Subject: SUB201900176 Property of Bella Signature Homes, LLC - Final Subdivision Plat
The County of Albemarle Planning Division will approve the plat referenced above once the following comments have
been satisfactorily addressed (The following comments are those that have been identified at this time. Additional
comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the
applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
Comments to be addressed with the Final Subdivision Plat Approval:
7. 114-302(A)(14) & 14-3141 Land to be dedicated in fee or reserved; Identification ofall interests of the County in
property. Revise the label for the area to be dedicated for Route 743 to include the wording "to be dedicated to the
County for public use." Also, revise note #10 to include the same wording. Final. Throughout note #10 remove the
portion of the note that reads "to the Comm. Of Va " for the various easements ...
Rev. 1: Comment addressed.
Rev. 2: Additional revisions to note #10 are required after deed submittals. Revise note #10 as follows:
a) Revise Note 10, and labels on the plat, to address County Attorney comments. See the ATTACHED redline
version of the plat that has been marked up to show the required edits and what portions of the notes and
labels should be removed.
b) Please note that the previous mention in Note 10 of future dedications of the sight distance
easement on the adioinin2 parcels is no longer correct since the deed dedicates all 3 portions.
8. 114-302(A)(5) & 14-303(L)] Public easements; Public utility, drainage and sight distance easements. Address the
following:
c) Show any proposed drainage easements on plat and label them as either public or private. The drainage for the
private street appears to impact the adjoining lot.

easement for the drainage easements. Please note: A template for this deed will be provided to you during the

18. 114-308.1, 17-10031 Groundwater assessment information. Final Tier 3 groundwater management plan must be
approved prior to approval of final plat. Final. Comment still relevant. A Tier 3 groundwater management plan
was not submitted with the final subdivision plat. Please submit the plan for review and approval.
Rev. 1: Comment not yet fully addressed. Continue to work with John Anderson towards getting approval
of the Tier 3 Groundwater management plan. The plan must be approved prior to final plat approval.

20. 114-311, 14-434 & 14-4351 Infrastructure improvement plans; Completion of on -site improvements required prior to
plat approval; Agreement and surety. Road Plan and WPO Plan must be approved, all required improvements must be
built or bonded, and all required Deeds and Declarations must be reviewed and approved prior to Final Plat approval.

Declarations must be reviewed and approved prior to final subdivision plat approval. Please provide the draft

accepted. If any additional revisions are required by you, please ensure that you provide a redline/review
version of the document for our reference when resubmitting.
b) The deed, as submitted, presumes that all the parties will sign this deed in the city. Ensure that the correct
City/County designation is specified for each person signing the document.
c) Revise the deeds to all include the most recent revision date for the plat, since plat revisions are specified in
these comments.
d) If no additional revision to the sight distance deed of easement, other that the plat revision date (see
elsewhere in the comments) and the City/County designation mentioned above, the deed is ready for
signatures and submittal of the original. Otherwise submit a PDF with any changes for staff to review.
28. 114-3171 Instrument evidencing maintenance of certain improvements. Prior to final subdivision plat approval submit
the maintenance agreement ensuring the perpetual maintenance of the stormwater management facilities, the open
space areas, and any other improvements that are to be maintained by the HOA in perpetuity. County Attorney
approval is required prior to final subdivision plat approval.
Rev. 1: Comment not yet addressed. Prior to final subdivision plat approval submit the maintenance agreement
ensuring the perpetual maintenance of the stormwater management facilities, the open space areas, and any other
improvements that are to be maintained by the HOA in perpetuity. County Attorney approval is required prior to final
subdivision plat approval.
Rev. 2: Comment not vet fully addressed. The plat currently references an HOA that does not exist. It is agreed
that an HOA is not required for County review and approval and that the deeds provided are sufficiently cover
County requirements once the edits listed above are done. However, the plat cannot include references to the
HOA if one is not already in existence. Revise the plat as following:
a) Address Engineering's comment on revision of label to Forest & Open Space easement.
b) Ensure that all reference to an HOA are removed from the plat.
