Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Zoning Ordinances unless otherwise specified.] 1. 135.11 The $435 public notification fee for this project was not paid, nor was the $100 Fire Rescue review fee. There is a remaining balance of $535 left to be paid. Please pay the fees prior to any further review or action on the plan. Rev 2. Comment addressed. 2. 132.5.2(b), 4.12, 32.5.2(b)] Revise the parking information provided on sheet C-301 to calculate the maximum amount of required parking spaces for the site and the amount of parking spaces provided for the site based on the existing and proposed uses. SDP2001-98 and ZMA2001-14 each have 71 parking spaces required and 71 parking spaces provided for the site. When revising the parking information be aware that the drive thru stacking area cannot be counted towards parking provided. Revise the plan accordingly. Rev 2. Comment addressed. 3. 132.7.9, 32.5.2(e)] At a minimum depict and label all previously approved landscaping for the site. These plantings can be found on SDP2001-98 and ZMA2001-14. Rev 2. [4.12.13, 4.12.18, 32.5.2(n), 4.12.13(b)] The existing loading area is being removed. Relocate, dimension, and label this space. Rev 2. Comment not addressed. The loading space shall be a minimum of 12' wide and 25' Iona and shall not impede any required parking spaces or vehicular circulation. 7. 132.5.2(a)] Each two-way travel lane must be a minimum of 20' wide. Provide dimensions on each travel lane. Currently the travel lane fronting the outdoor dining area is only 19.5' wide. Revise to ensure it is a minimum of 20' wide. Rev 2. Comment addressed. 8. 15.1.60(i) 32.5.2(n)] A pedestrian travelway crosses a drive -through lane. As such provide either a five (5) foot wide raised pedestrian travelway or a five (5) foot wide pedestrian travelway containing a change in texture and visual markings. Brich, P.E. 1401 East Broad Street Commissioner Richmond, Virginia 23219 September 18, 2020 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Christopher Perez Re: 29`s Place Restaurant w/Drive-thm — Major Site Plan Amendment SDP-2020-00027 Review #3 Dear Mr. Perez: (804) 786-2701 Fax: (804) 786,2940 The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Bohler, dated September 4, 2020, and offer the following comments: Restriction of movements on Southeastern Berkmar Drive entrance to right in/right out does not appear adequately addressed. Proposed pavement striping and markings do not meet the minimum requirements. Please review "Restricting Left Turn Movements at Commercial Entrances" Appendix F, Page F-97 - VDOT Road Design Manual. 2. The saw cut area appears too large. The working area to install curb and gutter is 8"-18". The "Saw Cut" area should only be enough to allow for the installation of concrete forms for the new curb/gutter installation. TTC- 5.2 may be adequate for this portion of the project. Please show on plans. 3. TTC-16.1 is shown in duplicate and is outdated. Please show TTC 16.2 detail and notes. 4. This office recommends the contractor place concrete from the project side without closing a lane on S.R.29. Allowable work hour restrictions for this portion of S.R. 29 are 10 pm to 6 am (next morning) and an exception to the allowable work hours is doubtful. 5. The "Saw Cut" area appears to be the area for mill and overlay area. Please correct the designation on the plans. VirginiaDOT.org WE KEEP VIRGINIA MOVING 6. Please replace the "VDOT General Notes" with the Approved AM-E. The VDOT General notes are for subdivision development, not site plan development. 7. A Traffic Maintenance Plan (TMP) is required to obtain a permit to work within VDOT Right of Way. The TMP shall be prepared by an Advanced Work Zone Certified person, certification card and verification number is required on the TMP submittal. 8. Please provide a comment response letter with each submission after the initial. If further information is desired, please contact Max Greene at 434-422-9894. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
