Design Focused Engineering June 1, 2020 Matt Wentland County of Albemarle Department of Community Development/Zoning 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Response Letter #1 for SUB2020-078 — 2511 Avinity Drive- Easement Plat Dear Matt, Thank you for your review of the Easement Plat for 2511 Avinity Drive. This letter contains responses to County comments dated May 21, 2020. Our responses are as follows: Engineering 1. A Deed of Dedication for the SWM facility easement will need to be signed and recorded. A draft has been filled out and attached with these comments. Once signed, the deed will need to be reviewed by the Countv Attorney's Office. Acknowledged. Planning — Megan Nedostup .. t.Y- �11_(A)(11)1 1 iicfc i_� a typo in the date for Note #2- July 12, 2000P. Please provide the correct date, or remove the P if the date is correct. The Note has been corrected. 2. [14-302(B)(5)] Provide the zoning classification for the parcel, including the rezoning application numhcr for which this property is subject to (ZMA2016-22). References to the ZMA and zoning have been added. 3. [14-302(B)(7)] Note whether or not this property is within an Albemarle County and/or City of Charlottesville water supply watershed or an agricultural -forest district. Notes 7 and 8 have been added stating whether or not the subject property is situated within the above listed districts. 4. [14-303(H)] Provide the location and material off all permanent reference monuments. Monuments found or installed prior to plat recordation may be referred to if they are permanent and undisturbed. If any monument will be installed after recordation of the final plat, the certification of the professional engineer or land surveyor shall so note. The monuments are shown and labeled on the plat. 5. [14-303(I)] Show a bearing and distance tie between not less than two (2) permanent monuments on the exterior boundary of the property and further tie to existing street intersection where possible and reasonably convenient. [14-303 (A) and (0)] The statement for the consent to division should not be associated with County signature, remove from the box for County approval. In addition, the language for the Owner's approval needs to be the language required by the ordinance, that looks like what was shown in the County approval box. Revise the Owner's approval language to be the correct language for the consent of division. The signature blocks have been revised. ACSA — Richard Nelson 1. Add comment that ACSA Easement to be centered on as -built location of the water main. Note 5 states that the easement is to be centered on the appurtenances and the main water line. 2. Provide confirmation that revisions to FH and meter vaults identified in ACSA Comment Letter dated 3/27/2020 have been taken into consideration with the proposed easement plat. Acknowledged. We have revised the easement to match the shift of the meter vaults consideration. 3. Reminder, previously plat showing water easement for the adjacent Moss Property will need to be included in the Deed of Easement granting these easements to the ACSA. Acknowledged, 4. Provide DB and Page Number for the sanitary sewer easement recently recorded on the neighboring Moss Property. The information has been added.
