Brich, P.E. 1401 East Broad Street Commissioner Richmond, Virginia 23219 September 8, 2020 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Cameron Langille Re: Belvedere Phase 3 Block 10-A SDP-2020-00079 Review #2 Dear Mr. Langille: (804) 786-2701 Fax: (804) 786,2940 The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced preliminary plat as submitted by Roudabush, Gale, & Associates, dated August 10, 2020, and offers the following comments: 1. Curb radii for skew intersections does not appear to meet the minimum requirements as described on page B(1)-22, VDOT Road Design Manual. Radii for obtuse angle should be 30' minimum. 2. Sight distance triangles do not appear to be shown per RDM appendix F, please see table 2-5 Intersection sight distance detail. 3. Please show the sight lines and profiles for the connection to Fowler Street. 4. Sight distance profiles in alignment with sight lines are required for review. 5. Parking spaces are not allowed within the sight distance triangle. 6. Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate pedestrians. 7. Please remove trees within 30 of intersections per B(1)-44 RDM. One tree appears to be within 30' of intersection of secondary access road. 8. Marked crosswalks do not appear to be warranted and should be removed. 9. Stop sign should be shown at intersection of secondary access road onto Farrow Drive. 10. Approved road plans meeting SSAR, and in compliance with the VDOT Road Design Manual are required. 11. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements.
