Subject: SDP202000054 Sleep Number Charlottesville - Final Site Plan
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the
applicable reference, which is to the Zoning Ordinances unless otherwise specified.]
118-32.5.21 Requirements ofan initial site plan.
a. Ensure the final site plan submittal also meets all requirements for final site plans (18-32.6). Rev 1. Comment addressed.
b. For the Zoning overlay districts, only reference to `managed steep slopes' is needed — there are no preserved or critical
slopes. Rev 1. Comment addressed.
c. Remove reference to `open space' on sheet 1. There is no open space required with this development. Recommend label
as `undeveloped area' or similar. Rev 1. Comment addressed.
d. Include the zoning districts and uses of adjacent parcels. Rev 1. Comment addressed.
e. Include and label the DB/PG of any existing easements. Rev 1. Comment addressed.
2. 118-4.11.41 Easements and structures. Per comments from reviewers on required easements (including ACSA and
Engineering), ensure there is sufficient space for easements around required utilities that do not conflict with
structures/buildings. Rev 1. Comment addressed.
3. 118-4.12.13 and 4.12.181 Loading spaces. Provide one (1) loading space per 18-4.12.13 meeting the design standards of 18-
4.12.18: Loading spaces shall be provided in addition to and exclusive of any parking requirement on the basis of: (1) one
space for the first 8,000 square feet of retail gross leasable area. Rev 1. Comment addressed.
4. 118-4.171 Lighting plan. Provide a lighting plan meeting the requirements of 18-4.17 with the final site plan submittal.

5. 118-32.7.91 Landscaping plan. A landscaping plan is required with the final site plan. The following are preliminary
comments:
a. 18-32.7.9.4: Show the requirements of the contents of a landscape plan, including existing landscaping/natural features
and proposed landscaping. Rev 1. Comment not addressed. Please provide information about the existing landscaping
onsite. Rev 2. Comment addressed.
b. 18-32.7.9.5: Ensure street trees meet all of the relevant requirements, including minimum caliper and spacing.
Rev 1. Comment addressed.
a 18-32.7.9.6: 5 percent of the parking area will need to be landscaped. Ensure that parking spaces with the 2-foot overhang
do not result in damage to landscaping. One large shade tree per 10 parking spaces is required. Rev 1. Comment
addressed.
d. 18-32.7.9.7 Ensure all required screening meets the requirements of this section and of the ZMA application plan.

e. 18-32.7.9.8 Ensure that there is at least 10 percent tree canopy for the site and that trees are 5+ feet after 10 years.

f 18-32.7.9 Ensure all plantings are on the County's approved list. Rev 1. Comment addressed.
6. [ZMA201900014] Application Plan: The following are comments regarding the application plan:
a. Label the area for future Phase II on the site plan. Rev 1. Remove any reference to the 20,800 SF future phase II dev
area. Instead only reference that area as "Phase II area". Rev 2. Comment addressed.
b. Include the full building height note from the application plan, including the additional setback requirements for buildings
over 35 feet in height. Rev 1. Comment addressed.
c. The front setback must be revised as currently shown on the plan. The ZMA application plan requires a 30' maximum
setback from Route 29, which appears to be the Route 29 ROW. The proposal appears to be setback from the multiuse path
by 30', but more than 30' from the ROW. Rev 1. Comment addressed.
Additional applications: The following applications and approvals are required prior to final site plan approval:
a. 18-32.7.4.2 and 18-32.7.5.3: Easement Plats: All new and adjusted easements must be shown on an easement plat, which
must be approved prior to final site plan approval, and must match the final site plan. Rev 1. Comment not addressed.
The platting of offsite grading easements over TMP 61-134 shall be required prior to final site plan approval. Prior
to final site plan approval the items required on plats shall be approved and recorded in the Clerk's Office. Provide
recordation information on the site plan for these actions. Rev 2. Comment still relevant. Plat has been submitted
and is being reviewed.
i. Offsite construction easements will be needed for the improvements/work shown on adjacent TMP 61-134,
Rev 1. Comment not addressed. The platting of an offsite access easement over TMP 61-134 shall be required prior
to final site plan approval. The platting of landscape easements over TMP 61-134 shall be required prior to final site
plan approval. Prior to final site plan approval the items required on plats shall be approved and recorded in the
Clerk's Office. Provide recordation information on the site plan for these actions. Rev 2. Comment still relevant. Plat
has been submitted and is being reviewed.
ii. Offsite ACSA easements will be needed. Offsite easements must be approved prior to final site plan approval.
Rev 1. Comment not addressed. The platting of offsite water and sewer easements over TMP 61-134 shall be
required prior to final site plan approval. Prior to final site plan approval the items required on plats shall be
approved and recorded in the Clerk's Office. Provide recordation information on the site plan for these actions.
Rev 2. Comment still relevant. Also, on the site plan depict the offsite sewer easement and provide a recordation
number for it.
b. 18-32.7.4.1: Approval of a VSMP Plan is required prior to final site plan approval. See Engineering comments.

c. 18-30.6: A certificate of appropriateness (COA) from the ARB is required prior to final site plan approval.

Additional Comments on the Final Site Plan
8. 132.7.2.31 Continue the proposed sidewalk through the front setback to connect with the sidewalk on the west side of the
building. Rev 2. Comment addressed.
9. [32.7.1, 32.5.1(c)] A right-of-way dedication plat is required. Prior to final site plan approval the items required on plats
shall be approved and recorded in the Clerk's Office. Provide recordation information on the site plan for these actions.
Rev 2. Comment still relevant. Please revise the right-of-way dedication to encompass the entire shared use path and
all items discussed in comment #12 below.
10. [32.5.1(c)] As depicted the residue parcel will require an approved subdivision application prior to final site plan approval.
Meeting the required frontage for the proposed parcel will be a major issue to overcome with the proposed division. Prior to
final site plan approval the items required on plats shall be approved and recorded in the Clerk's Office. Provide recordation
information on the site plan for these actions. Rev 2. Applicant plans to subdivide after the site plan is approved.
11. [Comment] On the cover please reference SDP2020-54 in the title. Rev 2. Comment addressers
12. IZMA2019-141 The 14' shared use path must be provided per the ZMA. Rev 2. Revise the material of the path to be
asphalt and ensure it is completely in the right-of-way. During recent conversations with VDOT about this oath they
stated you will need the following in the right-of-way: the face of curb, 8 ft. buffer strip, 14 ft. shared use path, 3 ft.
clear zone, right of way line. Revise. VDOT full review comments forthcoming.
13. 132.5.2(p), 32.7.2.11 The proposed entrances shall be designed and constructed as required by the standards of the Virginia
Department of Transportation. VDOT approval of the proposed entrances to the site shall be required prior to final site plan
approval. Rev 2. Comment still relevant. VDOT has not approved the entrance at this time. VDOT review comments
forthcomine.
14. 132.4.3.6, 32.4.3.21 The site plan shall not be approved until all SRC reviewers have approved the plan. Their comments are
referenced below and attached. Rev 2. Comment still relevant.
15. 14.12.8, 4.12.8(e), 4.12.111 The proposed property line bisects the property and places the majority of the required parking
spaces for the use on a separate parcel. Prior to final site plan approval an offsite standalone parking agreement will be
required to be reviewed by the County and recorded in the Clerk's office. Submit this document for County review.
16. 132.7.1, 32.5.1(c)l It's not clear from the site plan, but if a sight distance easement is required on TMP 61-134 include it on
the easement plat currently under review. If one is needed, this shall take place prior to final site plan approval.

Subject: Sleep Number Charlottesville — Final Site Plan (SDP202000054)
The final site plan for Sleep Number Charlottesville has been reviewed by Engineering. The following
comments will need to be addressed before approval:
1. WPO must be submitted and approved before final site plan approval. Rev. 1: Comment not
addressed. WPO202000038 must be approved.
2. VDOT approval will be necessary. Rev. 1: Comment acknowledged.
3. Please double check topography. It does not appear to match county GIS. Rev. 1: Comment
acknowledged. Applicant referenced datum.
4. Work is shown offsite/outside of property lines. Permission or temporary easement will be
necessary for this work. Rev.1: This easement must be recorded before any work can be
completed. Also, this easement did not appear to encompass the sanitary sewer line work?
5. Retaining walls above 4 ft will require stamped, engineered plans with their building permit. Rev.
1: Comment acknowledged. Applicant will provide plans at time of building permit.
6. Please show SWM facility and drainage easements. These will need to be recorded with deeds
before final site plan approval. Please note that no trees shall be in these easements. Rev. 1:
Please clearly show the extent of the SWM facility easement. It does not appear to be shown
on the adjacent parcel by the entrance.
7. Please show all site features on the landscaping plan. For example, Basin B is not shown. It
appears there may be trees in the basin. Rev. 1: There is a shrub shown in the rip -rap and the
path of flow through a curb -cut. Please revise.
8. Please show sight distance lines at the entrance. Rev. 1: Comment addressed.
9. Rev. 1: Sidewalk should be fully inside of VDOT right-of-way.
