Other special studies or documentation, if applicable, and any other information
identified as necessary by the county on the pre -application comment form.
• Management of noise impacts will be a critical issue, especially given
the number of nearby residences in this location. We recommended
that all amplified sound (music, announcements, etc.) be limited to
indoor locations with closed windows and doors. Failing that, on -site
testing and analysis of sound impacts and a proposed noise
management plan (see the conditions of other approved permits),
and will be needed for the special use permit review. Early and
detailed interaction with nearby landowners is highly recommended.
• The application narrative should clearly state the requested number
of event per year and the requested maximum attendance. If you are
requesting more than the standard maximum of 150 attendees,
please state a specific maximum and size the parking areas
accordingly. Also consider decreasing the number of events if the size
is increasing. More frequent and larger events increase the impacts
on the Rural Areas and on adjacent properties, and are less likely to
be approved.
• We recommend that you have VDOT visit the site and advise you on
entrance sight distance and any entrance improvements that might
be needed before you apply. From an initial review, it appeared that
the Plank Road entrance was the better choice, as it allow more
stacking space off the public road and did not require
entering/leaving traffic to share a private road with adjacent
residences.
• Historic resources:
o Provide with the SP application more detailed information
indicating how fabric and character of the historic resources
will be maintained, and how the character of the grounds will
be maintained with 200+guests.
o The pre-app plan shows two stables that are to be converted
to accessory event structures and a stable and barn that are
potentially to be removed. These structures are listed as
contributing resources on the National Register nomination
form. The Virginia Department of Historic Resources should
be consulted before any removal or renovations are
undertaken on these structures. Provide VDHR confirmation
that the proposed development will not jeopardize the listing
status of the property. Please obtain guidance from VDHR
before applying. Provide conceptual design changes for the
contributing resources.
o The riding ring is listed as a non-contributing resource. If it is
to be replaced, please provide conceptual information on the
style/character of the replacement structure. Please obtain

design guidance from VDHR.
o Parking located close to contributing resources could be a
concern.
• Zoning Comments:
o Please see attached memorandum. Note that items 2, 3, and 4
list items that must be included in the application.
• In addition to items listed above, the conceptual plan should also
show:
o Show and label all designated contributing and non-
contributing historic resources
o Outdoor use areas for events
o Limits of the events -use area
o Proposed changes to tree -cover or significant vegetation
areas
