The Department of Community Development hereby grants administrative approval to the above
referenced site plan.
The approval of the preliminary site plan is valid for (1) one year in accordance with Section
32.4.3.1 of Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall
expire on 08/02/2007. If the preliminary site plan approval expires, a new application must be
filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative
plan copies to the Department of Community Development. This letter must be submitted with
the tentative plans, as a checklist, to document that you have addressed all requirements or
conditions, or the tentative plan will be denied.
Erosion and Sediment Control, BMP Stormwater Management, and road plans with the
associated applications and fees must also be submitted with the eight (8) tentative Plans.
Once the tentative plan is submitted and reviewed you will receive comments from all
departments /divisions /agencies that have made comment on the tentative plan. Any further
responses must be made directly to each department /division /agency that has further
comment. After all aforementioned departments /divisions /agencies have granted a tentative
approval, you must verify with the Planner that you may submit the final mylars (2 sets),
two paper copies, the final site plan application, and final site plan fee to the Department of
Community Development. Signing of the plans will occur within one week once it is
determined that the final site plan mylars reflect all tentative approvals.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section
32.6), in addition to the following conditions.
The Department of Community Development shall not accept submittal of the final site plan for
signature until tentative approvals for the following conditions have been obtained:
Zoning & Current Development approval to include:
❑ [ZMA 200 -10, proffer B] COMMENT: Commercial buildings will have two
(2) street facades (each with at least one street -level entrance), facing both
Fontana Drive and the development. The elevations provided by Robert
Boucheron (Architect) will not satisfy the proffer for providing a street fagade
facing the development. The elevation in question is identified as "Units D,
H Side Elevation."
❑ COMMENT: The conservation checklist shown on sheet 8 of 8 does not provide
the required signatures. Please provide a signed conservation plan checklist for
the site plan.
❑ [32.5.6(b)] COMMENT: The footprint of Unit A and E shown on the site plan
are greater than 1,200 square feet. Please revise the "Land Use Schedule"
calculation and the square footages referenced with the "Commercial Units"
on sheet 1.
❑ COMMENT: Include the following note on the site plan for the piazza area,
"The piazza area is only providing park benches for patrons or employees of the
office and commercial buildings. The area is not considered to be one for public
assembly or outdoor dining.
❑ [4.12.8(a)] COMMENT: The loading space shown on the site plan will not meet
the minimum length requirement of 25 feet. Please revise the length of the
loading space to meet the minimum requirement.
❑ [4.12.13(c)] COMMENT: The loading space calculation should not be included
in the required parking calculation for this site. Please revise the parking
calculation on sheet 3 of 8.
❑ [32.7.9.8] COMMENT: Commercial uses shall be screened from residential
district, in accordance with Section 32.7.9.8(c)3. Provide screening along the
western boundary between the property line and the parking area.
❑ [32.6.60)] COMMENT: Submittal of a description and photograph or
diagram and show the location of each type of outdoor luminaire that emits
3,000 or more initial lumens (including wall - mounted lighting). Please be
aware that installation of such luminaires in the future that are not shown on
this plan shall require an amendment to this plan.
❑ [32.6.60)] [4.17.4(b)] COMMENT: Submittal of a photometric plan on the
site plan demonstrating that all parking area luminaires are in compliance
with 4.17.4 b.
❑ [32.7.9] COMMENT: Approval of a final landscape plan depicting the
species types, number and location of all proposed planting materials. Please
note that this requirement must include the provision of a landscaped area
providing canopy coverage equal to at
least ten (10) percent of the total site. Please be aware that tree canopy
requirements will be applied to this site because it is largely wooded.
❑ [32.7.9.7(b)] COMMENT: Interior landscaping equal to five (5) percent of
the paved parking and circulation area shall be provided. Please note that this
shall be a calculation of the total ground area dedicated to those interior
plantings as opposed to the sum of the canopy to be provided by those items
at ten (10) years maturity.
❑ COMMENT: Virginia Department of Transportation and County Engineer
approval for the design of all improvements related to the public and /or
private roads providing access to this site.
❑ COMMENT: Architectural Review Board approval and issuance of a
Certificate of Appropriateness.
Engineering approval to include:
❑ COMMENT: No conditions of preliminary approval.

❑ COMMENT: Final water and sewer plans must be reviewed and approved
before final approval is granted.

Fire & Rescue approval to include:
❑ COMMENT: Verify adequate fire flow is available. Approval is subject to field
inspection and verification.

VDOT approval to include:
❑ COMMENT: Road plan with Drainage and Pavement Design Computations are
required with the submission of the site plan.
❑ COMMENT: All entrances and public streets need to be designed in accordance
with the current Subdivision Street Standards, the Road Design Manual and the
Minimum Standards for Entrances to State Highways.

E 911 approval to include:
❑ COMMENT: The applicant will need to develop two (2) new road names. The
access to the new structures for phase three will need a new road name. Also one
of the road names will be for the road extension off of Calvary Circle that will
lead into Phase 4..
