Below are our responses to the remaining comments on the road plans. Road Plan Amendment: (SUB 2019-00158): Planning: 1. Comment Acknowledged, no action required. 2. Attached is the comment response letter for Site Plan, ARB plan, and road plan amendment 3. The easement plat for the additional landscaping easements and the public access easement for the trail will be submitted in the next couple of days for review and approval. 4. The proposed public easement has been shown on sheet 3 of the road plan amendment and labeled. This easement will be platted with the easement plat forthcoming. 5. All the easements in the road plan amendment have been updated to eliminate the proposed, if the easement has been recorded. The recordation information has been added to the plan for these easements that have been recorded. 6. The tree along Dauphin Drive that was on top of a storm pipe has been moved. 7. The planting area that is outside of the utility easements and outside of the clearzone has been shown and labeled on sheet 3 and sheet 5. A 22' clearzone has been maintained along Route 20 and the landscaping has been adjusted outside of this clearzone. The striped area as labeled on the plans is the planting strip area that is outside of the clearzone and outside of the utility easement for the landscaping. VDOT: 1. The curbing along Route 20 has been revised to CG-3 and CG-7, as requested. The curbing transitions back to CG-6 along Dauphin Drive, as shown on sheet 3. 2. Attached is the recordation information for the R/w along Route 20 and Avon Street Extended, as requested. 3. The offset of the curbing for the island has been revised, as requested. Site Plan: (SDP 2019-00068): Planning: 1. The proposed public easement has been shown on sheet 4 of the site plan and labeled. This easement will be platted with the easement plat forthcoming. A DB_PG_ has been added to the easement so it can be recorded and the recordation information added to the site plan prior to site plan approval. 2. 1. The Site Plan sheets and Utility plan sheets have been updated to label all the proposed landscaping easements and existing landscaping easements. This includes the landscaping easements on Lots 64, 75, 76, 83, 95, 98 and 99. The existing easements have the deed book and page number and all proposed easements are labeled as proposed on the site plan. 2. All the drainage easements are now labeled on the utility plan, including the easements on lots 95-100, lots 50-55 lots 56-60, lots 68-70, and lots 20/21. 3. All the easements in the site plan have been updated to eliminate the proposed, if the easement has been recorded. The recordation information has been added to the plan for these easements that have been recorded. If the easement is proposed with the site plan, it is labeled as proposed. The public access easement includes a DB_PG_ information. Additional landscaping easements have been added to include the landscaping on lots 53, 54, 55, 15, 16, 75, 79, and Block/Lot A. The landscaping has been also been updated and removed from lots 45, 50, 60 and 61, so no easements are needed on these lots. These easements are being platted now on an easement plat. 4. The requested note about the coordination with the utility provider for the relocation of the overhead utilities underground has been added to sheets 6 and 7 and the landscaping sheets L5.1 and 1-5.2. 5. This comment is acknowledged. The road plan amendment and ARB plans have been submitted as well for review and approval. VDOT: 1. Comment addressed. 15. The planting information has been added to the landscaping sheet. In addition, a note has been added to the landscaping sheet referencing the WPO plan for the landscaping within the dry swales. This landscaping is part of the WPO plan and is bonded with that plan, so the landscaping plan references this WPO plan. 16. Comment addressed. 17. The CG-12 has been added to the internal median, as requested. See sheet 4. 18. All the easement labels have been updated to remove proposed, if it has been recorded. The recordation information has been added to the label as well. 19. The shared use pathway is now shown with a public access easement with a DB/PG that will be recorded and added to the site plan prior to site plan approval. ARB Plan: (ARB 2020-00024): 20 i. The landscaping easement has been updated to show the proposed landscaping easements on lots 75/76 and 79/80, along with the existing landscaping easements and DB/PG. ii. The trees on lots 34 and 38 have been shifted to be within the existing landscaping easement. III. The site plan has been updated with new easements for the landscaping on lots 53, 54, 55, and the corner of 83, as requested. The landscaping plan has also been updated to move the landscaping off lots 45 and 50. iv. The utility plan sheet has been updated to include all the landscaping easements and the proposed landscaping easements, as requested, including the easements on lots 15, 16, 34, 64, 75, 76, 83, 95, 98 and 99. v. The label for the landscaping easement on lots 79/80 in the utility plan has been revised to be consistent with sheet 4. vi. The easement labels on lot 29 has been updated to be consistent. vii.All the easements that have been recorded have been shown with a deed book/pg number. The proposed easements have been labeled proposed. These easements are on lots 15, 16, 83, 79/80, 75/76, 52-55, and Block A. In addition, the public access easement has been added to the site plan on sheet 4 as well. 29 The labeling on sheet 4 and sheet 6 has been revised as requested to ensure it describes the overhead utility lines and not specific to the power lines, as requested. 31 1. The tree along Dauphin and route 20 has been moved to an area that does not conflict with the drainage pipe. 2. All the landscaping along Route 20 has been revised to ensure it is set off the trailway, curbing, sidewalk, etc a minimum of 3 feet. 3. The proposed clearzone and planting strip area outside of the clearzone and outside of the utility easements has been shown on Sheet 4 and sheet 6. This area has been provided for the proposed landscaping, and the landscaping as shown on sheet L5.1 has been moved within this striped area, denoting the planting strip area that is outside of the utility easements and outside of the 22' clearzone, as labeled on the plans. 4.
