Subject: Crozet Mini Storage Major Amendment
Francis:
Engineering reviewed the subject major amendment submitted on September 13, 2005. We do not
recommend approval, but request the following changes to bring the plan into compliance with County
Code:
1. Please provide a signed and dated professional seal on the plan sheets.
2. Please make the following changes to the plan:
a. Show all existing contours as dashed lines;
b. Show all propose contours as solid lines;
c. Show existing contours on adjacent parcels to a point 50' beyond the site boundaries. If
off site grading is required temporary grading easements must be obtained from the
effected property owners;
d. Correct /clarify grading in areas where contour lines cross each other and tie all proposed
contour lines into corresponding existing contour lines. For example see area north of
existing stormwater detention basin and between building H and the existing property
boundary;
e. Please provide adequate spot elevations and proposed contours to ensure adequate
drainage away from structures (See west side of building G and adjacent parking area).
3. The plan must accurately represent existing conditions on site and include all proposed and
required improvements. Please make the following changes to the plan.
a. Remove the 15" CMP culvert shown under the travel way and the culvert immediately
up stream of it.
b. Add the recently installed 15" RCP culvert and end sections.
c. Please include the signs for the mini storage office and the sign to indicate "mini storage
parking only no tractor trailer turn around" required by the approved site plan dated July
21, 2003.
4. Please delineate the center line and add stationing to the existing and proposed travelways.
5. Please dimension the radi of all the proposed horizontal curves.
6. Please show the existing travelway and proposed travelway to receive new asphalt paving
so that the entire site has asphalt paving from the entrance at route 240 to existing asphalt
paving installed with earlier improvements (existing paving ends near north west corner of
building G).
7. Please provide traffic islands along on the east side of the 4 proposed parking spaces for
building H.
8. Please provide a traffic island along the South side of the existing parking spaces for
building G.
9. Please provide Albemarle County General Construction Notes on the plan.
10. A SWM plan application and fee are required. Please include pre- development and post
development 2 and 10 year storm hydrology computations. Any increase in the peak flow
rates of the 2 and 10 -year storm events must be attenuated or adequate channel analysis
provided. In addition, a Lickinghole basin pro rata share contribution will be required, based
on the increase in 10 -year peak flow rates.
11. An erosion and sediment control plan, narrative, application and fee are required.

The Planner for the Zoning & Current Development Division of the Albemarle County
Department Community Development will approve the major amendment when the
following items have been satisfactorily addressed. (The following comments are those
that have been identified at this time. Additional comments or conditions may be added
or eliminated based on further review.) [Each comment is preceded by the applicable
reference to the Code of Albemarle.]
1. The plan needs to be titled Crozet Mini Storage Major Amendment. The Name
Crozet Mini Storage is the name that the original plan was approved under and
should remain consistent throughout the life of the development for site plan
purposes.
2. Show the previously approved Right -of -Way Dedication along Route 240. The
current location of the front property line is not correct.
3. Also include this previously approved note "The Applicant agrees to build or
bond vehicular and pedestrian connections to the adjoining properties, upon
demand of the County. The pavement of the vehicular travel lanes shall not be
less than twenty (20) feet in width, the pedestrian connection materials shall be
subject to Agent approval"
4. The previous plan showed the existing trees near Route 240 adjacent to Tax Map
56 Parcel 86 to be removed from the water line. Was this done or are the trees
still there?
5. Show the bumper blocks in the existing parking spaces.
6. [18- 4.12.19] For the dumpster that is onsite provide a dumpster pad that is
compliant with Section 4.12.19.
7. [18- 32.5.6a 18- 32.6.6a] Provide specific written schedules or notes as necessary
to demonstrate that the requirements of this chapter are being satisfied. Some of
the required items are scattered throughout the plan and not all of them are listed,
this includes but is not limited to a schedule of all abbreviations used, a summary
table of each existing and proposed buildings and uses and the square footages, all
existing and proposed lighting including wall pack lights, parking schedule (#
required and # provided), and landscaping schedule (there appears to be some new
and existing landscaping. Show a schedule that breaks down the new and
existing. Also make it clear if you are moving existing trees to new locations)

9. [18- 32.5.6a] Describe and label the work/changes that were approved with the
three letters of revision.

photometric plan must show the values as maximum foot - candles with a Light
Loss Factor of 1 (LLF at 1.0).

I am writing this letter to focus and clarify issues that need to be resolved regarding your
application for SP- 2005 -029 and your compliance with your Site Plan. We are hopeful
that we can resolve many of them with the onsite meeting with Dave Wyant on Monday
morning. We would like to resolve all issues well in advance of the Board of
Supervisors' hearing for your Special Use Permit on July 5 th
We can begin with the more basic use issue which is most relevant to the special use
permit application. As you know, this property is zoned LI, Light Industry. With regards
to the tire business, at any given time, the wholesale tire use must be the primary or
main use (occupying greater than 50% of the total floor area). The retail tire use may
only be a subordinate or lesser use (occupying less than 50% of the total floor area).
We recognize that you are in the process of obtaining site plan approval for additional
development which will include the demolition of some existing buildings on the
property. We should discuss these issues for the site as it currently exists (consider the
existing site as "phase I" for our discussion) and for the site as you propose it after the
new development (consider that "phase II ").
A. Wholesale Tire Business —
1. Please describe the wholesale tire use. (The definition of "wholesale
business" from the Zoning Ordinance is: "An establishment for the sale
and distribution of goods and merchandise to a retailer for resale as
opposed to sale directly to the public.')
2. What is the total floor area devoted to the wholesale tire business as the
site exists now? (Phase 1)
3. What is the total floor area devoted to the wholesale tire business as you
propose on the pending Site Plan? (Phase II)

B. Retail Tire Business — (This must include all areas used for the retail business:
e.g., counter area, waiting room, storage of used tires)
1. What is the total floor area devoted to the retail tire business?
2. What is the percentage of floor area for the retail tire use — is it less than
50%?
The remaining issues relate to other uses of the site and the site plan.
Other Uses of the Property (in addition to wholesale and retail tire sales) —
a. What other uses exist on the property and which buildings do they occupy
now (phase 1)? It appears these uses involve a trucking terminal,
contractor's office ( Hartman's Home Improvements) and light warehousing
(including Clear Communications).
b. What other uses exist on the property and which buildings will they occupy
later (phase 11)?
2. Site Plan Compliance — we recommend phasing the site plan to show phase I
(existing tenants and any necessary modifications for them to be approved) and
phase II (future demolition and development). Phase I will need to include
parking calculations and provisions for all existing tenants, such as Hartman's
Home Improvements.

all necessary building permit approvals were obtained for the conversion of this
unit from storage /warehouse to retail, offices and bathrooms.

Dear Messrs Masselli and Keeney:
I'm sending this letter to both of you via two different routes just to make sure you
receive it. It's so easy to miss a letter on an email address or a number on a fax and
then it goes undeliverable. I'm writing to both of you and copying all the staff working
on this, so everyone is "reading from the same sheet of music." I want to be sure we
keep communication open and clear for everyone. I recognize that Mr. Keeney is not
really directly involved in the special use permit and is involved in the site plan.
1) Special Use Permit for Subordinate Retail Sales
With regards to the special use permit scheduled for the Board of Supervisors,
the most important issue is to ascertain the area and percentages of the
wholesale tire business and the retail tire business. Mr. Masselli faxed us
something and left a later voicemail suggesting a change to 35 %. Mr. Masselli,
can you please revise your worksheet and building plan to reflect your current
proposal of 35 %? If at all possible, can you please fax it by the end of this
week?
2) Site Plan Revisions
Because this site is located on an entrance corridor, it is subject to a certificate of
appropriateness. We can ask the Design Planner if the revisions to the front
building are eligible for administrative approval.

A. Phase 1 - Add a new sheet to the site plan to show the current situation -
existing conditions, existing tenants + any necessary changes such as
parking, for the first or current phase. This will essentially be an as -built
listing all uses, parking, etc. with any necessary modifications to meet the
ordinance.
1) For front building (trailer) on Rt. 240 — list the use (contractor's
office). {Mr. Masselli, please be advised that the contractor will
not be able to utilize outdoor storage of equipment or materials
without a special use permit. They don't appear to have any
outdoor storage at this time.)

b) the porch addition
c) sidewalk to connect to sidewalk on Rt. 240 turn lane
d) required parking (3 -5 spaces) to serve the use
2) Show bollards or an acceptable alternative to create the parking
island (shown on the site plan as a raised island and now striped
as handicap parking in the new parking area).
3) Reflect existing landscaping onsite and note any additional
plantings which are necessary to meet the landscape schedule.
When we were onsite and looking at the existing tree canopy, we
recognized that you may wish to modify or even to reduce some
of the proposed landscaping.
4) List all uses, area devoted to them and required parking. If the
trucking business remains now until the second phase, it should
be listed.
5) Note which buildings are on private versus public water and
sewer.
B. Phase 2 - Make the proposed pending site plan (demo of trucking
buildings and construction of new storage units in their place) as the
second phase. List uses, area devoted to them, required and provided
parking for phase 2. I'm sure most of this is done with the site plan
submittal which is currently pending. 1 assume the main changes are to
include the contractor in the front building and the wholesale and retail tire
businesses.

Mr. Masselli, can you please provide an estimated timeline for when you can be in
compliance with the existing tenants? Basically, that will involve submittal of the revised
plan described as phase 1 and construction or installation of any improvements shown
on the site plan. For example, the parking for the contractor's office (Hartman's Home
Improvements) will need to be installed as soon as is possible. The parking island,
sidewalk extension and landscaping can be bonded for a later installation and /or
installed now, depending on your schedule.
