Call to Order. Meeting was called to order at 9:07 a.m. by the Chair, Ms. Mallek. Mr. Snow arrived at 9:09 a.m. All Board members were present. Also present were Library Board members Peter McIntosh, Gary Grant, Anthony Townsend, Tim Tolson, Deborah Willenborg, Mary Coy, Mike Plunkett, and Faye Rosenthal. Library Director John Halliday was also present. County Staff present were Tom Foley, Bryan Elliott, Larry Davis, and Meagan Hoy. 2.Joint Meeting with Albemarle County Library Board Representatives:Work Session:Regional Library Study. HELD. County Executive: Work in conjunction with John Halliday, JMRL Director, to develop a process to engage Managers/Administrators in the JMRL System to develop a process for implementing Library Analysis recommenda- tions to include a process for engaging elected officials and JMRL Board in developing broad goals and vision for regional library services. 3. Fire and Rescue Ordinance Review Process. ADOPTED, by a vote of 6:0, the attached recommended process for Fire/Rescue Ordinance Consideration. Bryan Elliott/Dan Eggleston: Proceed as approved. (Attachment 1) 4. Regional Water Plan – Consideration of Dam Design. APPROVED,by a vote of 6:0,sending letter to City Council regarding the water supply plan. Clerk: Send final copy of letter to City Manager and City Council. 5. From the Board: Matters not Listed on the Agenda. Ann Mallek: Asked for an update on the Farm Wineries Noise ordinance. Wayne Cilimberg provided an update to the Board. Board discussed having a decibel-based enforcement ordinance. APPROVED,by a vote of 6:0, to advertise ZTA- 2009-00003 Farm Wineries for public hearing on March 9, 2011. Clerk: Schedule public hearing on March 9, 2011 meeting. 6.
