be considered to have been officially submitted until the following items are received: 1. A final plat that satisfies all of the requirements of section 14-303 and sections 14-304 through 14-318 of the Code, and the conditions attached to this letter. 2. Applicable fee outlined in the application. In accordance with Chapter 17 Section 412(B) Early or Mass Grading may be permitted after the following approvals are received: 1. Show adequate tree protection fencing. 2. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 3. Approval of all easements for facilities for stormwater management and drainage control. 4. Submittal of a tree conservation checklist with areas for tree preservation identified. Please submit 8 copies of the final plans to the Community Development Department or submit an electronic plans for review (for ACSA, please submit 3 copies of construction plans directly to them, as stated in their comments). The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Requirements: 1. See attached direction from the Post Master regarding group mailboxes. Please coordinate location with the Poster Master. 2. [COD page 24] Provide landscaping at the base or top of all the retaining walls to integrate walls into the site and help reduce the massing. 3. Easements and deeds are needed for landscaping, retaining walls that cross lots, etc 4. The chart on sheet 3 does not have any of the "proposed" totals. Revise the chart to include proposed totals to see how requirements of the COD are tracking. 5. [COD page 22] A civic space is required in either Blocks 16, 17 or 18. Indicate on the plan which block these amenities will be provided 6 Tract connection to the Greenway trails Eastern Park — 30,000 SF Block 16, Block 17, 1 The Eastern park civic area may be Civic Space #3 and/or Block 18 located in one location, or divided between multiple locations (min 10,000 sfsize) within the Eastern portion of the development 2 Outdoor meeting area and/or plaza 3 Tot lot playground area (6,000 sf min ) 4 Active open recreational grass area 6. Layout for these blocks do not align with the submittal for Block 18. There is an entrance shown on this plan that is not shown on the other submittal. Coordinate plans. Please keep in mind that the block length for these blocks cannot exceed 700 feet. 7. [COD- relegated parking] The units are not meeting the relegated parking of 3' setback of the garage from the front of the unit, revise to meet this requirement. This will also be required at building permit stage. a. The final plat will need to contain the Garage and Driveway Exhibit shown on page 30 of the Code of Development. 8. [COD- Neighborhood streets] Show where the parking is located on the streets. This can be shown on the road plan, as opposed to the plat. 9. [COD -Polo Grounds Buffer] Additional landscaping is needed to the east side of Eustis Ave adjacent to Polo Grounds road within the 30' buffer. Provide the required landscaping. 10. [ZMA Application Plan] Trails are shown on the application plan within these blocks on the other side of the stream. Have these trails been built? Provide these trails on the plat per the application plan. 11. [ZMA Application Plan] A 10' multi -use trail that connects to Montgomery Ridge is shown in this area. Provide that trail, or documentation from Montgomery Ridge that the trail is not wanted. Also, if not extended all the way to Montgomery Ridge, it should be provided to the property line along Polo Grounds Rd. 12. [COD- Block length] The block within Block 16 is longer than 700 feet. Revise to meet the requirement of the Code of Development for a max of 700 feet. 13. [COD- preserved slopes] All the preserved slopes should be within open space/green space. Adjust lots 68, 69, and 18 so that the preserved slopes are not within the lots. 14. [14-311] Please submit a separate road plan application for all new streets proposed with this subdivision. The road plans must be reviewed and approved prior to final plat approval. 15. [14-302 (A)(7)] Show the existing lot line of the parent parcel. The parcel should be labeled with the tax map parcel number, the existing acreage, and the deed book and page number of the most recently recorded plat. a. On all other drawings, show the residual lot lines of the parent tracts with a label stating the tax map parcel number, the proposed acreage following subdivision, and the deed book and page number of the most recently recorded plat. Recommendations: 16. It is recommended that street trees be adjusted to allow for consistency in spacing, centered on islands, and overall design, see attached sheets. 17. It is recommended that additional species be added for the street trees so that there is not just one species provided. If there happens to be a disease or insect that kills the type of tree provided in the future, this will prevent the removal and replacement of all street trees. It will also provide for a variety of look and color. 18. Sugar maples should be replaced with another species when located close to sidewalks. While curbline and sidewalk delivery remain viable and approved modes of delivery, the USPS will determine how and when to approve these modes of delivery consistent with existing Postal Operations Manual (POM) regulation regarding in -growth and both establishment and extension of delivery. Each year, new delivery addresses are added to our city, rual and contract routes which has a major impact to our delivery cost. To control costs, we need to ensure new residential deliveries are being made via centralized delivery. We must adhere to the guidelines that govern establishment of new delivery. The City/County authorities (Planning and Zoning) can not give approval of delivery service. The Postal Service cannot honor agreements that have been made between Planning and Zoning and the developer. At a minimum, the USPS will work with the builders and developers to determine what the best mode of delivery is for the area prior to establishing or extending delivery service. However, as a national agency, the USPS reserves the right to establish delivery in the most consistent and cost effective means viable to meet our federal mandate of providing a free form of service that best meets the need to establish and maintain a safe, reliable and efficient national Postal Service. Please review the changes to the POM regarding Modes of Delivery and Delivery Equipment. The changes are designed to enhance our ability to increase centralized and CBU delivery. • Centralized and CBU delivery is now the default mode of delivery in business areas. Any exceptions to centralized or CBU delivery mode in business areas must be approved by the District. (631.2) • For new residential delivery, CBU is now the default. Exceptions to permit curbline delivery must be approved by the District. (631.32) • New deliveries within an existing block with an established mode of delivery no longer assume the existing mode of delivery. We can require a more efficient mode of delivery (sidewalk delivery, for example). (631.41) • While we do not control addresses for buildings, we do control the sequential ordering of addresses within any centralized delivery equipment. (631.442) • If more than one building in a complex has the same street address, the delivery equipment must be grouped at a single location even if some of the units are in a different building. (631.452) • Centralized delivery or CBU is the default option for delivery in mobile homes or trailer parks that are permanent residences. Any exceptions to centralized or CBU delivery mode must be approved by the District (631.462b) • For dormitories and residence halls not directly affiliated with colleges, the Postal Service determines the mode of delivery and can require the property owner to accept mail for all the tenants.
