Thank you for your comments dated May 28, 2019 on the above referenced project. Below are detailed responses to your
comments. The applicant kindly requests you forward this letter and the plans to all of the applicable reviewers.
Engineering (Emily Cox)
1. This comment is acknowledged.
2. This comment is acknowledged.
3. The applicant is currently working to address this comment.
4. The plans have been signed and dated.
5. The roadway's centerline information, inclusive of the curve data, is shown in the upper left corner of sheet 3. The curve's
radius of 1,500' is also shown on sheet 3.
6. Sheet 3 has been revised to include all required street signs and pavement markings. This includes'no parking'signs, speed
limit signs, a yield sign, a street sign, crosswalks, a stop bar and a stop sign. Also, sheet 3 has been revised in the bottom left
corner to include a 'Pavement Markings Note' that reads All signing & pavement markings shall be installed consistent with
the MUTCD standards.
7. The sight distance's lines of sight are located over Orchard Drive's surveyed pavement. The property lines for offsite TMP
55C-A-100 (the Ludwig property) are GIS lines. Because the lines of sight are located over the surveyed pavement, the
applicant believes a sight distance easement is not required and the GIS' property lines for TMP 55C-A-100 are inaccurately
generated by the County.
8. The proposed grades have been revised to be a maximum of 3:1.
9. The proposed Orchard Drive entrance is a VDOT standard 03-11. Sheet 3 has been updated to label this, and sheet 5 has
been updated in the lower left corner to include the VDOT standard detail.
Planning (Daniel Butch)
1. The applicant took the reviewer's recommendation into consideration. After a thorough review of the situation, the
applicant decided to mostly comply with this request. The proposed 8' multi -use concrete sidewalk along the Connector
Road now ties into a proposed 5' wide concrete sidewalk paralleling Orchard Drive to the north. The sidewalk terminates
close to the subject property's property line. The proposed Orchard Drive sidewalk does not extend the full length of the
property line because it would impact the County's defined preserved steep slopes, which are sensitive areas earmarked by
the County that require special permission to disturb.
Planning (Megan Nedostup)
1. The Special Use Permit Amendment has been approved. The separate VSMP plan (WPO 201900027) for this project will
address all mitigation and LOM R/CLOMR requirements. It is acknowledged that the road plan cannot be approved until this
WPO plan is approved.
2. The proposed grades have been revised to be a maximum of 3:1, matching the approved Special Use Permit Amendment.
3. The greenway trail and easement are now shown on this plan, please see sheets 3 and 8 for its full alignment.
4. This comment is acknowledged. These items will be bonded with the road plans.
VDOT (Adam Moore)
1. The sight distance's lines of sight are located over Orchard Drive's surveyed pavement. The property lines for offsite TMP
55C-A-100 (the Ludwig property) are GIS lines. Because the lines of sight are located over the surveyed pavement, the
applicant believes a sight distance easement is not required and the GIS' property lines for TMP 55C-A-100 are inaccurately
generated by the County.
2. The proposed intersection of the Connector Road with the existing Orchard Drive has been revised. The curb and gutter
now terminate 12' from the existing edge of pavement. The proposed intersection pavement now also tapers back to the
existing 25 mph Orchard Drive in accordance with Figures 4-9 and 3-1 in Appendix F of the VDOT Road Design Manual.
Please see sheet 8's'Intersection Detail' in the upper left corner.
3. This comment is acknowledged. The applicant kindly requests that the VDOT Charlottesville Residency forward this plan to
the Culpeper District Structure & Bridge Section, as well as the Hydraulics Section, for review.
4. The roundabout has now been approved under the Phase I Pleasant Green Road Plans, County project number
SUB201900071. The approved roundabout is harmoniously shown on this plan.
5. The plans have been revised and now provide a maximum of 3:1 slopes.
6. An 8' wide multi -use concrete sidewalk along the Connector Road is required by the County of Albemarle.
7. Sheet 3 has been revised to show, label and require the installation of 'no parking' signs along the proposed Connector
Road.
Fire Rescue (Shawn Maddox)
1. Sheet 3 has been revised to show, label and require the installation of 'no parking' signs along the proposed Connector
Road.
ACSA (Richard Nelson)
1. The requested note has been added to sheet 3 in the bottom -right corner of the page.
GIS (Andrew Slack)
1. The applicant is currently assembling a list of three (3) potential road names to replace 'Connector Road'.
ARB (Heather McMahon)
