However, the Site Review Committee has attempted to identify all issues that could affect approval of the proposed project. Please make the revisions that have been identified as necessary for preliminary approval by the Site Review Committee. If you choose not to make the requested revisions, please submit in writing justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17" copy to the Department of Community Development including responses to each of the attached comments of the Site Review Committee by September 18, 2006. Failure to submit this information by this date will result in suspension of the review schedule. Review will resume when revisions are submitted along with a reinstatement fee of $65. Fritz, AICP Division: Zoning & Current Development Date: August 28, 2006 Subject: SUB200600237 Farms at Turkey Run The Planner for the Zoning & Current Development Division of the Albemarle County Department of Community Development will recommend approve the plat referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [Chapter 14, Section 302(A)(2)] Provide a vicinity map 2. [Chapter 14, Section 302(A)(9)] The building sites for lots 18 and 19 appear to include critical slopes. Please verify the slope within the building sites. 3. [Chapter 14, Section 302(A)(10)] The development right note appears to need modification. A plat signed on 1/25/006 (copy included) indicates that parcels 67A and 67 each have 5 development rights. A plat prepared by Morris Foster on 5/5/06 and unapproved, proposes reassigning the 5 development rights from parcel 67 to the residue of parcel 67 which lies south of this development. No mention is made on your plat regarding the assignment of development rights from parcel 67. Lot 21 has been assigned one development right. It appears that lot 21 comes entirely from the original area of Parcel 67, if this is the case no development right from Parcel 67A may be assigned to it. To help clarify the assignment of development rights, indicate the location of the original parcel boundaries as they existed on December 10, 1980. 4. [Chapter 14, Section 302(A)(14)] Indicate the revised acreage for Tax Map 114, Parcels 67J and 67K. The acreage for the road must be accounted for. 5. [Chapter 14, Section 302(B)(8)] Front setbacks are 75 feet from existing public streets and 25 feet from internal streets. 6. [Chapter 14, Section 302(A)(8)] A portion of parcel 67A is being added to Parcel 67B. Note the acreage to be transferred and resulting acreage. 7. [Chapter 14, Section 302(A)(8)] A portion of parcel 67A is being added to Parcels 67L, 67M and 67. Note the acreage to be transferred and resulting acreage for all areas. The engineering review for current development does not recommend approval of the preliminary plat until the following conditions are addressed with the preliminary subdivision plat: 1. Engineering will grant a waiver of the detention requirements of Chapter 17 of the County Code. The proposed conceptual SWM appears adequate for this subdivision. On the preliminary plat, please label the amount of buffer proposed for each drainage area, including the amount of extra buffer provided for mitigation purposes. Engineering needs to analyze the potential for the riprap channels and check dams for SWM quality treatment. [14- 302A13, 14 -305] 2. Please show a vicinity map on the preliminary plat at a scale of 1 "= 2,000'. [14- 302A2] 3. Please show the width of the existing right -of -way for Blenheim Road on the plat. [14- 302CA3] 4.
