RE: SDP202000034 HTC Area C Townhomes Private Street Request
To Whom It May Concern,
In accordance with Sec. 14-233(B)l of the Albemarle County Code, we, on behalf of the property owner,
Post Office Land Trust; Charles WM Hurt & Shirley L Fisher Trustees (the "owner"), request for the
agent to authorize private streets "A" and `B" in Block II of the site development plan, SDP202000034
(the "project"). The site development plan proposes 60 townhome lots on TMP 32-41J in Albemarle
County. Sec. 14-233(B) enables the agent authorize a subdivision to be developed with one or more
private streets under the circumstance that the subdivision contains attached dwelling units or non-
residential uses.
In accordance with Sec. 14-234(C) of the Albemarle County Code, please consider the following findings
in your evaluation of this private street request:
1. The private street will be adequate to carry the traffic volume which may be reasonably
expected to be generated by the subdivision
The proposed number of townhomes for Block II is 60 units. Based on ITE Trip Generation,
101 Edition, there is an estimated 326 daily trips generated by the site. The 326 daily trips
would be split between Road A and Road B. Road A serves lots 1-28 and lots 53-60, for a
total of 36 lots. Road B serves lots 29-52, for a total of 24 lots. As a development within a
PD-MC, Block II is surrounded by public streets that serve primary vehicular and pedestrian
circulation through Hollymead Town Center. The private streets within Block II would only
serve residents of the block's townhomes.

2. The comprehensive plan does not provide for a public street in the approximate location of
the proposed private street
The adopted 2015 comprehensive plan and the Transportation Network and Recommended
Cross Sections, dated February 2, 2011, part of the adopted 2015 Places29 Master Plan do not
propose a public street in the approximate location of the proposed private streets.
3. The fee of the private street will be owned by the owner of each lot abutting the right-of-way
thereof or by an association composed of the owners of all lots in the subdivision, subject in
either case to any easement for the benefit of all lots served by the street
Private Road "A" and Private Road `B" will be owned and maintained by Block II's BOA.
4. Except where required by the commission to serve a specific public purpose, the private
street will not serve through traffic nor intersect the state highway system in more than one
location
Private Road "A" and Private Road `B" will only serve residents of Block II and will not
serve through traffic nor does it intersect the state highway system in more than one location.
S. If applicable, the private street has been approved in accordance with section 30.3 food
hazard overlay district, of the zoning ordinance and other applicable law
The flood hazard overlay district is not applicable.
