The changes requested and those observed onsite exceed the criteria for a letter of revision. See the attached site plan amendment policy for more information. Changes to the project's phasing and the combination of changes surpassing a "de minimis" review were the primary considerations leading to this decision. Therefore, the County is upholding its original guidance for the changes to this development to be submitted as a minor site plan amendment. Such guidance was provided via email to the applicant and owner on July 28, 2020. If you would like the fee for this LOR to go towards the application fee for the minor site plan amendment, provide a written request to me no later than 10 days after the minor site plan amendment is submitted. As guidance for a future minor site plan amendment, the County offers the following review comments. Note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review. 1. Generally, it was found that materials submitted do not match the as -built conditions of the site. As examples, differences in the paving materials, plantings at the entrance, and light fixtures were observed. These, and any other differences between the approved site plan and as -built conditions need to be incorporated into the site plan amendment. Ensure that the materials submitted to the County match the desired as -built conditions. This is paramount. 2. The narrative submitted with the application materials indicates that changes to the approved plan are happening at both the initial and final phases of the site's development. As such, the site plan amendment will need to include revised plan sheets for both the Initial and Final Phases. See Sheets 5 and 9 of the approved plan attached. 3. When revising the aforementioned Initial and Final Phase sheets (Sheets 5 and 9), clarify the following: (Note: These changes were not included in the application materials but should be incorporated.) a. How the sidewalk installation will be phased. It appears the as -built sidewalks seem to be a combination of the two approved phases, instead of one or the other. b. When and where parking spaces will be installed. It appears the as -built condition constructed parking -ready areas in the Initial Phase, however, these spaces are not yet lined. These areas should be marked for parking in this phase. Ensure the parking schedule and notes on the revised plan sheets are updated accordingly. c. Include the above -ground gas meter at the site entrance on the site plan sheets. 4. The approved Initial Phase sheet indicates that an existing 1-1/2 story frame building located in front of the Car Wash facility was supposed to remain in place. However, this building has been demolished. The site plan amendment will need to include revised Demo Plan sheets to show the building's removal in this Initial Phase, instead of the Final Phase. See Sheets 4 and 8 of the approved plan attached. 5. The revised Landscaping Plan sheet for the Initial Phase did not appear to match the as -built condition of the site. Note, changes to the landscaping also need to be reflected in the tree canopy coverage calculations. 6. If light fixtures are being added and/or located away from previously approved locations, as appears be the case in the as -built condition, a revised Photometric Plan for the Initial Phase is needed. See Sheet 7 of the approved plan attached. 7. The amendment proposes a revised vehicular circulation around the Car Wash building, specifically one- way circulation around the west side of the building and two-way circulation around the east side of the building. Delineate where one-way circulation ends and two-way circulation begins and provide the appropriate signage. An agreeable option for the Initial phase is one-way circulation around the entire Car Wash building with one-way traffic control signage at the southeast comer of the Car Wash building. 8. For your awareness, the minor application will include more Site Committee Reviewers, thus more comments may be identified during that review. What is the purpose of the 50'-long fence? 2. Increase the variety of added shrubs so that no single shrub species accounts for more than 25% of the total shrub count. 3. Revise the plan to clearly show the extent of the added juniper. Confirm that the juniper is in addition to the abelia. 4. The plan shows new gas service along the EC street, but this wasn't listed in the list of changes. Provide dimensions of the gas service. Ensure that the added landscaping (currently proposed as 3 abelia, 30" tall at planting) will eliminate visibility from the EC, or propose alternate screening. 5. The casual style of plan notations makes the proposal somewhat unclear. Be sure all as -built changes and all proposed changes are shown clearly on the plan and included in the written list of revisions. Additional comments may be generated when the plans are further organized and clarified. 6. If architectural changes have been made or are proposed to be made, submit an ARB application for an amendment to the approved Certificate of Appropriateness. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. CONDITIONS & DEMO PLAN OVERALL GOAL — To adjust the area included in the Initial phase for improved access and make more attractive to EC. Minor changes. This is to request that this be handled as a Letter of Revision because the changed items are minor in nature and the phase area adjustment is to based upon the approved site plan layout with no design changes. (The entrance is completed and is now "existing" — therefore no VDOT review is appropriate for this LOR to be approved) Minor items: a. Privacy Fence — Approved site plan shows fence 1001f on west boundary that starts at the first island in parking along West edge to end at the end of the 201f fence at rear of 10x20 dumpster. This is to change the end point to coordinate with other fencing — end to be at corner of dumpster on adjacent property. Total length to be 501f. Fence to be installed in Final Phase. Justification: The slope grading was coordinated with adjacent property owner to flatten the slope as much as possible so the property line bisects the slope. Installing a fence will impact maintaining the juniperus plantings that have been added. If left as is, the fence will overlap with the 201f rear section of dumpster fence (leaving only 1 Oft between) and overlap with the adjacent property dumpster fence (leaving approx.. 15ft between). With 6ft high fences that are 10 - 15ft apart, the strip between will not get enough sunlight for grass/plants to survive. b. Concrete Island located between the 1s' & 2nd wash bay (west end of bldg) is reduced to 52" Justification: This island is between the 2 self service bays and is not needed as the entrance to the self service bays is recessed at the rear of the bldg. A short island is sufficient to keep vehicles separated and matches the other islands between bays at the front of the bldg. c. Island at the Center front of the Bldg is added/adjusted to coordinate with bldg. 52" x 19'1 ". Justification: This island was not shown on all the site plan sheets — some showed no island. The final installation matches the length of other 2 islands across the front and the width is slightly wider to coordinate with the wash bay openings on either side of the island. d. Landscaping — ADD sixty (60) juniperus/blue rug or Youngstown plants 3 gallon size to the landscaping along West edge between property line and parking. This is to provide stabilization on the slope and more attractive appearance to EC. ADD three (3) abelias in the island at the front center of Auto Laundry. (See Sheet 6) Page 1 of 2 Minor Phase Details: Include an expanded area in Initial Phase: The portion of the site between RT240 and the Auto Laundry and area adjacent to the Auto Laundry on the East side of the bldg to be included in the Initial Phase. This is to resolve 2 significant issues: 1 Site Access is improved by including the new entrance in the initial phase. Three (3) existing entrance locations have been closed and one (1) new entrance constructed. The new entrance is completed per the final design. A VDOT permit was obtained, work completed, inspected by VDOT, and release letter is attached. Safety is improved by eliminating the confusion of having barricaded entrances along RT240. 2 All drainage structures between the Auto Laundry & RT 240 have been installed so no change to drainage design. A small area adjacent to and on the east side of the Auto Laundry bldg has been added to the Initial Phase to correct an issue with showing a travelway over the underground water recycle system tanks. The tanks are to be protected inside the "island" but the island was omitted in the initial phase layout. The area is constructed per the final phase design with tanks located in the island adjacent to the bldg. The "temporary' 24 ft wide travelway is shifted over to avoid the island. This temporary connection completes the circulation around the bldg for this phase and will be removed once the full parking lot is constructed in the Final phase. A temporary concrete curb has been added to define the travelway and handle drainage — it will be removed at final phase. (See Sheet 8) Landscaping: The Initial phase plantings are expanded to include the portion of the landscaping plan along the west edge associated with the site improvements. In addition, two (2) additional trees at the rear are added to initial phase. Justification: The landscaping matches the final phase and provides much more landscaping at an earlier stage of the development. This eliminates the demo of temporary bushes.
