Moore, PE VDOT 1601 Orange Road Culpeper, VA 22701 RE: Southwood Redevelopment — Village I — Road Plan Review #3 & #4 — SUB-2019-00174 — Site Plan SUB-2020-00033 Comment Response Letter Dear Mr. Moore: We have reviewed all of your comments from July 10, 2020 and made the necessary revisions. Please find our responses to the comments below in bold lettering. 1. Pedestrian crosswalk warrant is required for mid -block crossings. Mid -block crossings are crossings not associated with stop locations. These crossings must be evaluated in accordance with guidelines of IIM-TE-384. Crossings on a through street with no stop signs are considered mid -block crossings. The mid -block pedestrian crosswalk has been removed. 2. CG-12 locations need to be relocated on the intersection corners for pedestrian visibility and safety. Pedestrian crossings shall be on the intersection side of the stop sign location. See sections 204 and 1330.5 for clarifications. VDOT Road & Bridge Standards Section 204.01, note #8... Curb ramps should not be located behind stop signs, light poles, fire hydrants, drop inlets, etc. CG-12 locations have been updated for pedestrian visibility and safety. 3. The alleys that serve lots need entrance designations as a commercial entrance and must include appropriate geometry. Entrances appear to be a combination of CG-9 and CG-11, and maybe CG-13. Moderate entrance design per RDM, Appendix F-89 should be met. As discussed with Adam Moore, we have revised the alley entrances specification to VDOT Std. CG-11 and utilized 15' curb return radii. Adequate vehicular turning movements have been previously demonstrated to VDOT. 4. Please show offset spacing for Commercial Entrance Channelization Island per RDM F- 98. Island appears to be in travel way for road #3. There does not appear to be a 2'-3' offset from the travel way on road #3. Please move face of island back a minimum of 2' to behind the face of curb along road #3. ENGINEERING I DESIGN I TECHNOLOGY The offset spacing has been dimensioned for the Commercial Entrance Channelization Island. The island is 2' behind the face of curb along Wardell Crest. 5. On -street parking within sight triangles will need to be removed to provide the view shed required. No parking signs have been provided within the sight distance triangles in order to provide the view shed required. We have included PDF copies of the plans and calculations for your review.
