Dear Ms. Kanellopoulos & Mr. Wentland:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plans as submitted by Timmons Group, dated 10
September 2020, and offer the following comments:
1. Per the meeting with the applicant, ACSA, the County and VDOT it is understood that the
number of sanitary sewer manholes in the pavement will be reduced as much as possible.
2. The prescriptive easement shown down the center of Rte. 631 should be changed to a
dedication of RIW for the future maintenance and repair of Rte. 631.
3. Storm water structure appears to encroach into Rte. 631 RIW. Please move proposed
structure out of the RIW.
4. Hickory street entrance does not appear to meet commercial entrance designs along highways
with shoulders. See page F-108 in the VDOT road design manual, Appendix F. Please note,
the curb radii should be offset from the Rte. 631 EP.
5. Several curb radii measurements are missing on sheets C5.00, C5.02 intersections.
6. Wardell Crest CL Curve is less than the allowed 200' radii.
7. Traffic island on Cardinal Lane and Wardell Crest is in a curve and should reflect the curve
in road design. Island corner does not appear to be 2' setback from curve line.
8. Stubouts must be signed per the SSAR concerning potential/eventual street extension.
9. Marked crosswalks do not appear to be warranted and should be removed.

10. Please include a note stating that VDOT will only maintain within drainage easements to the
extent necessary to protect the roadway from flooding or damage.
11. Pedestrian crosswalk warrant is required for mid -clock crossings. Mid -block crossings are
crossings not associated with stop locations. These crossing must be evaluated in accordance
with the guidelines of IIM-TE-384. Crossings on a through street with no stop signs are
considered mid -block crossings.
12. Sight distance left from condo parking lot onto Wardell Crest will need to be shown on
adjacent phase of development.
13. Please add note to plan: A Traffic Maintenance Plan (TMP) is required to obtain a permit to
work within VDOT Right of Way. The TMP shall be prepared by an Advanced Work Zone
Certified person, certification card and verification number is required on the TMP submittal.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
