Design Focused Engineering October 19, 2020 Megan Nedostup County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Response Letter #2 for SDP2020-52 Regents School of Charlottesville Dear Ms. Nedostup, Thank you for your review of the final site plan for Regents School of Charlottesville. This letter contains responses to County comments dated August 14, 2020.Our responses are as follows: 1. Responses to Planning are attached 2. Responses to Kevin McCollum, Zoning, are attached 3. Responses to Kevin McDermott, Transportation, are attached 4. Responses to Richard Nelson, ACSA, are attached 5. Responses to Brian Becker, E911, are attached 6. Responses to Shawn Maddox, Fire/Rescue, are attached Planning Megan Nedostup — Principal Planner 1. [SP condition #3] The total number of students is above 280. An additional TIA was provided, however it was submitted after the application, and therefore a determination has not been made that the proposed number of students can be approved. This determination will need to occur prior to approval of the final site plan, or the students will need to be reduced to 280 or a new special use permit will need to be submitted and approved. 1-Final: Received. VDOT and the Transportation Planner are reviewing and will either request more information, or make a recommendation to the Director of Community Development. RESPONSE: Comment received. 2. [32.5.2(b)] See comments from Zoning on the parking. Provide a plan for overflow/events. Also, reference the parking study on sheet one for the amount provided. 1-Final: See comments from zoning. RESPONSE: See response below. 3. [32.5.2.(n); SP] Show the open space, right of dedication (state: dedicated to public use), and trail connections per sheet 4 of the Special Use Permit. 1-Final: a. For the trail, an easement will be required. Also, a letter of revision will be required for updates to the Trinity site plan, including the trail. Provide a detail for the trail. 912 E. A LOR for the Trinity site plan has been submitted on October 19, 2020. A detail for the trail has been provided on C21. b. The trail also ends at the parking lot on the school site. It is recommended, for pedestrian safety, that the trail connect to the sidewalk. RESPONSE: The trail has been adjusted to connect to the sidewalk. 4. [4.17] Will lighting be proposed? If so, a lighting plan in accordance with this section is required. Please also add the conditions of the special exception for lighting to the plan. 1-Final: a. Coordinate the lighting plan with the landscape plan. It appears that there is lighting shown on the site plan, that is not on the lighting plan. RESPONSE: Thank you for bringing this to our attention. Lighting location between the lighting plan and site plan should now match. b. Show the lighting for the athletic field and include that information in the photometric plan including the cut sheets of the fixtures. RESPONSE: Lighting plans for the athletic field and cut sheets of the fixtures are provided with this submission. 5. Easement plats and associated deeds will be required for all proposed easements including right of way dedication, utility easements, open space, etc. 1-Final: Not addressed. RESPONSE: Comment received. An easement plat will be submitted before final site plan approval. 6. [32.7.9] Not all required landscaping is shown on the landscape plan. All required landscaping will need to be shown for the final site plan in accordance with this section. 1-Final: Not addressed. a. The screening of the parking lot doesn't meet the requirements of the ordinance. Provide a continuous single row of evergreen shrubs for the parking lot screening 5' on center. Replace the deciduous shrubs with evergreen. RESPONSE: Shrubs surrounding the parking lot has been updated to be evergreen, at 5' on center. b. Revise the required number of trees, 10 are required, not 9, as you need to round up. RESPONSE: Comment received. This note has been updated. c. Remove the shrubs from the tree canopy calculation, shrubs cannot count towards canopy. RESPONSE: Mature height at 10 years has been incorporated in the landscape schedule to demonstrate the proposed species of shrubs which will exceed 5' in height and are counted towards the overall tree canopy calculations. d. Shrubs should continue around the corner of the parking lot near the dumpster. In addition, the dumpster must be screened. There doesn't appear to be a detail for what is shown, either a fence or wall? Provide the detailed screening for the dumpster. 912 E. Please see C21 for dumpster details. 7. Provide information regarding the pump station. Is this a private pump station? Will it need to be upgraded? How many connections have been approved to this pump station? RESPONSE: This will be a private pump station, with two connections from Trinity Presbyterian Church and 11 connections from Regents School, for 13 connections total. Zoning Kevin McCollum — Planner 1. Provide the shared parking agreement with Trinity Presbyterian Church that shows the location and amount of additional overflow parking. RESPONSE: The signed shared parking agreement with Trinity Presbyterian Church has been attached, with a Shared Parking Exhibit, dated October 19, 2020. Transportation Kevin McDermott — Principal Planner 1. 7 , _ .,on staff does not agree with the methodology used to establish the trip generation for the school at 230 students. The difference between the ITE trip generation estimates and those used for the analysis appear too great to be acceptable as valid estimates. The estimates used rely on assumptions that may not be valid. These include: • The number of students with parents on staff will exist at the same rate with 230 students as it currently does with 160 students. • The number of students taking a bus to school will exist at the same rate with 230 students as it currently does with 160 students. This would likely require additional buses to be achievable which I do not believe was something that was conditioned with the Special Use Permit. • The number of students carpooling to school will exist at the same rate with 230 students as it currently does with 160 students. ITE is the industry standard for estimating trips and should be used in the absence of an extreme circumstance that would make it unrealistic. Those circumstances do not exist in this situation. Therefore, staff recommends that the applicant run the analysis using the ITE estimates for trip generation to establish a better basis for the analysis. RESPONSE: The proposed number of students is being reduced to 322, per new calculations on traffic on verbal comments from VDOT and Transportation Planning. A formal revision to the request will be submitted. ACSA Richard Nelson — Civil Engineer 1. Submit 3 copies to ACSA for review with water/sewer data sheets. RESPONSE: Comment received. We will submit 3 copies to ACSA at the time of submission to the County. 2. Provide fixture counts. RESPONSE: Please see table below: 912 E. Hydrants and water meters should be located outside of concrete sidewalk. RESPONSE: Hydrants and water meters have been moved outside of the sidewalk area. 4. Relocate light pole outside of proposed water easement. RESPONSE: Comment received. 5. Show water main profile. RESPONSE: Comment received. Please see the water main profile in the revised site plan on C 12. E911 Brian Becker — GIS Specialist 1. Either of the proposed road names, Veritas Trail or Coram Deo Drive, are acceptable road names. Please inform this office of your preferred road name and it will be added to the Albemarle County Reserved Road Name list. Please include the preferred road name on all future plans. RESPONSE: The developer would like to go with Coram Deo Drive. Fire/Rescue Shawn Maddox — Fire/Rescue 1. Thank you for addressing the previous comments. Please add another hydrant at the opposite end of the parking lot to ensure the travel way remains open during suppression and the maximum distance from any point on street or road frontage doesn't exceed 250'. RESPONSE: Comment received. A second hydrant has been added at the end of the stacking/loading lane.
