RE: Special Use Permit Request Wavertree Hall Special Events
Dear Mr. Kirtley,
The property owners of Wavertree Hall Farm in Albemarle County are pursuing approval of a special use
permit to allow for special events on the property, which has current tax map id 07000-00-00-03900 and
physical addresses 1100 Kingsway Road, 7002 Dick Woods Road, and 7287 Plank Road. Sec. 5.1.43 of
the Albemarle County Zoning ordinance requires applicants for a special use permit for special events
authorized by Sec.10.2.2(50) of the Albemarle County Zoning Ordinance to submit written comments
from the Virginia Department of Health regarding the private water supply and the onsite sewage system
that will serve the proposed special event site, the ability of the water supply and the onsite sewage
system to handle the proposed events, and the need to improve the supply or the system in order to handle
the proposed events.
The proposed event venue will be served by onsite sewage and I have contracted with Mike Stroble of
Shenandoah Soil Consulting to complete a feasibility soil study to provide you with initial information
about the soil conditions so that you may provide comments on this special use permit request. The
purpose of Mike Stroble's study was to determine the suitability of the site and soil conditions to support
an onsite sewage disposal system for the proposed special events on the site; there are a maximum of 18
events proposed per year with 4 of those events having a maximum of 350 guests and 14 of those events
having a maximum of 150 guests. I've reviewed Mike's report dated August 25, 2020 and I concur with
his findings that the soil conditions for the area investigated meet the Virginia Department of Health's
Sewage Handling and Disposal Regulations. It should be noted that Albemarle County regulations
prohibit a kitchen facility from being permitted as a commercial kitchen on properties approved for
special events authorized by Sec.10.2.2(50) of the Albemarle County Zoning Ordinance and so a
commercial kitchen will not be constructed on the property. All effluent from the special event use is
expected to be domestic.
