Subject: SDP202000015 Moores Creek Wastewater Treatment Plant - Minor Amendment
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [Site Plan Amendment Policy] Revised sheet C 1 to act as a legend to all of the other previous minor amendments that
have been approved (SDP2010-82, SDP2012-40, SDP2013-33, SDP2015-45). On sheet C1 please label the individual
areas of each of the previous 4 minor amendments. Rev 1. Comment not fully addressed. While a legend has been
provided on sheet C1 to list all the previously approved site plans, the areas of these site plans has not been
denoted/marked on the plans. Revise. Rev 2. Comment addressed.
2. 14.12.41 Parking. The number of parking spaces in a parking area may not exceed the number of spaces required by
this section by more than 20 percent. The site is over the 20 percent permitted parking spaced. Based on calculations
the site is only permitted 20 parking spaces. Revise. Rev 1. Comment addressed.
3. 132.5.21 On the cover sheet provide the following "SDP2020-15 - Minor Amendment". Rev 1. Comment addressed.
4. [32.5.2(n)] Outdoor Lighting. Provide the lighting cutsheets in the site plan. Rev 1. Comment addressed.
5. 132.7.8, 4.71 Lighting. Currently the lighting plan doesn't state the LLF utilized. Please revise the plan to state the LLF
utilized. Please utilize a LLF of 1. Rev 1. Comment addressed.
6. 132.7.9.61 Landscaping. The parking area is required two large or medium shade trees. Please revise the landscape
sheet to provide these plantings. Rev 1. Relocate the medium shade tree nearest to the handicapped parking space
to the planting island in place of the Dward English Box Wood or plant it closer to the parking area even with
the light poles. Rev 2. Comment addressed.
7. 132.7.4.1, 32.7.4.21 Prior to site plan approval the WPO application must be approved. Rev 1. Comment still
applicable. Rev 2. Comment still applicable.
8. 132.4.3.6, 32.4.3.21 The site plan shall not be approved until all other reviewers have approved the plan. Their
comments are referenced below and attached. Rev 1. Comment still applicable. Rev 2. Comment still applicable.
9. 132.7.8, 4.71 Lighting. The light poles appear to interfere with the parking spaces. Please clarify by either removing the
light heads from the drawing or by labeling them as lighting heads. If these squares are not lighting heads the lighting
poles shall be moved back further from the parking lot as to not interfere with the parking spaces. Rev 2. Comment
addressed.
Engineering — Matthew Wentland
1. The VSMP (WPO202000008) will need to be approved before amendment approval. The only outstanding item should
be the nutrient credit purchase. Please contact Ana Kilmer in our office prior to purchasing.
Building Inspection — Mike Dellinger
No objection
Fire and Rescue — Shawn Maddox
No objection.
ARB — Khris Taggart
Approved.
ACSA — Richard Nelson

Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to
date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under
"Departments and Services" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code
if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date
of this letter the application shall be deemed to have been voluntarily withdrawn by the developer. If you have any
