HomeMy WebLinkAboutWPO202000035 Correspondence 2020-10-01CESO10 VALVOLINE INSTANT OIL CHANGE - CHARLOTTESVILLE, VA (GANDER DRIVE) VSMP PERMIT PLAN REVIEW COMMENT RESPONSE #1 TO: Matt Wentland FROM: Nigel Tate RE: VSMP Permit Plan Review - Valvoline Instant Oil Change (WP0202000035) DATE: 9/30/2020 The following is CESO's response to the VSMP permit plan review comments dated 06.17.2020 regarding the proposed Valvoline Instant Oil Change at Gander Drive Charlottesville, VA 22901: A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. Provide a signed DEQ registration statement and a signed Certification. Fill in the project dates and HUC code on the registration statement. CESO Response: Signed registration statement and certification included with submittal. HUC Code provided. Project dates are still to be determined, however the typical project duration was provided on the registration statement. B. Pollution Prevention Plan The PPP content requirements can be found in County Code section 17-404. 1. The PPP appears adequate at this time. CESO Response: Noted. SWPPP updated with Plan Changes and signed certification. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. Revise the plans to show the removal of the raingarden and pipe addition per the recently approved WP0201300002 Northtown amendment. The work has already been preformed on site. CESO Response: Revised per comment. Rain Garden removal shown on proposed improvements. D. Erosion and Sediment Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is Page 2 of 2 disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Revise the ESC measures as necessary for the removal of the raingarden. CESO Response: Revised per comment.
