Call to Order. • At 2:30 p.m., the meeting was called to order by the Chair, Ms. Mallek. 2. Closed Meeting. • At 2:31 p.m., the Board went into Closed Meeting pursuant to Section 2.2-3711(A) of the Code of Virginia under Subsection (1) to consider an appointment to a regional board. 3. Certify Closed Meeting. • At 3:00 p.m., the Board reconvened and certified the closed meeting 1. Call to Order. Joint Meeting with School Board. • At 3:10 p.m., the meeting was called to order by the Chair, Ms. Mallek, and the School Board Chair, Mr. Price. All Board Members were present. Also present were School Board Members Diantha McKeel, Ron Price, Stephen Koleszar, Eric Strucko, and Harley Miles. Barbara Mouly arrived at 4:06 p.m. 2. Presentation: School Division base line budget review and future funding needs. • Received. Consensus of both Boards to schedule an additional meeting to finish the future challenges section of the presentation. Clerk: Schedule joint meeting to complete presentation/discussion. 3. From the Boards: Matters Not Listed on the Agenda. • APPOINTED, by a vote of 6:0, Lorna Gerome as Acting Director of the Human Resources Department effective October 13, 2010. 4. Recess. • At 5:13 p.m., the Board recessed to attend the Extension Service of Virginia’s Open House in the Lobby of the County Office Building. 1. Call to Order. Regular Night Meeting • Meeting was called to order at 6:04 p.m. by the Chair, Ms. Mallek. Also present were Bob Tucker, Larry Davis, and Ella Jordan. 3a. Recognitions: a. Proclamation recognizing October 2010 as Virginia Cooperative Extension Services Month. • Chair read and presented proclamation to Carrie Swanson, Unit Coordinator, Extension Agent. (Attachment 1) 2 4 From the Board: Matters not Listed for Public hearing on the Agenda. Rodney Thomas: • Provided an update on Rockydale Quarries and their recent October 6th blast. Ann Mallek: • Reported on her attendance at the Small Business Development Center’s Selling to the Government Workshop. • Handed to the County Executive a flyer from NACo on their Discount Prescription Drug Card Program and asked if it was something the County could participate in. 5. From the Public: Matters not Listed for Public hearing on the Agenda. • Nancy Hiles Johnson, a former English teacher at Western Albemarle High School, spoke in opposition to the School Division’s 4x4 schedule. • Alvin Scott Bandy, a City resident, thanked the Board for completing its portion of the Meadow Creek Parkway and asked that it designate the County’s portion of the Parkway as an emergency snow removal route. • Ron Ferrin, speaking on behalf of The Speaker Education Project, asked the Board to adopt a resolution urging all Congressional candidates to identify who they would support for Speaker of the U.S. House of Representatives if they are elected in November. 6.2 Request to defer ZMA-2006-0008 – Berkmar Business Park to December 8, 2010. • DEFERRED to December 8, 2010 at the applicant’s request. Elaine Echols: Notify applicant of deferral to December 8th. 7. Pb Hrg: Whittington PRD Amendment. • APPROVED, by a vote of 6:0, to amend the ACSA jurisdictional area to extend water and sewer to Tax Map 89, Parcel 95 and Tax Map 90, Parcels 3, 45, 46, 47 and 48, based on the unique circumstances at Whittington and to amend the growth area during the next scheduled Comprehensive Plan review next year to include Whittington. David Benish: Proceed as approved. 8. Pb Hrg: PROJECT: SP-2009-00033. Coleman Morris Development Right (Sign #51). • APPROVED SP-2009-00033, by a vote of 4:2(Rooker/Mallek), subject to two conditions. Clerk: Set out conditions of approval. (Attachment 2) 9. Pb Hrg: PROJECT: SP-2010-00018. Matheny Development Right Request (Signs #44&46). • APPROVED SP-2010-00018, by a vote of 4:2(Rooker/Mallek), subject to two conditions. Clerk: Set out conditions of approval. (Attachment 2) 10. Pb Hrg: CPA-2009-02. Crozet Master Plan. • APPROVED CPA-2009-02 – Crozet Master 3 Plan, by a vote of 6:0. NonAgenda. At 9:03 p.m., the Board recessed and then reconvened at 9:14 p.m. 11. Pb Hrg: PROJECT: SP-2009-00034. RE- STORE'N STATION (Signs #33&36). • DEFERRED SP-2009-00034, by a vote of 6:0, to November 3, 2010. Summer Frederick/Larry Davis: Draft conditions of approval for Board consideration. 12. Adjourn. • At 11:57 p.m., the meeting was adjourned. ewj/mrh Attachment 1 – Virginia Cooperative Extension Services Month Proclamation Attachment 2 – Conditions of Approval on Planning items. 4 ATTACHMENT 1 PROCLAMATION THE VIRGINIA COOPERATIVE EXTENSION SERVICE WHEREAS, the Virginia Cooperative Extension Service (“VCE”) provides every Virginia citizen access to research-based resources of our Commonwealth’s two land-grant universities, Virginia Tech and Virginia State University; and WHEREAS, VCE receives the benefit of over 30,000 volunteers representing over 1.0 million hours of volunteer time valued at $24.6 million annually; and WHEREAS, VCE partners with local citizen-led Extension Leadership Councils to identify local issues and needs that their specialists, agents, support staff and volunteers can address; and WHEREAS, • VCE’s Community Viability Program provides educational programming that enable farmers, local small business owners, and local leaders and officials to create business- friendly places that support healthy people, local food availability, and sustainable environments; • VCE’s Agriculture and Natural Resources Program helps sustain the profitability of agricultural and forestry production, which protects the County’s open space, while enhancing and protecting the quality of our land and water resources; • VCE’s Master Gardner Volunteers support the Agriculture and Natural Resources Program by providing horticultural and residential water quality protection information to citizens through a variety of educational programs; • VCE’s Family and Consumer Sciences Pillar Programs in human development, food, nutrition and health, and family financial management provide educational opportunities for families to become healthier, more productive citizens who contribute to social and economic stability; • VCE’s Family Nutrition Program helps individuals of all ages adopt positive lifestyle patterns that reduce the risk of chronic disease and improve health literacy as a means to ensure a healthier and more productive society; and • VCE’s 4-H Youth Development Program invests in the future by creating opportunities for youth to develop their personal leadership skills, contribute to their communities, and strengthen other important life skills through a strong science-based curriculum; and WHEREAS, Albemarle County contributes local match funding annually to VCE for salaries, benefits, office space, phone service, clerical support and other operating funds; NOW, THEREFORE, BE IT RESOLVED, that the Albemarle County Board of Supervisors, does hereby recognize OCTOBOER 2010 as VIRGINIA COOPERATIVE EXTENSION VOLUNTEER MONTH; acknowledges the value of VCE’s volunteer programs to County citizens; salutes the Extension Leadership Councils and supports continued programs for our citizens through Albemarle County’s Cooperative Extension office; and FURTHER RESOLVE, that the Board of Supervisors urges all citizens to actively participate in the scheduled activities and programs that VCE will be focusing on during October 2010: Week 1 – 4-H Volunteers; Week 2 – Extension Leadership Council and Community Viability Volunteers; Week 3 – Agriculture and Natural Resources Volunteers; and Week 4 – Family and Consumer Science Volunteers. 5 ATTACHMENT 2 CONDITIONS OF APPROVAL SP-2009-00033. Coleman Morris Development Right 1. The proposed subdivision of Tax Map 112 Parcel 32 shall only be permitted as a “family subdivision” as provided by Chapter 14 of the Albemarle County Code; and 2. The family division period to retain the property shall be extended to fifteen (15) years. __________ SP-2010-00018. Matheny Development Right Request 1. The proposed subdivision of Tax Map 84 Parcel 14E shall only be permitted as a “family subdivision” as provided by Chapter 14 of the Albemarle County Code; and 2. The family division period to retain the property shall be extended to fifteen (15) years.
