We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. WPO amendment 2 must be approved before this road plan can be approved.
2. Provide CG-12 on the internal median shown below.

4. Ensure there are no trees over storm pipes.
5. Shared use path that is outside of the right-of-way requires an easement.
Planning (Daniel Butch)
1. A permit will be required to maintain the 8 ft shared use path on Rt 20 in VDOT's right-of-way
and a maintenance agreement stating the developer will take on that responsibility noted on the
plans.

1. Remove the "Location of street trees behind pedestrian walk dictated by VDOT clear zone
requirements' note from the plan.
2. Show that frontage tree locations are outside the VDOT clear zone or provide evidence of VDOT
approval of proposed frontage tree locations.
3. Site plan and road plan landscaping must match. See forthcoming site plan comments from Paty
Saternye.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 4
October 2019, revised 25 September 2020, and offer the following comments.
Land use
1. Please use CG-3, and CG-7 curbing and add truncated dome surface in the Island for the
ADA crossing.
2. Please provide copy of recorded dedication deed to the Commonwealth.
3. Offset from through pavement edge to face of curb. Offset to be equal to cut shoulder
width with an 8' min. Please refer to VDOT's Road Design Manual appendix F-Pg., 17-
49. Section 4, commercial entrance channelization Island options. Figure 2-12.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use

This road plan amendment is reviewed per ZMA2020-6, approved 09-16-20
The following are Planning comments for Road Plan submittal SUB201900158:
Planning (Tori Kanellopoulos):
1. Advisory comment. Planning review of this Road Plan is for comments specific to Road
Plan requirements only. Planning approval of the Road Plan does not constitute
subdivision plat or site plan approval; Planning has not reviewed this Road Plan for other
requirements such as setbacks, minimum lot size, open space, etc.
2. Advisory comment. Recommend provide comment response letter to expedite review
of resubmittal.
3. Advisory comment. An easement plat will be needed to provide public access for the
path outside the ROW along Route 20. This will need to include an instrument for
maintenance and public access. A template has been sent to the applicant.
4. ZMA202000006, Proffer #4, SR 20 (Scottsville Road). The applicant is responsible to
design, bond, and construct the improvements shown on the County -approved
engineering drawings titled Spring Hill Village — Application Plan, dated 04-20-20 and
last revised on 8-21-20, as prepared by Collins Engineering, for both SR 20 (Scottsville
Road) and SR 742 (Avon St Ext). The following proffer requirements are still not met or
shown on the Road Plan:
a. Include a note that public access will be provided along the shared -use path
along Route 20, as the path is mostly outside of the public ROW. Note that the
road plan can be approved prior to the easement plat needed for maintenance
and public access for the path (but the final site plan must be approved after the
plat is approved).
5. 18-32.6, 32.7; 14-302(A)(4)(5) Easements. Distinguish between existing easements
(include their Deed Book/Page Number) and proposed easements.
6. 18-32.7.9 Landscaping and utilities. Revise the following tree location adjacent to
Dauphin Drive as it is on top of a pipe

7. VDOT requirements and 18-32.7.9 Landscaping and utilities. Note that trees appear to
need to be moved back along Route 20 to meet VDOT clearzone requirements. Ensure
that revised trees do not conflict with the undergrounded power utilities or any pipes
once moved.
