Bohler is pleased to submit on behalf of Riverbend Development, the 6ch Submission Road Plan
for the Brookhill Development project in Charlottesville, Virginia. The following is our comment
response letter addressing comments received from various departments. Each comment is
addressed and responded to as follows:
Engineering (Emily Cox)
Comment 1: WPO Plan must be approved before road plan can be approved. Rev. 1:
Comment still valid. Rev. 2: Comment still valid. WPO201800050 must be
approved. Rev. 3: Comment not addressed. Rev. 4: Comment not addressed.
However, it was recently resubmitted.
Response 1: Understood, however per recent conversations with the developer and
Scott Collins, I believe an amendment to a BlocklA WPO will be submitted
to cover this area for expeditated approvals.
Comment 2: VDOT approval must be obtained before road plan can be approved. Rev. 1:
Comment still valid. Rev. 2: Comment still valid. Rev. 3: Comment not
addressed. Rev. 4: Comment not addressed.
Response 2: Comment acknowledged.
Planning (Cameron Langille)
Comment 2: Rev. 4: Please revise Sheet C-107 so that it only shows the six (6) on -street
parking spaces proposed with this road plan. It currently shows on -street parking
spaces that are not shown on any other drawings.
Response 2: Sheet C-107 has been revised to show the current layout with the six (6) on -
street parking spaces.

Comments dated April 2, 2020
Comment 1: Sheet C-301; Salamander street profile, current proposed vertical curve data
does not compute correctly, please check, K values, algebraic difference, and
curve length.
Response 1: The K values, algebraic difference, and curve length for each vertical curve
have been revised to compute correctly on Sheet C-301.
Fire Rescue (Shawn Maddox)
Comment 2: Rev. 4: As long as there is no development along this portion of road the hydrant
spacing is acceptable. If there are to be structures constructed along this portion
in the future then hydrants must be added.
Response 2: Hydrant spacing has been designed for the development associated with
this plan, and additional hydrants shall be added in the future as needed
with future development.
ACSA (Jeremy Lynn Rev. 3: Alexander Morrison)
Comment 1. Still under review. ACSA communicating directly with applicant. Rev. 3: Still
under review. Rev. 4: Still under review.
Response 1: ACSA has formally approved the plans as of 7/15/2020.
ARB (Margaret Maliszewski)
Comment 1: The cemetery treatment plan required by Proffer 9 has not been received. Please
provide the proposed treatment plan at this time. It is anticipated that the
treatment plan contentswill address, at a minimum: Installation of an
appropriately styled fence around the marker, leaving sufficient space for
maintenance; a routine maintenance plan for the marker, fence and immediate
surroundings (lawn care, weeding, trash removal, careful removal of invasive
vegetation, gentle cleaning of headstone, fence repairs, etc.), vandalism control;
and identification of the party responsible for carrying out the work specified by
the cemetery treatment plan. Rev. 4: Comment not addressed.
Response 1: Understood, the Cemetery Treatment plan has been submitted, and is
currently under review.
