The Site Review Committee has reviewed the development proposal referenced above. Preliminary
comments for the following divisions of the Department of Community Development and other agencies,
as applicable, are attached:

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by September 18, 2006. Failure to submit this information by
this date will result in suspension of the review schedule. Review will resume when revisions are
submitted along with a reinstatement fee of $65.

The Planner for the Zoning & Current Development Division of the Albemarle County Department of
Community Development will recommend approve the plat referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been identified at this
time. Additional comments or conditions may be added or eliminated based on further review.) [Each
comment is preceded by the applicable reference to the Albemarle County Code.]
1. [Chapter 18, Section 10.3.1] Provide a calculation indicating the total acreage in lots of less than
21 acres coming from the two parent parcels (TMP 69-49 and TMP 70 -14B)
2. [Chapter 14, Section 302(B)(10)] Intermittent streams require stream buffers. Several
intermittent streams are located on this property and stream buffers must be noted on them.
3. [Chapter 14, Section 302(B)(8) and Chapter 18, Section 10.4] Revise note number 7 to state that
the Front Setback is 75 from existing public streets and 25 feet from internal streets.
4. [Chapter 14 -404] Provide a note that all lots must access the internal street only.
5. [Chapter 14, Section 302(A)(2)] On the vicinity map remove the reference to "by -right parcel ".
No division in that area is currently under review.
6. [Chapter 14, Section 302(A)(12)] The plat shows a pond and dam as existing but it is under
construction. Please change the label to "dam under construction" and "proposed pond".

The preliminary site plan has been reviewed the following comments must be addressed before approval:
1. Please show the correct stream buffers for all streams on the site. [14- 302.B10]
2. Please show accurate existing topography. [14- 302.A121
3. Please provide a copy of all the State and Federal permits that were necessary for approval of the
pond located within the stream buffer which is currently under construction.
4. A mitigation plan is needed for all land disturbing activities currently taking plan within stream
buffers. [17 -322]
5. The Water Protection Ordinance does not contain any exemption for water quality except for
those of 17 -315D. The pre development impervious cover should be 0 %, since all current
impervious areas on the site are for the proposed development. The post development impervious
cover should include driveways. [14 -305]
6. The pond may serve to provide detention for the development, and thus would be an adequate
concept for the preliminary plat. [14 -305]
7. The road indicates K values of 30 and 40, which are typical of a 30 mph design speed. The
horizontal curves for the road appear to be too small for 30 mph. [VDOT Rd. Des. Man., App. C,
Table C -1 -3]
