EDITION).
6. REMOVE REMAINING SEDIMENT CONTROL MEASURES AND STABILIZE AREAS DISTURBED TO
THEIR ORIGINAL CONDITION WITH PERMANENT, TEMPORARY OR SPECIAL SEEDING IN ALL
AREAS AS SPECIFIED OR REQUIRED.
PROJECT DESCRIPTION
THE ALBEMARLE COUNTY SERVICE AUTHORITY (ACSA) OAK FOREST PUMP STATION ABANDONMENT
PROJECT CONSISTS OF THE ABANDONMENT OF THE OAK FOREST PUMP STATION AND THE
INSTALLATION OF APPROX. 1,285 LF OF 8-INCH SANITARY SEWER MAIN AND 10 MANHOLES.
APPROXIMATELY 0.91 ACRES OF LAND WILL BE TEMPORARILY DISTURBED IN ORDER TO COMPLETE
THE SANITARY SEWER WORK. IT IS EXPECTED THAT THE PROJECT WILL START IN FALL 2018 AND BE
SUBSTANTIALLY COMPLETE WITHIN 150 CALENDAR DAYS. THERE WILL BE NO CHANGES TO THE
CURRENT PERVIOUS/IMPERVIOUS SURFACES AS A RESULT OF THIS PROJECT. THERE WILL BE NO
CHANGES TO THE CURRENT DEVELOPED CONDITIONS OF THE SITE.
EXISTING SITE CONDITIONS
THE PROPOSED WORK IS PRIMARILY LOCATED BETWEEN OAK FOREST CIRLCE AND THE COSTCO
WHOLESALE, SOUTHEAST OF COMMONWEALTH DRIVE. THE TERRAIN ALONG THE ALIGNMENT VARIES
FROM 7 TO 25% SLOPES FOR THE MAJORITY OF THE WORK AREA. THE STEEPEST SLOPE IS LOCATED
NORTHEAST OF COMMONWEALTH DRIVE BETWEEN STATIONS 13+00 TO 14+00 WHERE THE SLOPE IS
AROUND 25%.
ADJACENT AREAS
THE ADJACENT PARCELS SURROUNDING THE SANITARY SEWER WORK ARE PRIMARILY
COMMERCIALLY OWNED. THERE ARE ADDITIONAL PRIVATE LANDS OWNED BY INDIVIDUAL PROPERTY
OWNERS WITHIN AND ADJACENT TO THE WORK.
OFFSITE AREAS
THERE WILL BE NO OFF -SITE LAND DISTURBANCE. ANY MATERIALS TAKEN OFFSITE SHALL BE TAKEN
TO A PERMITTED SITE AND NOTED IN THE SWPPP.
SOILS
THE FOLLOWING SOIL TYPES MAY BE ENCOUNTERED WITHIN THE WORK AREA
• ELIOAK LOAM (27C), 7 TO 15% SLOPES
• GLENELG LOAM (34D), 15 TO 25% SLOPES
• URBAN LAND (91)
CRITICAL AREAS
THE ONLY POTENTIAL CRITICAL AREAS IDENTIFIED WITHIN THE PROJECT AREA IS THE ALIGNMENT
BETWEEN THE EXISTING OAK FOREST PUMP STATION AND COMMONWEALTH DRIVE. THIS AREA IS
CONSIDERED CRITICAL BECAUSE IT IS LOCATED WITHIN THE LIMITS OF A STORMWATER RETENTION
BASIN. THERE WILL BE LIMITED DISTURBANCE IN THIS AREA FOR THE INSTALLATION OF THE NEW
SEWER MAIN AND ASSOCIATED MANHOLES. THE EXISTING TOPOGRAPHY WILL BE RETURNED TO
PRE -CONSTRUCTION ELEVATIONS AND PERMANENT STABILIZATION WILL BE APPLIED FOLLOWING
THE WORK.
EROSION AND SEDIMENT CONTROL MEASURES
A SERIES OF EROSION AND SEDIMENT CONTROL MEASURES SHALL BE UTILIZED TO MINIMIZE
EROSION. THE EROSION AND SEDIMENT CONTROL MEASURES SHOWN ON THE PLANS FOR THIS
PROJECT ARE CONSISTENT WITH THE REQUIREMENT OF THE VIRGINIA EROSION AND SEDIMENT
CONTROL HANDBOOK, LATEST EDITION.
3.02 TEMPORARY STONE CONSTRUCTION ENTRANCE: TEMPORARY STONE CONSTRUCTION
ENTRANCE WILL BE INSTALLED AT EACH VEHICULAR INGRESS AND EGRESS POINT ON THE WORK
SITE TO REDUCE THE SOIL TRANSPORTED ONTO PUBLIC ROADS AND OTHER PAVED AREAS. A
WASHRACK WILL BE INSTALLED PER THE DETAIL ON THE DRAWINGS WHERE VEHICLES WITH BE
PROPERLY RINSED PRIOR TO INGRESS OR EGRESS OF THE WORK AREA.
3.05 SILT FENCE: SILT FENCE WILL BE INSTALLED TO DECREASE THE VELOCITY OF SHEET FLOW AND
DETAIN SMALL AMOUNTS OF SEDIMENT FROM LEAVING THE CONSTRUCTION AREA. SILT FENCE
SHOULD BE INSTALLED ALONG CONTOUR LINES TO THE EXTENT PRACTICABLE. SILT FENCE OUTLET
PROTECTION WILL BE PLACED IN THE LOWEST PARTS WHERE THE SILT FENCE IS LOCATED TO
ALLOW RUNOFF TO DISCHARGE IMMEDIATELY IN THE EVENT OF A HEAVY RAINFALL.
3.38 TREE PROTECTION: TREE PROTECTION WILL BE INSTALLED AT DESIGNATED LOCATIONS TO
PROTECT IDENTIFIED TREES FROM INJURY DURING PIPELINE INSTALLATION.
DUST CONTROL SHALL BE PROVIDED ACCORDINGLY TO REDUCE SURFACE AND AIR MOVEMENT OF
DUST DURING LAND DISTURBANCE.
PERMANENT STABILIZATION
DISTURBED PORTIONS OF THE SITE WHERE CONSTRUCTION ACTIVITIES PERMANENTLY CEASE ARE
TO BE STABILIZED WITHIN SEVEN DAYS AFTER FINAL GRADE IS REACHED. METHODS OF PERMANENT
SOIL STABILIZATION SHALL COMPLY WITH THE VIRGINIA EROSION AND SEDIMENT CONTROL
HANDBOOK, LATEST EDITION AND AS DIRECTED BY COUNTY OFFICIALS (SEE NOTE 22 OF THE
ALBEMARLE COUNTY GENERAL CONSTRUCTION NOTES FOR EROSION AND SEDIMENT CONTROL
PLANS).
STORMWATER RUNOFF CONSIDERATIONS
THERE WILL BE NO INCREASE IN PEAK RUNOFF RATES.
MAINTENANCE
IN GENERAL, ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE CHECKED DAILY AND
AFTER EACH SIGNIFICANT RAINFALL. THE FOLLOWING ITEMS SHALL BE CHECKED IN PARTICULAR:
1. INLET PROTECTION WILL BE CHECKED DAILY FOR UNDERMINING OR DETERIORATION.
SEDIMENT SHALL BE REMOVED WHEN THE LEVEL OF SEDIMENT DEPOSITION REACHES HALF
WAY TO THE TOP OF THE BARRIER AS REQUIRED IN ACCORDANCE WITH VIRGINIA EROSION
AND SEDIMENT CONTROL HANDBOOK, 1992 EDITION AND THE LATEST VIRGINIA STANDARDS
AND SPECIFICATIONS FOR EROSION AND SEDIMENT CONTROL.
2. SILT FENCE BARRIERS SHALL BE CHECKED REGULARLY FOR UNDERMINING OR
DETERIORATION OF THE FABRIC. SEDIMENT SHALL BE REMOVED WHEN THE LEVEL OF
SEDIMENT DEPOSITION REACHES HALF WAY TO THE TOP OF THE BARRIER AS REQUIRED IN
ACCORDANCE WITH VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK, 1992 EDITION
AND THE LATEST VIRGINIA STANDARDS AND SPECIFICATIONS FOR EROSION AND SEDIMENT
CONTROL.
3. PAVED WASH RACKS SHALL BE CHECKED REGULARLY FOR SEDIMENT BUILDUP WHICH WILL
PREVENT DRAINAGE. IF THE PAVED WASH RACK IS CLOGGED BY SEDIMENT, IT SHALL BE
CLEANED AS REQUIRED IN ACCORDANCE WITH VIRGINIA EROSION AND SEDIMENT CONTROL
HANDBOOK, 1992 EDITION AND THE LATEST VIRGINIA STANDARDS AND SPECIFICATIONS FOR
EROSION AND SEDIMENT CONTROL.
4. SEEDED AREAS SHALL BE CHECKED REGULARLY TO ENSURE THAT A UNIFORM STAND IS
MAINTAINED. AREAS SHOULD BE FERTILIZED AND RE -SEEDED AS REQUIRED IN ACCORDANCE
WITH VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK, 1992 EDITION AND THE LATEST
VIRGINIA STANDARDS AND SPECIFICATIONS FOR EROSION AND SEDIMENT CONTROL.
CALCULATIONS
NO CALCULATIONS ARE REQUIRED FOR THE EROSION AND SEDIMENT CONTROL PLAN.
