That is an error. Temporary construction easements are not a stated allowed type of extension to Pritchett Lane in the conditions of the special use permit. The County permitted an additional type of extension to Pritchett Lane when they approved the temporary construction easements. The resulting massive amount of construction traffic allowed by the temporary construction easement also greatly intensified the use of the emergency access easement well beyond what the special use permit allowed. The County cannot administratively amend a special use permit. Therefore, to add a new type of extension and intensify the use of a previously approved extension to Pritchett Lane the developer should have been required to amend the special use permit. Relevant Zoning Ordinance sections or other applicable regulations: Chapter 18, Section 33.8 Special Use Permit 2002-72 conditions also 18.3, 25A.2.1, and 25A.4.1
